'We don’t know how to build docks?' Skelton-Cline slams RDA

BAUGHERS BAY, Tortola, VI- Government Consultant and commentator Mr Claude O. Skelton-Cline has slammed the Virgin Islands Recovery and Development Agency (RDA) for issuing a contract to a foreign company for the design and construction management of the West End Ferry Terminal.

The $1,48,909.00 contract was signed on August 13, 2021, between the RDA, on behalf of the Government, with a German firm, Inros Lackner Se.

John Primo, Head of Procurement at the RDA, said 18 firms, “both local and overseas expressed an interest in this activity” and following a detailed evaluation and shortlisting process, four firms were asked to bid and to submit detailed technical and financial proposals for the project.

He said the German firm was picked because they provided the “best value for money.”

Skelton-Cline displeased

“Everything these Virgin Islands need, every expert and expertise that is needed to fix this country is already here. We are here! How is it possible for a German company to come into these Virgin Islands, bid on projects that locals bid on, with the skill set, with the experience, with the expertise and win, awarded a $1 million contract? The million-dollar contract that needs to stay here, the million-dollar contract that needs to revolve here. We are the ones that need the money; we are the ones that need the employment!” he stated on his Honestly Speaking show on ZBVI 780 AM on August 17 2021.

He said some would say that it was due to the criteria of the Caribbean Development Bank (CDB)’s criteria, but he believes that this is ‘nonsense."

“For as many years as the CDB has been here, you mean to tell me our local guys and gals aren’t already qualified? How is it that you are sending monies out of this country, RDA or whoever it is that is responsible for this stuff to build a ferry dock? We don’t know how to build docks? We don’t have designers here? We don’t have project management here? At a time that we need money and work, we are outsourcing the money and work? The then government used to use those same explanations, the CDB, that’s when you want to run to hide under a banana tree or under some umbrella that can’t withstand the rain. The CDB choice, where is our leverage in this kind of stuff?” a visibly upset Skelton-Cline asked.

He argued that these jobs should be for locals only especially “at a time like this that we should be unapologetic and unashamed in declaring that and mandating that! I get upset. We gotta believe in the competencies of our people.”

Mr Skelton-Cline also questioned how a foreign company could bid lower than a local company on the project.

    This is the problem with our people, everyone wants to be the boss. Who is to say that locals could not work with the awarded company? They can't bring everyone in to work and if they did you can put the blame on your Government. It would be the Government responsibility at least to make sure some of the upper managers/supervisors are locals, and maybe learn from a different point of view so they can be successfully get a contract in the future to build another dock. Contrary to the belief of most Tortolian, our way is not always the best or cheapest.

    Welcome to how it will be under direct UK control. There won't be contracts for the local businesses anymore. As they will look out for their choice of people. So if we can't be united on the critical issues we will be punished for our disunity. England doesn't have our best interests in mind, they'll do what's best for them & theirs. No local hires except for the lowest level jobs. Not even garbage collection contracts as they are too valuable. Unite Virgin Islanders or it's all over soon.

    Indeed, it is the BVIs right and privilege to assign the work to whomever it deems best qualified. That's why it took 10+ years for an unfinished hospital, $35 mill over budget on the Pier Park, $ 7 mill on a mystery airline. There's also Prospect Reef, all the consultations and so on. The money tree is there to be found in the bush somewhere, right next to the pot of gold at the end of the rainbow.

    He is being paid to consultation services, not to opposed contracts to other firms, to educate, not deflate. I see, it seem to me that he wants a political advisor job. Only an anti-people cabinet would agree to that. I hope that his contract will expire soon.

    If what was at West End, considered a Ferry Terminal, then truly we are best to allow Foreigners with capacity to build the facilitires.

    I am hoping that ALL infrastructural development be outsourced in this country!

    Truly, it is time for capable persons to deliver world class facilities!

    Of course the locals are capable, but for years the same locals have abused government contracts and giving us tax payers over runs, unfinished jobs and given us below par work done. Most problem of the locals is that pockets comes before developing their country, but would claim #BVILove

    We are truly capable of building anything, only problem is that our variation cost usually more than the contract. Thats the only minor issue we have.

    The Germans are not going to build the DOCK. They are designing the Dock and supervising the construction of the DOCK. In other words ensuring the dock is built as designed. I am sure this was not a one man decision. That is why we do not have any roads to drive on because we keep giving the contracts to the same group and expect to have good roads after 3 months. We are the ones paying back the CBD. The local who get those contracts in fact pays back a very minuscule part of the loan. I can remember an upgrade to the power station in the early 1990s but by the time the project was completed the power generation capacity was still behind the electricity demand. We would like to give our local people all the contracts but we also have to be mindful of our limitations. We also have to look at the transfer of technology and the development of technical expertise to serve us in the long term.

    I agree with Mr. Cline outsourcing should be the last resort. It's hard to believe that outsource contracts can give you more value for money when you consider the complete value chain. Things to be considered in the value chain are: 1)Residence 2) Taxes 3) Local Support 4) Philanthropic Endeavors and also skill development.

      But one thing that outsourcing brings is something that lacks here: expertise, without which value or money cannot be achieved. Expertise comes with experience and training.

    @island man what makes you think that the they are better than our local folks. You can't tell when the outside company steal so what's your point. It have local people here that are very capable of carrying out this project. Our problem is that we have sourced the funds from an institution that requires some harsh requirements you have to meet their standards otherwise we can't get the funds to go forward. It's not only being able to do the job the backing of the funds pay a pivotal part. Sometimes we are not fully aware of all the facts into a matter so we are not able to make better assumptions on some matters. Yes we have the human resources but may not have financial backing to push for what is required to close in on a project. It's not as easy as you and I may think.

    The last time we had a German company here working for the government the company ended up owing a few local companies huge sums of money and to top it off the company filed for bankruptcy. If you forget your history you are bound to repeat it.

    When the local contractors start doing projects within the budget , time frame and giving a fully completed project then you can speak sir. Perfect example the road by Qwomar and going up the hill has been incomplete for months. It was a local contractor who got the project.

    This is totally UNACCEPTABLE. Chinese bidding on airport and German company getting this job. The talent and expertise to do this project is right here on the island already. Keep the money here, keep the jobs here.
