ROAD TOWN, Tortola, VI - A Memorandum of Understanding (MoU) inked by the National Democratic Party Government administration and Seven Seas Water BVI Inc, formerly Biwater, suggests that the decision to bring in Biwater was not such a bad deal after all and confirms what many have said all along, that it was just used as a political scapegoat by the National Democratic Party (NDP) to gain power in 2011.
