SEA COWS BAY, Tortola, VI- Many spectators, horse racing fans and residents from around the Third District have long complained about the unsightly look of the derelict vehicles dump site at the Eastern side of Ellis Thomas Downs, the only horse racing facility on the main island of Tortola.
