Orlando Smith told the nation that the Virgin Islands Party Government left the country broke and with a deficit of 51 million dollars, the National Democratic Party (NDP) Government found ninety six thousand dollars ($96,000.00) for a one-year contract to pay defeated second district candidate Claude Skelton-Cline for a consultancy.
