USVI: Jenifer O’Neal sentenced to 7 Years in Mon Ethos corruption case

CHARLOTTE AMALIE, St Thomas, USVI- Former Office of Management and Budget Director in the US Virgin Islands (USVI) Jenifer O’Neal was sentenced on Thursday, June 11, 2026, to seven years in federal prison in the Mon Ethos corruption case.

US District Judge Mark Kearney also sentenced O’Neal to three years of supervised release and ordered her to pay $34,000 in restitution.

O’Neal was convicted alongside former [US] VI Police Commissioner Ray Martinez following a federal corruption trial involving Mon Ethos Pro Support, government contractor David Whitaker, bribery allegations, money laundering conspiracy and the handling of public funds.

Martinez was sentenced earlier this week to 10 years in federal prison. Whitaker, who cooperated with prosecutors, was sentenced to 22 months in prison and ordered to pay $600,000 in restitution.

    Home girl is going to be spending 7 years in the FEDS playpen somewhere in the US. Good for her greedy behind, had a good job making a good salary but the sticky fingers could not resist the chocolate chip cookies in the jar. If she had committed this crime in the BVI, she would have been allowed to walk away scott free.

    Turks and Caicos sentenced 3 to prison the other day for corruption; now, the USVI has sentenced 2, including a former commissioner of police. When is the BVI going to send a message as well to those who are diving in the government kitchen?

    A Tortolian girl got a chance to get a good paying Government job in the USVI that some can only dream of and she bit the hand that fed her. She had it made and she blew it out of pure greed. There is no such thing about a vacation in the Federal pen and she is going to serve the entire 7 year sentence.

    Corruption in small, resource-poor countries is akin to being afflicted with cancer. It diverts services from going to and harming the poor, the marginalized; exacerbates poverty, stunts growth and development , etc. Inaction results in the cancer metastasizing. Poor, no, unenforceable, etc, policies embolden it seems some pubic sector employees acting in self-interest, not public interest.

    Moreover, Abhijit V. Bannerjee and Esther Duflo in Good Economics for Hard Times viewed 2020 and the first months of 2021 as an X- crystallographic view on social and economic ailment. The observation was how Covid 19 exposed social and economic ills, disparities, etc.

    Further, can the xray-crystallographic metaphor on the recent conviction of regional public sector employees serve as an indication of poor statecraft? Are the recent convictions a warning to public sector employees on using their positions as passports for private gain, abuse of the public trust, etc? Is it a warning shot across the bow of public sector employees?

      Indeed, the recent conviction of regional public sector employees is a shot across the bow and should be taken seriously. Public sector employees whether elected, appointed, contractors, etc, should take the warning seriously, properly dotting every I and crossing every T, consistent with law, policies, etc. Two former Premiers now reside in Lock up, bring shame and embarrassment to themselves, family and their country. To be warned is forearmed.

    This should be a lesson learned, but some people cannot take a hint. please examined the relationship between these persons giving out government contracts in the ministry of communications, rda and the ministry of finance it is circle of friends and friends businesses .
