CANE GARDEN BAY, Tortola, VI- Bishop John I. Cline has called on the people of the Virgin Islands (VI) to come together with a show of unity and protest the decision by the United Kingdom-appointed Governor Daniel Pruce to remove Ms Jacqueline E. Vanterpool from the position of Acting Commissioner of Police (CoP).

Sources had informed our newsroom on Thursday, November 6, 2025, that Governor Pruce had decided to remove Ms Vanterpool from the acting position. 

In a statement released later that day, Governor Pruce said he took that decision “in accordance with the Constitution, having sought the advice of the Police Service Commission”.

We should note that the Police Service Commission had rejected the Governor's recommendation to demote Ms Vanterpool.

The Governor claimed that he was also mindful of his duty under the Police Act to “ensure the effective administration of the Royal Virgin Islands Police Force (RVIPF)”.  

He also tried to justify the decision by further stating that “an extended period with an acting leader is challenging for any organisation, not least one such as the RVIPF, which, as we know, is facing a difficult operating environment”.   

We must have an ‘outright protest’- Bishop Cline 

Bishop Cline, who went live on his Facebook page, questioned the motive behind Ms Vanterpool’s removal as Acting CoP, a position that she held for just over a year. 

“Was it because of incompetence? No. Was it because she did something wrong? No. Was it because she didn’t run the department right? No. Was it because she didn't run the department right? No. Was it because she doesn't have the experience? Of course not.”

Governor Pruce, he said, had publicly praised Ms Vanterpool in the past for doing a good job at the helm of the RVIPF. 

“I believe that there is a cause for us to push back on this decision and say to the governor, Leave Commissioner Vanderpool in place. Leave her in place. I'm calling for an outright protest against this…We need to show up to the governor's house and demand answers. We need to do that,” he urged. 

'We need to get some backbone'

Bishop Cline added that the VI is “our land” and Virgin Islanders have the ability and capacity to run the affairs of the Virgin Islands. 

“I don't know what he's told the Premier. I don't know what he's told the Leader of the Opposition. That really doesn't matter to me…We need to get some backbone and push back against this.”

He encouraged Virgin Islanders to come out this morning, Friday, November 7, 2025, at the Governor’s House. 

“People of the Virgin Islands, we need to push back against this. We need to protest against this. Do not let Governor Pruce get away with this decision. Let's send a clear message to the United Kingdom… You can't continue to do what you want, when you want, with us, how you want.”

According to Governor Pruce’s statement, Ms Vanterpool will revert to her position as Deputy Commissioner of Police effective November 18, 2025. 

He also revealed that the nominee for CoP is former Commissioner of the Royal Gibraltar Police, Richard Ullger, who he said “has extensive senior policing experience in the context of the UK’s Overseas Territories”.

    I don't agree with cline often but this time I have to say he is spot on. I disdain the notion that our people cannot police themselves and that we are not qualified to do so. often time I think the UK governor do this to "put these people in their place" showing them that they are beneath the UK.
    Its bad enough to that they want their people in charge being paid with our money but you want to tell me there is not one qualified BLACK UK officer who want the job? wait what in the UK the blacks are being discriminated against! but it's not decent to talk about?
    Governor what about our reparations for your ancestors crimes against our ancestors?

    People of the British Virgin Islands, be very care not to accept the advice from former NLBC Bishop, John Cline. His main motivation is being empowered by his own lust for more material posession.
    Our current governor, Daniel Pruce is the leader our our political defense team, not our local politicians, not the others members of the defense team, not illegal drugs users, not religious leaders and lead astray members, not government civil servants, not lawyers and attorneys, not the youths or and other persons that was not appointed by the UK'S government.

    Follow not those that are unable, and will not defend you in highly extreme risky situation. Allowed love, wisdom, and sane judgement to guide your intended, if you were thinking otherwise. Remember, not all that are pretending truly for you, former NLBC Bishop, John is not.
    Don't start senseless political war, being unprepared and cannot win against the our top political leader, the UK, over Jakie Vanterpool dimisal from being appointed CoP, unchallenged.

    Really? Let's be honest with each other. If the BVI consists of "businessmen" for the last 3 decades, are you really surprised that we are battling with organized crime beyond the ability to resolve "locally".

    Next step is that the USA will start blowing up boats around the BVI. I would rather see a proper BVI police force resolving the OBVIOUS issues.

    The Premier was briefed by the Governor beforehand but the Premier hands were tied, the order came down from the UK. So don’t go blaming the Premier like a lot of you is doing saying he could have blocked the decision. THE ORDER CAME DOWN FROM THE UK.

    I’m a local the man ha a job to do and the man did his job. If it was me I would have brought in a whole special force team to clean up this place and also they will work closely with the immigration department .     Protest should not occur just for the sake of protest; it must have purpose, well-planned and organized. It must be strategic , tactical, SMART, , etc. There must be a target. The Great March of November 49 was successful, for it was well- planned and organized with a well- framed purpose, strategy, tactics and it also had buy in . The economic change in the BVI has resulted in many Virgin Islanders becoming disengaged from civic, social, action and engagement, getting complacent and dependent on others to fight battles for needed change. The bottom line it is a waste of time for a handful of people protest for a few hours and then go home . And that is it, ie,, no persistence, relentlessness, no follow-up., etc. The colonialists are banking on a supermajority of Virgin Islanders getting disinterested, unserious, etc. This disinterest have embolden and hardening tge resolve of the colonialists.

    John Cline is looking attention.
    The governor is in charge and he don’t have to give an answer why Jackie was reverted to her substantive post. Jackie has done her time and should retire because she will be 65 very shortly. So every police officer who gets reverted you will go to the governor. Many of you are making noice because she is annative. Jackie not complying with the vetting procedure. Jackie causing DCP Amory to retire because she wants to be in the spot light. Amory was a lot younger and more intelligent than her and he had to retire.
    If I were her I would retire and take a big vacation. The governor already made a decision and it would not change. He can say that the now Ag. COP is temporary until Jamaica Davis Ag. DCP get trained to take over the post. Are you John Cline going to protest and ask for answers.
