After 4 years Michelle Donovan-Stevens still ‘Acting’ in HR post!

ROAD TOWN, Tortola, VI- While the public have concluded that the civil service has become a political body with promotions, confirmation to post, firing, hiring, extension of contracts and transfers is based on politics or the government of the day, the morale in the service continues to be at an all time low following the 2011 general elections won by the National Democratic Party (NDP).

However, not all can be blamed on the Government of the day as in a few selective cases it’s civil servants blocking, victimising and not supporting other civil servants.

Donovan-Stevens 4 years acting & counting

It was revealed at last year’s House of Assembly Standing Finance Committee deliberations to examine the draft estimates for the year 2015 that after four long years Mrs Michelle Donovan-Stevens is still acting in the post of Human Resources Director for the Government of the Virgin Islands.

At the time, the Human Resources Department Ag Director was testifying before Legislators when Territorial Member Honourable Archibald C. Christian asked Mrs Donovan-Stevens how long she has been acting in the position. The Acting Director stated that she has been acting since 2010.

The Member for the Third District and Chairman of the Virgin Islands Party, Honourable Julian Fraser RA, stated his concerns over the long acting and asked Mrs Donovan-Stevens who was her supervisor.

The Ag Director stated that she reports to the Permanent Secretary in the Deputy Governor’s Office Mr David D. Archer. Mr Archer, who was also at the hearing, confirmed that he supervises the Director of Human Resources (Ag).

Many who understand how the civil service works knew all along that in order for Mrs Donovan-Stevens to be confirmed her supervisor, in this case Mr Archer, would have to make a recommendation to, in this situation, both the Deputy Governor V. Inez Archibald- another controversial figure in the civil service- and to the Public Service Commission.

When pressed by Hon Julian Fraser (R3) as to whether it was his responsibility to make a recommendation for the Ag Director of Human Resources to be promoted to the substantive post, Mr Archer confirmed it was.

It was also confirmed via the Standing Finance Committee hearing that after 4 long years Mr Archer has not made a recommendation for Mrs Donovan-Stevens’ confirmation.

However, after further pressure from Deputy Premier and Minister for Natural Resources and Labour Dr the Honourable Kedrick D. Pickering (R7), PS Archer claimed that “it was his intent to make the recommendation and that he would conclude shortly when he would make the recommendation.”

It is interesting to note that Mr Archer never acted a day in the post as Permanent Secretary and went to the top of the salary scale once appointed to that post in 2010.

    He apparently is not familiar with Matt. 7:12 which encourages us to do unto others that which we would want them to do unto us...No need for him to make any New Year's resolution, but just to DO WHAT IS RIGHT! The Pope and other figures of authority have their role to play in the world, but the God of creation is over all...His word is sharper than any two-edged sword so he and all who are in this category of misdeeds need to take warning, amend their ways now...and rememember it is only the obedient will live long on the land... God is the life Giver. While mercy door is not closed for you/us...Let us correct our mistakes!

    Some of those PS' s are very deliberate and biased when it comes to making recommendations. Nothing new here. They have their personal agendas and they railroad who they want out of spite. Let them keep on living doing wickedness to people every day. Their time to will come.

    Their time will certainly come. He did not one day had an acting appointment but God don't sleep nor slumber. I am acting for 5 yrs with a MSc and who cares no one. But the LODGE won't last forever they already name a person for the DG and am crocked as hell wait more to come hold tight..............
