‘We don’t want to sell our soul to borrow’- Premier Wheatley

ROAD TOWN, Tortola, VI- Admitting that the Government of the Virgin Islands is strapped for cash to execute all of its plans and projects and will need to borrow at some point, Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) has said it will be done in a responsible manner and not jeopardise the territory.

The Premier during a press conference on December 2, 2022, was asked that since there is a need to borrow whether the territory would have been better off if it had taken the controversial Loan Guarantee offered by the United Kingdom (UK) following the devastating hurricanes of September 2017.

First announced under the Dr D. Orlando Smith, National Democratic Party (NDP) government, the United Kingdom (UK) through a recovery and reconstruction package for the Virgin Islands (VI) had promised up to £300 million in loan guarantees and £10 million in grants to support the Territory's recovery after Hurricanes Irma and Maria of 2017.

The UK had; however, demanded that in order for VI to receive the funds, the territory's financial control had to be handed over to the Virgin Islands Recovery and Development Agency (RDA), which was set up at the request of the UK.

Additionally, the VI government had tried without success to get the UK to lift the borrowing threshold in the Protocols for Financial Management to allow the territory to borrow substantial amounts without violating the Protocols.

‘We don’t want to sell out the VI to borrow’ Premier

“The challenge that was had with the loan guarantee had to do with the conditions, which are attached to the guarantee. I don’t think that when you have somebody who is down, they devastated, they have been destroyed by hurricanes you should be attaching some of the conditions that you attached to it,” Dr Wheatley told reporters.

He said the VI needs to borrow but it must be done responsibly.

“So, yes, we want to borrow but we don’t want to sell our soul to borrow and we don’t want to sell out the Virgin Islands to borrow.

He assured that the people of the Virgin Islands “can be guaranteed” that when he goes to borrow it will not be in exchange for the soul of the Virgin Islands.

“We are going to borrow on terms that are fair. Of course, you borrow the money, you have to pay back with interest, we will look for the best rate possible and really those are the only conditions that are practical and make sense, not lots of other things that have nothing to do with the loan itself.” Dr Wheatley stated.

    Agree with you Mr. Premier. It is common practice by the world powers and the financial powers in control to encourage borrowing knowing full well you will not be able to pay back. They then use that as leverage to exploit you. The scary part is the evil behind that kind of thinking while they laugh and smile with you. Then again, you cannot have rich if you don’t have poor and they do it well. They sweetened the offer with 10 million in grants but God was with us and still is. Stay prayed up BVI. ????????

      Iv'e been trying to understand what I am reading; I don’t think I understand your point. How long has the NDP been out of office?
      So, if the loan is £300 million, don’t we squander a total above $400 million annually?
      How much is our annual budget? Hasn’t the $400 mill exceeded the amount we are actively trying to borrow?
      But wait, what is the estimate to fix our roads?
      Didn’t YOUR government take up over $40 million from S\S and give it away without borrowing it?
      It seems to me like we can do what we need to do without borrowing one penny, however we need to get greedy politicians out of the way and get people to responsibly manage the country’s budget.
      Let start by getting rid of the waste, renting buildings we are not using, dissolve some of the boards.
      Examine some of the figures going through the window at financial services, reform, and restructure PWD, BVI AIRPORT, SOLID WASTE, PORT AUTHORITIES, W&S and the entire Civil Service.
      Stop this nonsense about we are broke.

    Really fake premier,you was selected not elected. Why talk about selling soul at this time and why those words SMH. Dead people wake up, he's reading the elites script look at the words Wow. You don't have to borrow anything of you stand up for All our freedom. No one is free in a devil world with the root of all evil money. When are you all going to wake up. You all are out marching for cancer but the same people setting it up are the ones giving you cancer. You all will never understand but use common sense and start reading what you put into your body because everything after the vaccine has cancer warning, birth defect, kidney failure,blood clots, heart attack,stroke etc.pay attention to all the vaccine shots they have now. It has a HIV vaccine and plenty more,go research,so ask yourself how did they get to make billions of vaccine in such a quick time. This is when you need to think how many vaccine can get made at one time per second and guess what it was very impossible no way because they process and ingredients will run out. When the mRNA COVID 19 vaccine came out they ran out of chip for video games,cars,etc and still people don't think about that. They told you that the chips was running out the same time as the vaccine and you didn't think its because humans was willing getting themselves injected with the Luciferase dye liquid chip

    Why did You Sowande joined with Fahie and refused that $330. Mil guaranteed loan..? From the start I a simple business manager new it was a mistake,. All loans have requirements and, the borrower will not agree with all the requirements but the lender has an obligation to be satisfied that the borrower is capable of paying. The borrower now must put that money to wark so it may increase,. Fahie had his own personal agenda to refuse that money and it's that personal agenda why he is where he is.. Now them in VIP and most of the country know that refusing that money was a huge Mistake cause the country is now sinking slowly in financial Ocean..

    On the scale of economic money management where do we now stand? Where do we go from here? Is borrowing money a detrimental move? Yes it would be, if we manage money foolishly, selfishly, and greedily. Has the above been practiced by some former, and alledge politicians, in mine and many of the citizens of the British Virgin Islands, and other too, yes.

    As many people and see it, we do need a political leader with experience business knowledge. The truth is that the Premier and some of our current political leaders have already sold their souls to the devil.
    Whether we like it or not, we are currently experiencing great financial pressure. We should consider seriously to borrow money to help rebuild our infrastructure to help the majority of our citizens survive in this time of economic hardship, especially our most needy one.
    The borrowing of money is not our biggest problem, financially speaking, but rather how we have spent (mismanaged) the money that we have borrowed, and collected are our greatest hindrance to economic growth. We can do better, but change is necessary.
