ROAD TOWN, Tortola, VI- Host of the television talk show ‘BVI Forum’, Edmund Maduro, was pleased to report on his programme on CBN Channel 51 on Saturday April 27, 2013 that the entity responsible for hosting the crusade at Festival Grounds had acted in a “responsible way” by turning down the volume of the loud speakers on three consecutive nights following complaints about the “loud noise”.

The issue had come to the forefront on Saturday April 20, 2013 when a woman called in to his show complaining that the loud audio coming from the crusade at the Festival Grounds was affecting her and she was not getting any satisfaction from the police and government officials.

According to the woman, the noise from the crusade was penetrating her bedroom and causing her much discomfort.

The caller made it clear that she had no objection to the crusade but that the worshippers needed to have regards for other people.

Mr Maduro was in support of the woman and had said he himself had issues with the “noise”.

“These are the people coming from God and they have no respect for your rights. Then what are they teaching you?…Will a man of God come and make so much noise that he drives you crazy? These are some of the follies that we have to put up with? Some of the most religious people are some of the most wicked you can find on the face of God’s earth. I have experienced that,” Mr Maduro had stated but also clarified that he was not necessarily referring to the persons holding the crusade.

Speaking on his show Saturday evening, Mr Maduro said he was glad to hear that the entity to whom the complaint was made against had, on three consecutive nights, turned the loud speakers down to a point of tolerance.

“There has been great understanding, the persons involved have in fact acted in a very humane way, a very responsible way, of which I am proud,” Mr Maduro reported on his show.

Holding up a document, Mr Maduro said it was pertaining to the Noise Abatement Law, which is in existence in the Virgin Islands but which needs to be enforced. He had promised to get copy of the law after the caller had said she made complaints to police about the noise at the crusade but was allegedly told there was no “law in standing” to deal with her issue.

The host commented that he liked the Noise Abatement Law “because it gives everyone the opportunity to correct anything that they are doing that would make too much noise without just being arrested and taken to prison. The law is excellent.”

'Crusade noise' sparks debate on BVI Forum!

The Edmund Maduro hosted programme, BVI Forum, on CBN Channel 51 appeared to be going smoothly on Saturday April 20, 2013 until a woman complained that the loud audio coming from the crusade at the Festival Grounds was affecting her and she was not getting any satisfaction from the police and government officials.

According to the woman, who called in to the programme, the noise from the crusade was penetrating her bedroom and causing her much discomfort.

“We really have no laws here. Somebody grant permission for the people to use the tent on the Festival Grounds. This is the third weekend….I called the police station, I called government members and none of them has done any better. You have to have things done with regards for other people,” the woman complained.

The caller also complained that she called the police and they allegedly told her that there is no law in standing to deal with her issue. Mr Maduro objected to this since, according to him, there is a “Noise Abatement Law” in the Virgin Islands. He also said he sympathized with the caller because “I had to leave my house one night and go down at the bottom and tell them stop their nonsense.”

The caller made it clear that she had no objection to the crusade but that the worshipper needed to have regard for other people by being so loud.

Another caller then asked about the festival activities held at the same venue and wanted to know of the first caller listens to the noise then. “Does she listen to it? Then they should stop the festival because I am sure she does be hearing. The festival does have all the noise and it does be late,” the woman reasoned.

“Lady what you are arguing makes no sense at all. The lady has called for the enforcement of the law, the law is there and it should be put in place,” an obviously upset Maduro retorted.

Efforts to get a comment from the Royal Virgin Islands Police Force (RVIPF) and the Seventh Day Adventist Churches in the VI were not successful. The Seventh Day Adventist Churches are reportedly the organisors of the crusade.

Just this weekend I had more of those jehovah witness fools knocking on my door to preach their beliefs - i told them to get lost, i dont come knocking on their doors, i dont invade their homes with their religios fanaticism so don't do it to me!

      I honestly think you guys don't get it because it is annoying to me as well. We don't mind a crusade going on but not for so long. Festival is for a few days then it's over with, last year this crusade went on for over 6 weeks that can be annoying every night singing in your head until after 10 please. One to two weeks then pack up and go back to your church. Don’t talk about on Saturday it is day and night service who feels it knows it.

    This is a very sad day if this is what Maduro is saying and the lady who complained. Maduro should know better that the noise abatement act is effective from 10:00 or 11:00pm and indeed there is nothing the Police could do before that time. If Maduro program is from 7:00 to 8:00pm the caller had absolutely no right or leg to stand on becasue the crusaders were right in line.

    However, if they were making noice, as the lady claimed, at any time after 10:00 or 11:00pm then the police would have gotten involved.

    And rightfully according to the other caller, does that lady, the first caller complain during festival time? I am sure that noise at the village would have been much louder and longer, becasue they usually go all night until day break. Where is she during that time? Does she take a vacation from BVI and travel overseas, or maybe she would be right in the crowd where she would even be hearing much more noise.

    This is very unfear and uncalled for. And again Maduro need to know the law before he comes in with his biased remarks. He need to go on an anger management program. They should have included him on hte program they did at the prison. I guess he will never learn cos it is hard to bend an old grown tree. He really needs to do better than this as a host of a program. I thought the JTV action had taught him a lesson, but it does not seem so.

    The people have a right to be where they were having thier crusade as long as they do not go over the limit of time when the law takes effect. Either 10:00 or 11:00pm. I beleive we all have rights in these Virgin Islands.

      As per a comment made by Hon. Christian, he mentioned that the Noise Abatement Act gives the police certain powers to ensure that residents are not affected by noise over and above normal conditions. In that case, it is not just a particular time.

    To all you people that are saying that when it has festival individuals do not complain. First of all festival is a annual something everyone knows about it and can prepare for it mentally. 2nd of all festival is for 1 week this crusade has been going on for 3 weeks already and is suppose to continue for well over a months time. 3rd of all if you are going to say that the festival does it so then its okay for the church to do it. that makes absolutely no sense because i thought the church was suppose to be different from the world.     The truth is I am not sure how they have it amplied or what and all that but I am sure the persons who are speaking about it are those that acutally live and sleep in town because it is rather extraordinarly loud and I found they should be an example and I have heard festival for years on end and the sound is more obsorbed for what ever reason. What I was more surprised about is the fact that I thought as christains we are suppose to be an example. We are always asking pubicly for the secular crowd to be respectful we should too.

    It is rather loud and I am surprised to see this article online but it tells me i'm not the only one that thinks so, if the community is saying something and crusades occur all the time then something is done differently whether more speakers or whatever. Those comparing it to festival I don't think you live in the area and understand specifically how it sounds. Yes they want to be heard and spread the word but they can accomplish that without being that extreme, you have to go into someones home in the town area, Botanic Station, Lower Estate, etc. and really hear how it sounds inside.

    We should be able to listen if we so desire but we should also be able to turn on a radio or watch another Tv programme and actually hear it or not feel like someone is screaming at us in our own home. I'm simply saying let us be an example of how ANY function should be held. It's not able a Jesus thing or religious thing.

      Why do they have to have a crusade for three weeks, even if they baptise one hundred poeple and keep them in the church ubtil they get their commision from head office, the people do not stay in the church because they want to control what you wear and who you talk to. Imagine getting saved with a tatoo and the sAdventist pastor telling you you must take it off. Hmmmm yes they do because they told me I have to take off mine and I cannot wear earings, so I left and went to another church, where I am comfortable praising God without people watching me funny.

    What I can say as it relates to Festival, the Festival Committee and Police should work together to ensure that it starts at for instance 8PM and ends no later than 2AM. If it was up to me, it would be 1 AM. There are neighbourhoods in the area whose residents should not have to endure this noise especially for 2 weeks at a time.

    Do these people that attend these events understand that it is a bunch of nonsensical screaming that is going on by the speakers?
    Do they understand how out of tune many of the singers are?
    Now put those together with lots of decibels and imagine how bad it sounds in peoples living rooms. At least with festival whether you like it or not there is some kind of rhythym so it is somewhat less annoying

    I don't have a problem with hearing the services and I actually enjoy the services in the evening. My only concern is there are other churches in the vicinity, such as Apostolic Faith (which is not a/c) and other churches. I wonder if the SDA have considered their interruptions to these churches.

    If it the police tells the caller it don't have a law about noise why they like to come to different clubs or parties saying to turn down the music or even want to stop the party? Not because your praising the Almighty give you more rights and you still have to respect others. I also have problem with the noise from the Crusade it's like every year they up their sounds with the noise I can't even hear my tv at nights even when it's turn up on all. I find the village at August isn't as loud but also is a problem but since the stage has changed the direction, the speakers are turn so the sound doesn't be as loud but the Crusade speakers are turned directly into the valley so the sound is travelling more in to the homes because sounds bounces of the hills and seats in the valley of the hills. I think they need to turn their tent and speakers the other direction to the sea so the sound don't bother much homes. Also something needs to be done with these lound scooters they are really disgusting I love them but not when individual changes the sound they are to be making to these loud disgusting sounds, it makes my kids jump up out their sleeps at nights.
    Why it have a law saying you can't make noise around the Hospital and Elderly Home but not homes especially late in the nights?

      that give nobody an excuse to be disturbing the peace. I use to say the same thing when it comes to work the job told a coworker of mines to turn off or turn down their music which was soft soul music but another coworker started to play gospel at a real higher sound and it seem nothing is being down by that it's still disturbing the office space. So to me no matter if your praising the Almighty there still should show respect for the rest of the residents in the community. We know they want to reach everyone but some people can't bare the noise. So i don't see anyone saying they can't do their Crusade but the volume needs to be lower. And your not the one to Judge any about being Stupid nobody can put up with noise especially the elderly or someone with a headache or migraine.

    Festival is one week. This crusade is for WEEKS. The male song leader can't sing. The lady who think she is the bomb with that scratchy soprano is annoying and then the word which I won't mind listening to is mostly on keeping the Sabbath to get to heaven. I don't mind crusades, but 1 WEEK is ENOUGH NOISE!!! When I go home from work and whatever else, I would like peace.
    If the singing was pleasant to hear and the word was just about getting yourself saved I wouldn’t mind. BUT……….

    This is the last days, the devel is fighting the people of God through his agents like the lady who calls to complain for noise. and the host of the said show. You cannot fight The Almighty God. There are several night life dramers that are disturbing and there you will find The Police preasance and no one complains. The Lord Jesus Christ is on His way back to rapture His Church and many of us will be found wanting. I am admonishing the people of the Virgin Islands to turn to God. @Now@

    My only question is: How come the crusade people never make enough noise to be heard only by those under the tents?

    There needs to decibel controls for these crusades. I'm not saying not to have them. Only that those under the tent should hear the "noise" from the tents , that's all!

    It seems to me that ppl in the bvi are just share idiots...no matter what you won't be able to please everyone. Noise is everywhere...right down to the stupid young boys on these scooters that makes a whole bunch of noise on these death traps wishing they were a Busa....the cars making noise on the streets as well. Ain't every day you see a tent on the same devils ground proclaiming the word of God. And they are doing it. 2hrs every nite ain't gonna kill the bvi cuz I'm pretty sure that the woman who is making the complaints in the first place is damn deaf from her own TV!!!! I live in town and the festival grounds keeps me up every nite with their BS every nite. And the thing is nothing positive or good comes out of that crap at the ending of the nite or morning to make a difference in ur personal life. I can sure bet when the festive activities is going on she dares not pick up the phone to call to say a word BECUZ who the hell gonna study her bout noise....she sits and endure it for a week. But the simple church crusade she wants to complain about noise...it's always the ones who knows about God are the ones who complains about his word.

    I made sure to read each and every comment carefully before I commented. This is so very sad to read that people are bashing the crusade, bashing the preaching of God's Word. The bible says in Amos 8:11 "Behold, the days come, saith the Lord GOD, that I will send a famine in the land, not a famine of bread, nor a thirst for water, but of hearing the words of the LORD." The topic that was preached under the tent last night was 'STARVATION ON THE STREETS OF TORTOLA' and that is exactly was Amos 8:11 is saying. The day will come (and very soon) when men will want to hear the Word of the Lord preached but there will be no CRUSADE, No big YELLOW AND WHITE TENT, NO CHURCH SERVICES, NO PASTOR, NO BIBLE STUDY. THE WORD OF THE LORD WILL NOT BE FOUND. There are two nights that there is no meetings and that is on Monday and Thursday nights. People you all are complaining about simple things, some of you maybe not even going to church because you are REJECTING the Word of the Lord. You all think that that is noise coming from under the tent? We have not heard anything yet. When those earthquakes begin to rumble and those plagues begin to fall, it is then you will hear noise. Don't talk about when the TRUMPET sounds, every island will move out of its place, the dead will rise, the earth will be destroyed and you all are here complaining. Be careful, be careful, the Lord is soon to put in his appearance. Look all around: the SIGNS are everywhere, even a BLIND man can see that something big is about to happen, but you all prefer to stay in your comfort zone and act careless and carry on with ADULTERY, HOMOSEXUALITY, STEALING, WORSHIPPING IDOLS, FORNICATING, BREAKING GOD's SABBATH. It is all man written and no way to prove it was true. How do we say that this is truth and all other scriptures written are false? You choose to believe this particular thing and you convince yourself that it's the truth. That doesn't mean it is. Everyone is entitled to their opinion. You are essentially telling me "The Bible says it is true so that means it is true!". WHAT? You expected a verse or scripture in the Bible that would say it's not true? I don't get your level of thinking. If someone walks up to you with a 'book' claiming that it can make you 'x' amount of money if you put up 'x' amount of money, you put up a red flag one time. But this book, you believe wholly and solely like a blind bat. I have nothing against anyone who are Christian or otherwise Religious. What I have a problem with is that they are willing to be open minded and cautious about everything else except their religion, no matter how many facts you provide. Then when all else fails, they tell you it's the Devil have you questioning God and you better prepare for hell. Pure scare mongering and slave minded bull$h1t is what I call that. Ignore everything else, pray to God and wait for things to happen, while people are actually out there doing things to make things happen.

    All this blather is about nothing. The sound should be to a level where the people participating can hear it clearly. It does not have to be that loud and that's the point. It is church and not a music fest. When they have church in their own building it is never that loud so why does it have to be so amplified when the people are right there? Nobody has a problem with Church, people have a problem with how loud and bothering it is for 3 whole weeks. We can all meet middle ground. BVI people are not evil people. Not because people don't follow your religion makes them devils. Everybody has a right to believe what they want. Many people believe in God but despise Religion. Religion and Church is NOT GOD! Get that in your head. So when people don't like your church bullshit it's not that they don't like GOD. Stop trying to equate the two because it shows you are a j@ck@$z and need to learn about what God stood for. God is not Church or Religion.

    Noise is Noise regardless of who is making it. I think what was more offensive for some folks was the noise being forced on people on a Sunday morning when most religious people in the VI celebrate/observe their Sabbath. I don't think this has anything to do with festival noise or what ever. Noise isnoise.

    WOW!!!!!! The crusade it is just to LOUD!!!!!! I had to go school but could hear anything the teacher was saying . YES your worshipping GOD but he is not DEAF !!!! So you don't have to be scream and carrying on and sometimes it has breaks during the shows at night for festival it's not constant noise/loud music all day and all night be reasonable people !!!

    My understanding of the whole thing is not that people are against the crusade or against the religion, it is the way in which it is done. SDA do not have to blast it. I was invited but I don't need to leave home to go under the tent because I can hear quite clearly from home. 6 one way 1/2 dozen the next - same thing. The SDA followers would be offended by the comments. How would SDA appreciate if anyone comes down their area and just pump up their volume when service is going on. It wouldn't be nice at all. My kids try to do their homework and we don't have A/C to close the windows and during 7 - 9 they can't focus. 9 is their bedtime, and also the shut off time of the loudspeakers on the key. Their is no school during the festival time, and we choose to take our vacations because we do not appreciate the intrusion either, so that's how I deal with it. I do not at all have anything against the crusade, nor against the word of God, or making a joyful noise. It isn't the first crusade held on the grounds and it wouldn't be the last, but we just ask for consideration.

    I have read the article; please don’t be upset with the woman. She has a right to make a report whilst there is a noise abatement Act. Where is the instrument in Law for the officers to use to determine that it is loud? The Bible said, “Oh come let us make a joyful noise unto the Lord”.     I have a problem with them after crusades. They are some of the people with the meanest Attitudes, dirty mouths and will tell you a piece of their mind without hesitation. What does a longgggggg crusade do for them. NOTHING but disturb people's peace for 6-8 weeks.

All their focus is on reminding you that they are better than you and going where there is milk and honey while we go where there's rum and whores. That's what they try to convince you of. They are no different to the extreme muslim radicals around the world who everybody despises. Their ideology is the same. I will say again, BVI people are not evil, they are just becoming smarter and realize that many of these people preaching are a set of wolves looking for slaughter. Church is never a problem to anybody. You cannot compare church to August Festival. According to you, those of us who attend Village are devils and heathens so why are you comparing yourself to them. You are supposed to set an example. Use small speakers so that everyone in the tent and immediate area can hear clearly. There's no reason why someone in Horse Path should hear bass pumping and people howling as if it was right in their backyard. You are so caught up in your nonsense that you don't see principle or common sense. Nobody have a problem with the Church. People are wondering why it has to be so damn loud if it's Church and the people attending are right there. Parties, Festival etc. are known for having loud music. Churches are not. That's the point.

    My problem is some people believe, because they are playing religious music, they have the right to disturb others, I have witness this in apartment buildings, public gatherings and even in workplaces. I think what even adds to the annoyance is most of these people don’t behaves in a matter that demonstrate true Christianity, matter –of-fact some of the most Gospel music players behavior more like them spawn from hell.

    There is two sides to the story and I can agree with them. the first is that there is a time and a place for everything under the sun. We have rules and regulation on certain things for a reason and as Christian we have to follow the rules no IFs or Ands about it. And two I believe God is real no body can actually prove God is not real Christianity is not about what we do for God but God reaching down to us and having a real relationship with him. If you do not want to believe God is real. ok fine. But I will encourage you all to look at both sides of the story. Don't look for god as religion look for God as somebody to meet. I love you!
