WEST END, Tortola, VI- The Ministry of Communications and Works is announcing a pause in the West End Ferry Terminal Redevelopment Project to complete a thorough redesign.

This decision follows the initial tender bids, which revealed costs of approximately sixty-four million dollars ($64,000,000) from a local joint venture and ninety-four million dollars ($94,000,000) from a Canadian firm, both of which exceed the approved budget. 

Challenges

Since the devastating Category 5 Hurricanes Irma and Maria struck in 2017, resulting in the destruction of the West End Ferry Terminal on Tortola, the efforts to establish a new ferry terminal have faced ongoing challenges.

According to a press release from the ministry, the new design, spearheaded by international consultants INROS Lackner SE, reduces the building footprint while maintaining essential amenities. It also includes the necessary reclamation work to ensure site stability, all while adhering to the budgetary constraints.

The Ministry acknowledges the public frustration and disappointment caused by the delays in this project and reaffirms its commitment to moving the project forward, aiming to open the construction tender process later this year.

The ministry added that renderings of the revised design have been released for public viewing.

In its statement, the Ministry of Communications and Works emphasised its dedication to the ongoing development and maintenance of public infrastructure in accordance with international standards, stating, “this commitment aims to ensure that public utilities remain reliable and affordable, enhancing the quality of life for every resident and visitor in the Virgin Islands.”

Residents frustrated

Residents have expressed concerns about the current condition of the temporary facility, which was constructed to accommodate ferry companies, Immigration, Customs, and the BVI Ports Authority (BVIPA). However, this space is small and often overcrowded. 

As previously reported by VINO, the ferry dock, where vessels must stop for Customs and Immigration clearance, can only accommodate one boat at a time.

    We have lost the plot! Being a tourist destination that caters to elite tourism. How are we ok with the condition of the WE ferry terminal?? Clearly our leaders have no pride or shame. We can’t use hurricane Irma as an excuse anymore. It’s an embarrassment!

    Typically, in public sector major construction project acquisition, government develops a government estimate ( GE) to compare bids to ( GE is held securely until bids are opened). Two types of bids are of concern to the contracting officer, viz, a) bids significantly higher than GE, and b) bids significantly lower than GE. Undoubtedly, there are reasons why the bids come in significantly higher or significantly lower. Consequently, the contracting officer will explore those reasons. As such, if the contracting officer is not satisfied that bids are fair, reasonable, or in the public best interest, her/she often may choose to redesign and readvertise the acquisition.

    True, redesigning and readvertising the acquisition will delay the project being complete and useable but will be in the public best interest, though service will be delayed, deferred.

      @ E. Leonard, it seems as if you are putting wings under the less government/ ministry sails in getting this valuable project off the ground. You are making a strong case for government in the redesign and re-advertise of this project. Support aside, this project has in the capital projects list since 2017. What is the hold up? Anyway elitist support for the elite class is not enough. This project is a primary gateway into the BVI. It is a driver for tourism, the economy. The people are tired of tge delay, the excuses, lack of urgency, etc. They are pissed . It is time to get ah dun. By the way, where did you go to school after BVI ? Notice the use of construction, contract (acquisition) language. Interesting for there is no construction on ships. Lol. ????

Acquisition, Government Estimate (GE), Complete and Useable, fair and reasonable, etc. All people want is geh dun. The flowery language is not for the likle mon.That is for the big shots.       Leonard, the Frig here. The case you are making for the redesign of the West End Terminal makes good business and political decision making but the problem is this project has been in process for an eternity, ie, some 8 plus years. This reflects a level of lessness, reflecting poorly on government execution. Government had ample time to develop the design, develop contract package, advertise the project, receive and evaluate bids, make adjustments, etc. instead, this critical and important project is rolling along slower than thick honey in the midst of winter in Antartica. However, your reasoned attempt to give them the benefit of the doubt is understandable and reasonable. Nonetheless, time is running out for this project should have long been in the complete and useable phase. However, not a proverbial golden shovel of dirt has been turned as yet. Whiskey Tango Foxtrot(WTF). Nuff said. The Frig…..out.

    Chad was one of the biggest supporters of VIP/Andrew Fahie which is why the terminal is in the state it's in but because he is with a new desperate group all of a sudden they care. The ferry terminal has been in that state even before Irma so over 10yrs now and nobody gives a sh** Road Town Terminal is horrible as well and not fit for purpose, pure wasted space and lots of mold. The entire BVI is a sh** show thanks to clueless civil servants and politicians who never ran anything in their lives except their mouths.

    @ We Have. I share your sentiments on this topic and wonder from time to time if our leaders really don’t have any pride or is it that they have mastered the art of making excuses. Even though the West End ferry terminal accommodates a large number of tourists / visitors to this country every day, it seems as if it is okay with them to continue to operate in this ghetto like environment ( especially the bathrooms); whilst they continue in every speech they make to blame the hurricanes of 2017, the Covid pandemic, the floods of 2017, etc. The greatest mystery of it all, is that they continue to travel week in, week out and I often wonder if they don’t see the developments in the other countries to be able to fix up the BVI. I can only conclude “that these jokers just don’t care”.

    I understand people being frustrated because this project has been delayed for years, and the temporary ferry terminal clearly isn’t working properly anymore. It’s overcrowded, inconvenient, and honestly not the kind of first impression visitors should get when entering the BVI.

    At the same time, I’d rather see the project redesigned to fit the budget than rush into something the country can’t afford. The important thing now is making sure the redesign actually moves forward and doesn’t become another long delay.

    West End is too important for tourism, business, and daily travel for this to keep dragging on.
