ROAD TOWN, Tortola, VI – Winston Wilson, who is hired by Government to take up the mantle of Project Manager for the Terrance B. Lettsome International Airport expansion project on Monday, is yet to arrive in the Territory.

Virgin Islands News Online was reliably informed that Mr. Wilson was delayed due to a family emergency and is expected to begin working on May 21, 2012. His first day on the job was to be Monday, May 14, 2012.

In addition to that, calls to ascertain information on Mr.Wilson's contract, to the Ministry of Natural Resources and Labour, under which the airport project falls, proved futile up to publication time.

The announcement of the Trinidadian’s employment was made public by Minister for Natural Resources and Labour Dr. Kedrick Pickering at the recent House of Assembly sitting.

“This Ministry is committed in moving forward with the airport’s expansion project without delay and as such it has engaged the services of Winston Wilson to be the Project Manager. He will begin on May 14, 2012, and will immediately begin in the preparation of tender documents as well as assisting the Ministry with the logistics and coordination efforts necessary to get the project of this magnitude off to a good start,” Hon. Pickering had told HOA members.

Wilson was also the Project Manager during the 2004 airport expansion after the principal group Phillip Holtzman withdrew due to bankruptcy. He was also the Public Works Director and Project Manager of the East End Sewerage project under the National Democratic Party (NDP) during its 2003-2007 tenure.

According to Dr. Pickering, as the project gets underway, Wilson’s duties will include, and not limited to ensuring contractors fulfil their contractual obligations; supervise contractors to make sure they are in compliance with the works needed to be carried out within the contract’s time frame; verify all measurement and quantity calculations; produce accurate and timely reports on the management and status of the projects and provide a running cost report of all funds made available to the project.

        Name me one local that has experience with airport maintenance and developments. Check the man resume and stop talking nonsense. If you look at this from a common sense view you would realize one of two things, either a local would be away working, running a business and doing this stuff, then return home with the experience, or we hire an outsider who's experienced. No project manager on island would have the experience given that we only have one small airport that has been expanded twice over the last 40yrs. Stop being stupid please!

            I could no longer trust he NDP. Dr Smith told we the country broke by the VIP but every week for the last 6 months they can find money to hire a consultant. How can I ever vote for anyone who is not truthful???? I lean my lessons.

          Iron Lion, you are such a two faced hypocrite that I refuse to see you as anything but an NDP operative. To say that there are no BV Islander with airport experience is a downright insult to the intelligence of BV Islanders. What happen to Mr. John Penn ( I guess he must be a VIP )? John worked on the original expansion with Logan from its inception until the NDP came in with this same Wilson. Check Mr. penn's resume and you will see that his exposure to airports is way past that of Wilson. As a matter of fact it is John who was there when the last Runway was extended. He was there when the bulk heading was done, and he was there when the sand was dredged, and he was there when the sand was placed. Go check your facts, before making a fool of your self.

            So wait, I told you to name one and you just name one, why you have to behave like an a$$hole? I know John but never knew of his experience with Airports. I never knew him to be into politics so what VIP are you talking about? I'm not that small minded, people that are qualified should be given jobs regardless of who they supported. Isn't John currently employed by the Government? Surely PWD and Government departments will need to be involved with this so John will still be involved? Surely Government cannot put a Government worker to be project manager given that he will already have other duties tied into the same works? Come on. I would be very upset to know that he has the necessary experience, is working for Government and is not given a proper seat at the table, so to speak.

    Ahh HELL NAH!!! Not this scamp again!!! This clown will cause the project cost/deadline to run over significantly. His work ethics are questionable, his PM expertise is umm......hmmmm...leave it at that! BVI Government have so many persons sitting idle with PM knowledge that can do this work. Another senseless contract at at time where the country is not getting good value for money! SIt back and watch as this project implodes on itself from the RISK and lack of suitable key components being set in place. Wilson is not the best choice period!

      Not only is his base salary $15,000 a mth, but he has a signed contract for two years. Everyone in their right mind knows that this project is going no where so why issue a two year contract when he has less than six mths. work which can be accomplished. This is some way to run a Government.

    Government need someone who is known on an international level and has a good character. As far as I see Mr. Penn will still get the opportunity to have hands on the project extension of the airport. The locals here should get more oriented, more exposure internationally.
