Mapp or any other person serving in the capacity of governor of the Virgin Islands, can say almost anything with impunity so long as it’s being said in the official capacity of governor, according to a recent ruling by the Supreme Court, which upheld a similar ruling made by the territory’s Superior Court in the 3-year LaVerne Mills-Williams v. Mapp case.
