Mr. Dawson, who is against a large number of expatriates in the RVIPF, says VIslanders are willing to join the force.

ROAD TOWN, Tortola, VI- VIslanders are reportedly willing to join the Royal Virgin Islands Police Force (RVIPF) but not until systems are put in place to avoid alleged discrimination against locals especially by being denied promotions.

This is according to the feedback that one of the hosts of the radio talk show “On the Hot Seat”, Carl Dawson allegedly received from youths. Mr. Dawson, speaking on the programme aired September 21, 2011, expressed his disagreement with the composition of the RVIPF, which he said has too many expatriates.

The caller asked why the Customs Department employs “99 percent if not a hundred percent of BVIslanders and the same goes to Immigration. It all in the name of national security but what seems to be the problem with the police force? Why BVIslanders have no interest in joining the police force?”

Mr Dawson responded by stating that VIslanders were willing to serve in the RVIPF.

“I did some research and I went out and I spoke to some youngsters about joining the police force and they said to me we will join the police force any day but we want to be told what track we are going to be placed on and what examinations because as longs as we know we have to pass an examination when we get into the police force we will join and we are going to get promoted, not by ascription but by performance, we will join because they say the police force have a habit of keeping down the locals,” Mr. Dawson claimed.

The talk show host believes also that locals should be encouraged and trained to take top positions within the police force just as other countries have been doing.

“The emerging countries of the Third World have taken graduates. They have put some into school so that their own people could be fast tracked. When they come out as an economist…they send them in to a police training school for a short period and short-track them up the ranks to the police force So that their own people will be in charge of the police force. Are we going to colonialise and imperialise our country? Because I understand our local police chief will be retiring soon. Where have we organised our system to put one of our boys and girls in charge of our country in the police force?”

Meanwhile, Mr. Dawson is also against expanding the numbers in the RVIPF since he believes it is the methods of policing that needs to be addressed. “Putting a town load of police on the road to lock up people is not an answer, it has never been and it will never be. The policemen that you do have, the smaller number, needs to be socialised. You can’t put them in a car to drive up and down the road like they are tourists and expect that you are going to find solutions…. So if we are going to do something about our policing methods let us wake up and change our style instead of just buying all these motorcars because we have the money. Let us go back to the drawing board and socialise the police,” Mr. Dawson emphasised.

  1. former police officer says:

Locals are treated like shi$$$in the police force. Big time oppression by expats and the UK officers…Frazer knows it’s going on and he is helpless…The police force needs to be investigated by the UN for human rights of the indigenous police officers in the force. People it’s that serious.

    • Soft!! says:

Don’t take it personal but you former local officers are soft! NO ONE can come to my country and treat me like sh@t and get away with it. When I done with them, they wouldn’t be living here still. If it risk me getting fired then so be it but they would be getting fired too. Sometimes we locals are to passive! Things can be dealt with without crime and violence so that is what I am refering too. I would deal with them without violence!

    • Sean says:

You could never be a former police officer; else you will know that your post is totally incorrect. Locals benefit more than expats in the force. Look when Malone was commissioner, he seeks to promote locals at all cost on advice of Roy Stoutt, now we are in a very serious dilemma because some of those same people who receive promotion without merit cannot do the work. They cannot even take a proper statement or make a simple decision. One got to understand that the Police Force do not owe you anything, Police officers took an oath to serve and when you do that you make a contract with all the people of the BVI to render true and professional service to them. One got to understand that policing is not a job, neither is it a profession, It is a lifestyle. Everyone go into an organization with the hope of elevation but when you are going to tell me that persons want to be given the assurance that they will be promoted before they join the force, is backwardness, promotion come on merit, you got to prove that you are worthy of it.

  2. tortola csi says:

ask those former local cops how they were dealth with by those non local cops? that will give you a clear indication as to why

  3. Farmer Brown says:

There is no way you can get rid of all those island men in the force let alone dey UK officers. Remember next year when Rynell leave we will get the boy from the UK as the Chief then church will be out for locals!

  4. NDP Attack Dog says:

Oh give me a god damn break!! Which other country can people make such STUPID excuses? Are you kidding me? You won’t join the force unless you’re convinced that something that you’re not sure will happen, but you think will happen, doesn’t happen? Do you realize how STUPID that sounds? I don’t want to work for that white man because the last white man I worked for was racist. So instead of finding out for myself I will sit down home, complain about not getting a job, call in to the radio shows talking about racism although I didn’t give this person a chance and then tell people I will only take jobs provided that people treat me right, although I won’t know for sure how I’ll be treated until I make the step to take the job in the first place!!!

This ladies and gentlemen why we will continue (well those who want to!) to be second class in our own country. This doesn’t make any sense whatsoever!!! How can someone on the sidelines make a decision based on hearsay? People say Trust Companies aren’t fair and don’t put locals in management spots. So, someone returning with a management diploma/degree and is accepted at one of these firms, should turn down the job because ‘school chirren say’ they don’t give locals management spots? How about pushing ourselves, having proper work ethic, having the right attitude etc. before making demands!!!!!!!!!!!!!!!!! Not everyone is fit to be a manager, NOT everyone is fit for a promotion! These things are EARNED not given based on nationality! Until we learn what hard work is about we will continue to come up with STUPID excuses and blame others for OUR OWN PROBLEMS!!!

    • hmmmm says:

Haha sound like u had a brain fart. At least don’t use NDP name when u having them.

      • Movements says:

What the man saying is true! Attitude is our biggest problem here, always making demands of others but never for ourselves! Everybody else must bend over for us but we’re not bending for anything. Everything must drop in our laps because we ‘bahn heah’!! NONSENSE!!!

    • Wow!! says:

I am in agreement with your sentiments. I am sick and tired of the complaining by Dawson on the issue of the Police composition. If Carl thinks he can fix the police force why not have the government fast track him to the commissioner position. The BVI is the first society I know, that complains no matter who gets the job expat or local. What the A$$ aryo want? Let us just dismantle the force and we all live like wild beast. Expat and local policemen say the commissioner not listening to their concerns adding to that they are not getting promotions and the local officers complain that the deputy is taking the side of expat officers mainly the UK officers. Who to blame?

    • you snake says:

TO NDP ATTACK DOG: If you born in Antigua come hear get belonger status on we get a scholarship to go law school, come back now and trying to run you will think the suffering of locals is nonsense…that is why ayo so will never get in our house of assembly!…red eye fool!!!

  5. when you loo at the benefits they give these expat cops who come here to join the force, they can give our same local these benefits,

    • Gin and Juice! says:

You sound like a hateful, jealous angry dwarf. If you are not happy with the way things are, complain to your district rep. or demonstrate your willingness to make things better for locals by announcing your candidacy. You still have time. These expat cops dont put a ‘gun’ to the head of any minister and force them to give them the HUGE benefits you think they are supposedly getting. I am certain if the government give some huge benefits to locals in the force currently, some of you will be on this site making nasty comments about these local officers not deserving the benefits. You BUNCH OF CRABS IN A BARREL!!!!!!

  6. Reasonable says:

Why dont Tortola wake up and realized that the UK do not trust us; hence before they identify a local they rather fill the gap with their own. However the flip side to the coin is we as locals must show our selves accountable for the positions that we want and i bet some do, but talk to ex cops and they will tell you the system is not for them. If we have division within the force, how the hell are we going catch criminals. The 99.99% of our problems are simple, but the educated become so caught up with self, that they can not see what stands before them. This place is a nice country, but my God, it is becoming harder and harder for locals to live; If i cant be treated fair in my country, what other recourse do i have?

  7. Mike Kee says:

They will tell you how Warren and Blaize used to threat them. No body talking about how Holder threating Forbes up the prison huh Hmmm. But any country think that it could hire foreigners to do its thinking is and would be in serious trouble

  8. whatever says:

Why dont you lot grow up no wonder you dont get good jobs I have never heard so much crap in my life you are the most rascist country in the world. You have 8 UK officers here and you talk like you have hundreds. If you feel now that they are taking over god help you when another 8 turn up you no doubt will all shut up shop and go home. They are here for you to train ignorant people like you lets face it you could never be a police officer anywhere else in the world because you just dont cut it you cant have rascist people in the force you cant have no one in the force if you dont have other officers backs. You make me sick. Also if you have any balls come back with names of people that are rascist against you back up what you say maybe I will give you a little respect. Hey another thing stop getting the UK Government to bail you out thats you and your own people robbing off each other. Sick to death of crying sneaky little wanna bees.

  9. Movements says:

Dawson will probably be contesting elections as well which is why he has come out of the woodworks with this populist BS!! As someone said above, locals are not even happy when other locals get promotions, recognition etc. so what they really want? They want everything for themselves that’s all it is, has nothing to do with local vs expat, it’s about ME ME MEE!! Everytime you read about a local being appointed to a senior post “She only geh dah caz ha cuzzin is so and so” “He only gehh da becaah he a En-Dee-Pee” Set of idiots!! Then when the expat get it “I shore a locul cudda geh dah deh, we outnumbah in our own cuntree”. Set of lunatics!!

  10. ScaryMary says:

The bigotry continually demonstrated in these blogs is very upsetting.

Down islanders & white people shouldn’t feel as though they alone are being targeted. It seems that as our social values dwindle with each passing year, so do our tolerance levels … even towards one another! It has gotten so bad that some even demonstrate bigotry and intolerance towards people who live East, West, country, town, or whatever.

Our politicians and so-called “leaders” openly insult and degrade women in the media! Spanish speaking people are insulted regularly and looked down upon as second-class citizens, even though many are belongers and have the same rights as anyone else who was “bahn heah”.

This one has high coloured skin and that one has dark skin. This one is too old and that one is too young. This one too rich and stuck up while that one is “wuthless” and lazy.

I mean really, please stop! You make us all sound like a set of petty, uneducated and jealous malcontents who are incapable of dealing with an adversity whatsoever. When God put us on this Earth, he never promised us anything! We are not “ENTITLED” to a job because we were born here! One must be qualified first. One has to EARN a promotion, not have them handed to you on a silver platter because you were born here!

I don’t know what is happening to my once happy and friendly home. We seem to have become a nation full of disgruntled bigots who hate everyone and who believe government owes each of us a living. When I finished school, (many years ago) my parents gave me a kiss, a hug and 500.00 for my first 2 months rent. They wished me well and sent me on my way to fend for myself. I own my own business, my husband has his own business and nobody gave either of us anything other than a decent education and lots of love and emotional support.

Perhaps that’s the problem! Perhaps we have given our children too much in the wy of material things and not enough love and support. Many have come to expect far too much from life. Perhaps we are just becoming a nation of whiny, spoiled children for whom nothing will ever be “ENOUGH”! How sad.

I miss MY Tortola and MY BVI! I believe that greed, jealousy, bigotry, lack of love in the home and lack of discipline in the home are all factors to blame for what is currently taking place.

This NONSENSE that the police force is unfair to BVIslanders is just that, NONSENSE! I know because a member of my extended family is a BVIslander AND a police officer! He has never uttered one word about being discriminated against by ANYONE on the force!

  11. expat1 says:

i’m tired of all u BVIslanders talking about being treated unfairly in ur own country cause it happens everywhere. even if there were no expats here u all wud still be complaining. looks at other caribbean countries how many young men and women run to serve their beloved country. they dont bother about the salary. all they care about is keeping their beloved country safe and serving. if BVIslanders had any national pride they whudn’t whining soo much. if my memory serves me right at one time the people were saying they ain’t joining cause the salary too small. the VIP raised the salary hoping that the locals wud join. how many came in. maybe 1 or 2. now they want fast track promotion to join. maybe then they want to some in as sergeants and not constables? what a load of BS. people have some national pride and come serve to keep ur country that u claim to love soo much safe so that the expats wudn’t be able to join the force cause there will be enough of u arresting and prosecuting ur own brothers, sisters. cousins, mothers, father ect. os is it that u all are afraid of doing so thats why u dont join the RVIPF. u all rather join customs and immigration so that u all can harass expats?
