‘Non-traditional’ contract signed for NHI with JIPA Network

- said JIPA Network was the standout among proposals submitted for provision of health care services

ROAD TOWN, Tortola, VI – Minister for Health and Social Development Honourable Ronnie W. Skelton and Director of Social Security Ms Antonine Skelton confirmed with reporters earlier today, October 1, 2015 that the selecting of the association of health care providers JIPA Network as part of executing the National Health Insurance (NHI) programme was not done through the regular tender process.

This they explained, however, was not necessary as based on submitted proposals by JIPA and several others who were seeking to secure the contract, JIPA stood out as it did not require a fixed payment sum and more so it was familiar with ‘dealing’ with the Virgin Islands.

This was brought out at the contract signing ceremony between the Social Security Board/National Health Insurance and JIPA Network in the conference room of the Social Security Board earlier today October, 1, 2015.

JIPA Network is a premier association of health care providers which reaches throughout the Caribbean, Central and South America and the United States. The integrated network is comprised of physicians (primary care, specialists and sub-specialists), hospitals, diagnostic and treatment centers, and ancillary health care providers, as well as pharmacies, medical equipment and transportation companies. JIPA Network will provide access to high-quality, state of the art health care with focus on medical excellence, safety and patient satisfaction.

No upfront cost

“There is no upfront cost…and we anticipate that when we refer somebody for service that the cost saving is going to be anywhere between 25 and 40%,” said Ms Skelton.

Hon Skelton said, “You heard the Managing Director mention in her statement that we looked at different options and based on the analysis, JIPA Network option was the better option. If it was tendered in the traditional sense? No.”

Ms Skelton said that what also led to JIPA being selected was the scope of its network. “True there was no upfront fee, we didn’t have to put up no money upfront, some of them were asking for upfront fees. Thirdly, because of the persons in-charge of the network,” she said, further explaining that some of the persons in charge of JIPA’s network are experienced with working in the Virgin Islands.

Many proposals submitted

While the contract was not tendered in the ‘traditional’ sense, Mrs Skelton said that there were a number of companies that had submitted proposals.

Chairman and CEO of JIPA Mr Kester Nedd, DO, commended the initiative taken by Government with the implementation of the National Health Insurance (NHI). "I applaud your country for taking this brave step.”

Noting that he is familiar with what the rest of the Caribbean is doing in this regard, Mr Nedd said he thinks that the VI Government should be congratulated from the standpoint that it is taking a step that other Caribbean nations need to take and want to take, but have not been able to do so.

He added, “The worst thing you can do as a consumer is go out on your own for healthcare. It is not only costly from a financial standpoint, but [bad] for your health.”

Mr Nedd further said he has personally seen the consequences suffered by many patients that access healthcare without going through professional arrangements, in that they arrive late and at the time they arrive, “sometimes we don't have enough ability to prevent negative outcomes.”

Making remarks also was Deputy Director of SSB Mr Roy N. Barry.

    I have never heard of this network and when you go to their website you can't find out any information about who is in their network. So I looked on some of the top Florida hospitals and I can't find them listed as being accepted at any of the top hospitals.

    Who and what JIPA stands for. I never heard of this health insurance company
    Who are the network providers in the united states? Please can someone inform us
    Can someone from the NHI office be a bit more forth coming please

      From the FAQ's on their website - JIPA stands for Joint Independent Provider Association. JIPA is a network of credentialed health care providers that maintain their autonomy as physicians, facilities hospitals, diagnostic center, etc.; but share a common objective of excellence in patient care at affordable global rates.

      JIPA is an excellent network with associates like Dr. Nedd , good man with excellent qualifications who cares for his people. I am a recipient who have received excellent service (health Care) through this network.
      This new associate will strengthen the NHI system and I am extreme proud of the BVI Government and Mrs Skelton Mrs Skelton is a remarkable professional lady who have served this country well with Social Security and now NHI.
      We must all understand what this new associates will do for us and it is clear that we now have a professional organization that will manage our health records. Thank God for that.

        In fairness this JIPA just creates more questions and zero answers. I have checked their website and I cannot find any information regarding the health providers that they represent. Why are being moved blindly into this NHI? Why is there a veil of secrecy on matters pertaining to our health? Where are the studies that were done? The estimates? How is this being paid for? Never mind that this mandate clearly goes against Human rights conventions that pertain to the right to life but the fact that everything is being done so quickly and secretive is even more disconcerting.

        You sir are a spin doctor. Ms. Skelton says this company does not get any money up front like some of the other companies required but pray tell what are they getting on the back end. Also this is a very ,very young company only formed in 2010 just seem toooo coincidental.

    Explain to us what JIPA stands for. Name the medical services and providers they are connected with. Was there a medical personnel in consultancy for the Virgin Islands? Tell us the exact role Social Security is playing in this matter. Why is the head woman of Social Security signing? Seemingly the government plan is to use our monies that we pay in to Social Security to run the NHI. If so that is wrong. How will they start in January with contributions beginning in January? Government is borrowing money for every project they are now doing. Where will they get the money from to put in for the number of people who they claim are uninsured. The HSA claim they only get a part of what they need to run the hospital from government. Where will this money for the uninsured come from all of a sudden? Are they going to put working people who now have insurance at risk? You sign contract and the population do not know what is happening until it is done.this is no longer democracy but dictatorship. Where is Barry in all this? He seems to be the messenger only. This thing is between the minister and social security. Please tell us the truth.

    look at this people , we the people very well need to think out this N H I seriously.we we go and get the private insurance , your spouse and children/dependent/those over 18 years and attending school or college is on the application /registration while filling it out making sure the entire family is covered. the N H I employee registration form only have on information for spouse only what happen to the rest of the family ( the children) a next thing people need to look at and ask question about, you are covered presently is sick with some sort of illness and seeing your doctor for follow ups whether its every 2/3/6/months will N H I cover you with that illness that you had with your private insurance,,,,,,because i understand no you will have to foot that on your own from your pocket, if so this is not right. will some one who is in N H I reply Mr. Barry please clear this up for entire population.

    The other companies were not given any hearing at all. This one had dinner, fed the key persons, looked after a few "execs" at SSB and presto contract signed. Helps to have a local "docta" touting for you.

    If they had any sense they would have let the companies fight for their business.

    Same thing went down with all the other major NHI contracts. Do some research VINO you would be surprised what you find under that stone.

    Trust me, they cannot lock up a whole nation. We as a nation must come together and rise up against this nonsence. Who is JIPA? why cant we find anything about them online? Everything so hush hush but let one of them in power get sick they fly out with speed to the US while we must take crap service and dead here..... NONSENSE They don't have enough room to lock us all up at BALO!!!! We not signing for this thing!
