House of Assembly to meet April 18, 2017

ROAD TOWN, Tortola, VI- The Virgin Islands House of Assembly (HoA) will meet again on Tuesday April 18, 2017 for its Sixth Sitting of the Second Session of the Third House of Assembly.

They last met on March 21, 2017. While the Order Paper has not been dispatched either to elected Members or the media, it’s unclear if the Opposition will have questions or the National Democratic Party (NDP) Administration will be seeking to pass new Bills.

Who is the Minister of Finance?

Since the last sitting, the British Overseas Territory of the Virgin Islands has made history where for the first time a Governor has imposed the use of Sec 103 (b) to issue a warrant to the Financial Secretary and Accountant General to take monies from the Consolidated Fund to place in the Budget of Departments.

Governor John S. Duncan’s actions have been met with widespread support from residents, as many are now saying the ruling NDP has brought shame to the country and there is a lack of confidence in the government's ability to lead and govern the Virgin Islands.

The Governor, through direct rule (constitutional authority), has ordered that some $1.88 Million be taken to fund the Police, the Attorney General’s Chambers, the Office of the Director of Pubic Prosecution and the Magistrate’s Courts, stripping the Minister of Finance Dr The Honourable D. Orlando Smith (AL) of his power on how he, as Minister of Finance, wishes to allocate Government Funds for those Government Agencies.

The House of Assembly, which one former Legislator Mrs Eileene L. Parsons OBE has labeled a “circus”, has become a place where some Members insult each other, use their privilege under immunity to insult residents and engage in libel, go after businesses they do not like and mislead the public.

The Speaker of the HoA Hon Ingrid A. Moses is also labeled as “being bias” by the Virgin Islands Party Opposition.  The April 18, 2017 Sitting will be carried live on CBN Channel 51.

    Time for the Premier and Deputy Premier to eat humble pie, get audits that are behind (including Pier Park) presented, cancel airport, cut our loses on new airline and devote their efforts to the infrastructure. It is hard, but the only way they can possibly get elected again (or for that matter anyone associated with them).
