‘I need more office space & my cistern still leaks’- Governor Duncan
ROAD TOWN, Tortola, VI- While the time of Governor John S. Duncan OBE as the Virgin Islands Overseas Territory’s Governor, an un-elected post, expires next year and many saying he is one of the worst Governors yet to serve in that role, he has listed many of his challenges as a Foreign & Commonwealth Office (FCO) senior civil servant.
