Third District projects at a standstill?

ROAD TOWN, Tortola, VI – Budgetary allocations for some of the major projects in the 3rd District are not flowing and its representative Hon. Julian Fraser, RA has no idea of where the funding will come from to complete them.

“The projects in the 3rd District primarily the Nibbs Estate subdivision that had an allocation is no longer there, the Sea Cows Bay Harbour project had an allocation is no longer there. The Ellis Thomas Downs was listed as a separate item in the budget...it had an allocation that is no longer there. I don’t know what their [Government] plans are, still don’t know what the plans are...I could only speculate,” Hon. Fraser said in a recent interview with this news agency.

In an article published on April 12, 2012, Hon. Fraser had explained that Government has decided to lump all the monies in the capital side of the budget which gave Ministers the discretion “as to whether or not they want to move certain projects forward for the year”.

“....that is something totally different than to how my party did it, whereby each project had its own allocation, and district representatives and their constituents would know what the year’s plans were for the district,” he stated.

Asked if he has spoken to any of the elected officials on the projects, the 3rd District Representative disclosed that he had approached Premier D. Orlando Smith, Minister for Communications and Works Hon. Mark Vanterpool and Minister for Education and Culture Hon. Myron Walwyn.

“...they continue to assure us that they will do what they have to do, they will take care of the projects...but I don’t see how but that’s what they say,” Hon. Fraser said.

So will these projects be at a standstill? Hon. Fraser replied, “Seems like that to me”.

Hon Fraser is passionate about the Sea Cows Bay Harbour project because it will transform the Sea Cows Bay area as it would have nine two-storey buildings for commercial investments;169,000sq ft of commercial space available; 2800 square feet of space designated to make available for a restaurant and a pub, which is to include varying levels of food service from fast food to formal dining; nine 200ft long jetties for approximately 125 yachts including provisions for mega yachts, water beds to accommodate yachts with drafts up to 15 feet and 79,000sq ft of office space will be available, secondary road or bypass will be placed parallel to Drake’s Highway.

Meanwhile, the Nibbs Estate was being earmarked for first time homeowners.

      Well that will prove Farser right when he said the NDP always neglects the 3rd District., but the NDP claims thats not true. Well will see who is right. People in the Third District who is not so fortunate is desperate for the Nibbs Estate Subdivision so they can build a little hiuse to live in. Things are hard and rent is killing people, why not take that same money and build a little house that you know by the end of the day its yours. Look out for local people and stop playing politic games government officials.

        i was one to get piece of land in nibbs and let them don,t start anything a group pf us going to be all on the streets protesting all in the complex too so let them go ahead

    come thats a lot of money there to invest? i dont think the newley elected government should invest heavily in this. there are quite a few alarming issues to handle. where is the money coming from for this?

This is a private developers job, what wrong with this dude? They chastised NDP for buying Prospect Reef for the hospitality training centre but want to push forward with a pie in the sky marina? Schups!

      "Real Talk" aka Funny Man, government has nothing to do with the building of the buildings and piers. That is the development phase of the Project. Government is only responsible for the Infrastructure. Your hatred for Fraser alone is what got you here speaking crap. But let the NDP keep it up and see if they are hurting Fraser. It's the people of the Third District they are hurting.

        Boss I have nothing against Fraser, absolutely nothing. he's a man just like me! The idea is just as dumb as the idea that moving DMV to smokesville will increase commercial activity, total failure!! Let the experts and investors, the people in the charter industry tell us what is required then we can look about investing. Do you know how many land issues are involved with that project? Even if government gave it its blessing it wouldn't move much farther than on the land across from him, trust me on that. Its pure hot air and makes no sense. This is not about Fraser, it's about things that make no sense and sadly all it is, most of what he does makes no sense. I don't care about me me me, I care about country on a whole. You talk about hurting third district? If people wanted to see the development they wouldn't have given Kevin Smith 550 votes. Fraser campaigned and said if he wins and his government wins that project is on the move. If the third district wanted it how he only won by so little? Let's do a survey in the district and see if that's what people want. Since nobody want to say it I will say it, this is more to do with Nanny Cay's expansion than any little crumb eater in the 3rd District, trust me on that. Who the land for? I will say no more.

If you know someone who owns land behind the mangroves and do not want to be a part of the development they can stay out, because the success or failure of that project does not depend on what goes on behind those mangroves. Hon. Fraser had a meeting with the land owners, I am one and I was there, and we all agreed to move the project forward. It is just jealous fools like you, who can't come public and tell us who these people with land issues are, will stay here preaching this puke. And as the so called 550 votes you (OJ) got, last time I checked, your a$$ LOST.

      Period Cramp, you want to talk about Fraser, and bout how he kill his colleagues in the 8th, and 4th Districts? How much money did Dancia spent on the East End Sewage Project? How much money did Dancia spent on Hawk Nest Road? How much money did Dancia spent on the Francess Lettsome School? How much money did Dancia spent on the Greenland Field? How much money did Dancia had access to spend on civil works? How much money did Dancia had access to spend on road construction? When you get those answers you can come again. I'm just tired of you NDP up and down talking FART about Dancia not getting projects and blaming Fraser. In Communications & Works, look at the Budgets under Fraser, and it was the only Mministry that had its allocations by Districts, and each District got he same amount of money. And it was totally up to the District Representative to decide, how, when, and where they wanted to spend their money. So stop this Fraser crap.

    All I will say is, a lot of money was invested in this project. The road was almost finish to enable persons who were awarded a piece of land to pick their lot. If the road grows back up, then it will have to be cut/excavate it again and that will be money lost and waste. Government Please do sometime and do it urgently because we all a BVIslanders trying to secure a piece of Nature's Little Secret.

      I agree with "RAT TRAP" as that is the plan. OJ supporters up and down saying Frazer only beat them because he had the power of the purse but they got him next time. Trust me, if the cowbirds aint get him beat in 2011 they have no hope again ...NONE!

    When were the details of this "project" ever publicised and amount allocated announced? Why would Govt be investing in what seems to be a private project. Were there any public meetings? What did I miss?

      Lodger, You don't seem to have a problem with the East End / Long Look Harbour Project which Government has already spent $ millions on, and has money's allocated for 2012. But because this is the 3rd District you see a problem. As for the public meetings, this project had the same public meetings the East End / Long Look Harbour Project had. Hon. Fraser has made no secret of his intentions to develop that Harbour, he campaigned on it in every election since 1999.
