ROAD TOWN, Tortola, VI – Public activist Donald E. de Castro has dispatched a letter to the House of Commons calling the Tortola Pier Park Development project tender ‘a scam and sham as it did not give time for anyone to submit an alternative proposal to one that was already approved.’

This article was first published by activist Donald deCastro on May 21, 2007 when he first began the call for the Territory to be called by its constitutional name, the Virgin Islands. Since then, several businesses and even the public sector has begun using the Virgin Islands instead of the British Virgin Islands.
