PoSC recommends Vanterpool for CoP; Governor demotes her from Acting!

- Governor reportedly set to reject PoSC's recommendation for Vanterpool to be made CoP
United Kingdom-appointed Governor Daniel Pruce, left, has exercised his colonial powers by overriding the decision of the Police Service Commission and has reverted Jacqueline E. Vanterpool, right, to Deputy Commissioner of Police. Photo: RVIPF/File

ROAD TOWN, Tortola, VI- In a show of colonial power, while others have described his behaviour as racism and sexism, Governor Daniel Pruce seems determined to bring in a United Kingdom (UK) national to head up the Royal Virgin Islands Police Force (RVIPF).

Word reaching our news centre from Government House sources is that the Police Service Commission (PoSC) has recommended Ms Jacqueline E. Vanterpool for the post of Police Commissioner of the Virgin Islands.

Ms Vanterpool, who currently works as Acting Commissioner of Police, beat out others and impressed the PoSC in her interview, according to the same Government House sources speaking to our newsroom on condition of anonymity.

Daniel Pruce uses his colonial power

Now there is a new twist as Governor Pruce has overridden the PoSC and made a decision to immediately revert Ms Vanterpool to her substantive post of Deputy Commissioner of Police.

The UK-appointed governor is also expected to reject the recommendations of the PoSC for the second time and not appoint Ms Vanterpool, an indigenous Virgin Islander, to be the Police Commissioner.

It is also our understanding that Governor Pruce has advised the National Security Council (NSC) of his overriding of the PoSC.

It is unclear why Mr Pruce, a Public Officer himself, is behaving in this manner.

Meanwhile, in a move to distract, Mr Pruce has the PoSC and his own office under investigation for allegedly leaking information to the media on his power grab of the process and his disregard for the rule of law. It is unclear who is conducting the investigation over the alleged leaks, as he is allegedly using the situation as another weapon to claim that the process was compromised.

However, critics have pushed back, saying that his consistent interference in the PoSC process is unethical, and that is where the investigation should start.

At the time of publication, the Governor's Office had not responded to our queries on his actions against Ms Vanterpool.

Calls to Ms Vanterpool went unanswered.

Why are we beating up on Pruce who is only carrying out the instructions that he was sent here by his UK bosses to carry out. and he is carrying them out faithfully to the T. while our politicians are not paying any attention to their bosses, us. so jackie does not have anybody to fight for her. the appointment of a local commissioner needs a government that is in a position to see the process (the fight) through to the end. over premier only looking out parties and panties.

Its so sad to see that the Race card being played every time the Gov makes any decision.

Many of us that are indigenous, and other born-here british virgin Islanders, and possible other persons too, need to understand or allowed it to be engraved into their stubborn mind like acting Commissioner of Police, Miss, Jakie Vanterpool, that our Governor, Daniel Pruce is head leader of our political defense.
It was him that elevated her position to acting CoP, and only him will decide the next CoP, not Jakie Vanterpool, not other local political, not government employers, not other police officers, not fake pastor, CSC, not the PoSC, but Governor Daniel Pruce, if he remain healthy and fit to perform his duties as our UK'S appointed governor of the B.V.I., like it or don't like it.

It was not us that brought our fore parents to this UK'S Overseas Territory. The UK did. Neither can we take take the B.V.I from the UK to do as the majority of our current political leaders please, especially our current political cabinet, and their selfishminded supporter desire.
My humble advice to Ms Jackie Vanterpool is to humble herself under God's supreme leadership, after that humble yourself our governor, Daniel Pruce, RVIPF leadership, and that, I suggestion to you is to ask God to lead you to good hearted man, marry him, (not me) and enjoy the remainder of your life peaceful with God, him, and your neighbors disregarding ethnic diversity. I meaint you no harm. May God by the power of His selfless Love continue blessing you richly, daily.

He clearly stated for public pacification that the Police Service Commission is the body that will decide on the Commissioner of Police appointment. They make a decision and his Devil demons are being rattled and disconnected. Well BVI you need to get in the street as you did to DG Cudmore and let the governor know who they want to be the Commissioner of Police. This is very personal for the governor. Reason why he rejected the Ag Commissioner brother Guy Hill from being a member of the said Police service commission talking piss that he cannot progress his application even though his expertise in law enforcement would be an asset to the commission. Time for this nonsense to stop.

Of course the Police Service Commission, a body of Virgin Islanders was always going to recommend one of their own for the job. In many ways, that is understandable, and perhaps even done for some of the right reasons.

But the truth is this: the country is in a state of urgent need. Violent crime is rising. Communities are scared. People are suffering. Confidence in law enforcement is low. The situation has gone beyond what familiarity, loyalty, or tradition can solve.

We need professional help. We need proven, experienced, strategic leadership that has dealt with this level of organised, armed, high-risk criminality before. Leadership that can restructure, reform, train, and modernise the police service into an effective public safety agency fit for the challenges we face today.

This is not about pride. This is not about politics. This is about survival, safety, and the future of the Virgin Islands.

If we continue doing the same thing, we will continue getting the same results. It is time to be honest. It is time to be bold. It is time to bring in the expertise that can actually make a difference, before it’s too late.

What’s happening here has happened in nearby jurisdictions such as Turks and Caicos and Trinidad. Organised, armed criminality that overwhelms routine policing. This demands a serious, practical response.

    We need:

More specialist tactical capability (SWAT/armed response units) to safely resolve high-risk incidents.

Military support where necessary and lawful for discrete, short-term operations to restore control and protect the public.

Dedicated intelligence professionals to map networks, follow money, and dismantle organised crime structures.

Targeted counter-drug operations focused on supply chains and cross-border links.

Incentivised information flows — lawful cash rewards for actionable intelligence that leads to arrests and seizures.

A multi-agency, accountable strategy that combines policing, intelligence, judiciary and social interventions.

This is not about showy uniforms or symbolism. It’s about building the capabilities that stop shootings, remove firearms, disrupt gangs and protect communities.

If we want a fighting chance, we must be honest about the scale of the problem and bring in the expertise, resources and lawful authority needed to turn it around.

No use fretting and fuss. Until we become an Independent country, this is how it will be, the Governor is just carrying out his mandate. The question is are we ready to have ourselves liberated so the we can make our own choices, especially when it comes to the defence of this beautiful territory.

Jackie was going to be Police Commissioner. Look how long the position was vacant. She got strung along until they found a replacement and she should have known she was getting strung along. That is a bitter pill to swallow. All in all, I think she got played.

Am I correct here? Wow!! No, please, stop. I thought VIP were useless, NDP were useless and we needed the UK to protect us from them. That is not true anymore? Please, someone help me!

Apart from being an native B V Islander and making history as the first female Commissioner of Police in the BVI., what can she do to address the vexing problem of crimes and moral and disciple and ethical erosion in the territory and within the Police Force? After all she has been there and watched as these took place.
If we looking to make history lets make her Commissioner.

Coming from reliable intel from within the force, Ms. Vanterpool really isn’t up to the job. The recent spike in crime I think proves that. Why are we so afraid of outside help in these times of great need. These shootings are getting out of hand.

Shakespeare in the Tempest notes, “ what is past is prologue. “ Commissioner John Augustus Cockburn Cruikshank served as the UK-appointed rep from 1946-1954. He supposedly was master of all he surveyed, ruling supposedly with an iron fist, like an autocrat, treating locals not as equals but as subjects, etc. His autocratic rule fueled, energized, incentivized, etc., the Great March of November 24, 1949, which was led by National Hero Theodolph Faulkner. Approximately 1500 Virgin Islanders from the length and breath of the VI, from villages, hamlets, outlying islands,,etc, actively participated in the peaceful March/Protest.

The March’s intent was to redress a myriad of issues, presenting Commissioner Cruikshank with a list of issues. The March yielded positive results,,eg, reinstating the Legislative Council,,which was suspended in 1901, instituting a modern constitution in 1950, allowing Virgin Islanders for the first time to vote directly for some council members, attaining universal adult suffrage ( 1954), ushering in Ministerial governance in 1967.,etc. Dolph demonstrated courage, commitment, honor, a sense of purpose, urgency , heart, etc. What has happened to the signature Virgin Islander rugged individualism, fight, peaceful advocacy, etc., for rights, freedom, liberties., opportunities, etc. Has appeasement for “Mount Olympus” replaced it?

Former UK PM Winston Churchill notes, “ appeasement is feeding the crocodiles hoping they will eat you last.”

Moreover, in 1946, the UN tasked the UK as the Administering Power for the Virgin Islands( VI), a non self-governing territory, with responsibility for assisting and guiding it (VI) towards a full measure of self-governance. Is the UK meeting the spirit and intent of the UN tasking? Would permitting a highly qualified local to act as or be appointed as Commissioner of Police (CoP) be consistent with assisting the VI towards a full measure of self governance? If a highly qualified candidate(s) cannot make the cut, be seriously considered for, etc., CoP, what gives? Instead of giving a qualified local the opportunity to fully act as CoP, someone from outside the territory was recruited to act as CoP. Whiskey Tango Foxtrot!!! Are there personal preferential reasons to seemingly putting both feet on the scale to get fellow Britons in positions? Is there a comfortable level to the preference? Is colonialism alive, active, and well, with wheels still in motion in the VI, ie, control, exclusive, division, racial preference, special entitlements, privileges, power. etc. ??

Further, the VI has been under full British rule since 1672. It was an almost forgotten and neglected territory, cast ( caste….) as the poor house of the West Indies, with services being almost at a vanishing point and cast by many as only useful a bird sanctuary, with many bolting with lighting speed from the territory. However, through signature Virgin Islander rugged individualism, industriousness, hardwork, perseverance, persistence,,sacrifices, etc, it can now boast as having one of the highest standards of living, quality of life, per capita income, etc., in the Anglophone Caribbean region. Now, gentrification/re-gentrification is on the increase; 120 plus different nationalities now live, work, and play in VI. Mount Olympus is flexing its unilateral power muscle..

Moreover, locals need to stand up for other locals, for if locals don’t stand up for other locals who will? Other groups with common interest stand up for their group. Consequently, Virgin Islanders must ‘ethno-aggregate’ ; other groups actively do it every day. So why can’t Virgin Islanders? It seems the UK power brokers/folks are doing it at Virgin Islanders expense. William Lynch’s vital criteria for making a slave was a) distrust, b) fear, and c) envy. Are Virgin Islanders afflicted with this malady. Others have been given the opportunity and failed, so why can’t highly qualified Virgin Islanders be given the opportunity to excel in their homeland? German philosopher Georg Hegel notes “ The one who values liberty more than life becomes the Master.” And on the other hand,” the one who values life more than liberty becomes the Slave.” It is foolhardy to believe that others will fight for Virgin Islanders interests more than Virgin Islanders can do for themselves. Martin Luther King, Jr., “ Nothing in the world is more dangerous than sincere ignorance.” It is way pass time for Virgin Islanders to unite, practice and capitalize on the alchemy of group effort,,ethno-aggregate, a PowerNomics principle that is defined as the voluntary concentrations of individuals, resources, ,,capital,,electoral processes, etc, around a community’s need to improve their economic, social, political status, competitiveness, etc., shedding the legacies of slavery, colonialism, etc, and their associated pathologies.

      E. Leonard, school mate, you on a roll, citing Shakespeare, Churchill, Georg Hegel, and MLK. Indeed, talking to people live under the Cruikshank era, says he was a terror who only tamed a bit with the Great March of November 1949. 1500 from an estimated population of 7000 showing up and peacefully engaging in a massive protest was a BIG ‘ffing deal. Today, now it is challenging to get even 10 people to show up for an event. And even if they show up that one thing, they think that the objective was met. There is no persistence, etc. Our behavior is predictable and Mount Olympus exploits. It (they) knows that we will reluctantly show up in small numbers for a minute and then go home and relax, hoping that something will happen. They know, figured out that we are full of hot of air talking, talking talk but not walk, walk, the walk like Theodolph Faulkner and cohorts of the Great March and Noel Lloyd and Positive Action Movement (PAM). Consequently, residents of Mount Olympus forced unpopular actions knowing that will be no strong pushback from Virgin Islanders. Agree that Virgin Islanders are divided,,polarized, etc, needing urgently to unite., etc. There are power in numbers, if they are strategically and tactically employed; action/power and follows the numbers.

Leonard, olde boy good. Virgin Islanders have a relatively high standards of living, quality of life,,etc., and they are comfortable, wanting to just selfishly enjoy the quiet, enjoyment of the BVI. Consequently, a majority don’t want to partake in protest, agitation, and advocacy on social, economic or political issues. Their only or main interest is the bottom line of bank accounts / real estate/ business, etc. They want change but others to sacrifice and fight for it. Selfish s…bs. Our selfish, divided behavior enables the continuation of colonialism unabated. Is the current crop of politicians up to the tasks of battling with the colonialists. Politicians seem to be interested in just fattening their benefit package. They cannot be depended upon to do the right things for the people.

Rattlers go about their business not bothering anyone but boy if they are bothered and get engaged,,they will not quit the fight until the job is done. The BVI needs to adopt the rattler persona and mentality , stopping being walk over and upon like the proverbial door mat. Strike, strike, strike.

Lennard, good read, taking us on deep well beyond the controversy with the CoP debacle, outlining the underlying causes, problems, etc., within the BVI. Clearly, as the BVI progress, it was myopic, taking its eyes off proper structuring of social , economic, political , etc., issues, particularly the relationship between the territory and the crown..The lapse in attention in and on these issues is causing the BVI major headaches. It let the Jeanie get out the bottle. Now, it is difficult and costly to get back into the bottle, if at all. Government needs to be laser focus in attention and focus on these social issues. In regards to CoP recruitment and Governor Pruce putting his thumbs on the scale meddling with the recruitment process to get the outcome m, the person he desired for the CoP position,, what is the make up of the National Security Council? Are other members in awe with, intimidated by the presence of Governor Pruce , yielding to his wants and desires, going along to get along? If so they are men and women with no spine, backbone, folding like wet noodles. Common on folks , makes us provide, represent(agreeing and dissenting as needed). Stop embarrassing yourselves, along with the territory. This episode is not your finest hour; history will be unkind to you.

Lennard, the term ethno-aggregation seems interesting. Can you further explain its origin, definition, where is it used m, etc….

A great place to live , work, and play. That is some touristy bull. You must work for the Tourist Board? Clearly, you don’t drive on the poorly designed, maintained, and pot-hole flll roads, etc, ; poor parking in Road Town,; poor quality, unreliable water supply, long lines in bank, skyrocketing cost of living, especially housing, non-loving expat mentality, etc. yeah, you trying to be a patriot. But wheel and come again. Oh yea, you want to anoint Vanterpool just because she local and some people spilling tea say she family. If the new COP is from the UK , watch out, your freedom of speech will be gone, they will arrest you if you disagree with their agenda on social media while at the same time allowing serious crimes like murder, rape, theft go unpunished. Just look at the state of the UK now, its like a third world country.
