VI Gov’t not asking anyone who lost jobs 'to leave’- Hon Vincent O. Wheatley

- said eligible persons have option to apply for Conditional Permit

ROAD TOWN, Tortola, VI- Although some countries have been requesting persons on work permit, who have lost their jobs due to the COVID-19 pandemic, to go back home, the Government of the Virgin Islands is not adopting this practice at this time.

Instead, it is informing persons residing in the Virgin Islands (VI), who have been terminated and would like to seek alternative employment, to apply to the Acting Chief Immigration Officer for the option to receive a Conditional Permit under Section 31(1)(c) and 31(1A) of the Immigration and Passport (Amendment) Act, 2016.

The section of the Act allows an eligible person, (that is, persons residing for a period of five years, and not having a previous Conditional Permit within the last three (3) years) to remain in the VI while seeking employment for a period of three (3) months.

Minister for Natural Resources, Labour and Immigration, Hon Vincent O. Wheatley (R9) noted; however, that Government is mindful that not all employees who have been terminated will qualify for such a permit.

Not everyone will qualify for Condition Permit

“I am cognizant of the fact, that this may require some non-BVI employees to leave the Territory if no viable job opportunities are readily available to them,” Hon Wheatley said today, May 3, 2020, in a statement on radio and social media.

“I; however, want to state, that while we know that other jurisdictions are already asking persons on work permits, and not currently working, to leave during this time, the BVI Government is not requesting anyone to leave at this [time],” Hon Wheatley clarified.

He said Government will continue, for as long as it can, to assist its brothers and sisters of the wider Caribbean, mainland US, Europe and other parts of the world, during this unprecedented and unpredictable time. 

“I am also working with my team, to give assistance to workers who may want to return to these beautiful Virgin Islands, to reestablish your healthy contributions to our Territory,” Hon Wheatley added.

      Good IS a BVIslander! And the reason good wrote this was to see the responses.

      Good is aware how BVIslanders and Belongers treat West Indian island people. Yes, there are bad island people and there are good island people. Sometimes good wonders why the wicked aren’t destroyed sooner. There are bad and good BVIslanders and Belongers.

      There are some BVI Belongers that forget where they came from that they too were down islanders or that at least one of their parents was a down islander and, that is why I made the comment. So, it was not a down islander that made the post.

      Be human to others and you will see how far you prosper.

    u are simply grafted in, because the charter boat staff and dive staff can not be touched so what is good for the goose, is good for the gander. you can clearly see that vi people have nothing against other folks in particular caribbean people: you are here in this territory and very few from people from this territory reside in your country(that should tell you something because not even U reside in your own country).....life is great in the VI

    Very honorable gesture Mr. Minister, but it is inevitable, based on the current state of the economy, if there is no drastic improvement, persons especially those on work permits, regardless of their nationality and who find themselves unemployed would have to leave the Territory Voluntarily or otherwise. How would they support themselves if they remain here? Whatever the case may be, a potential exodus should be done in a humane way and the Labour Department should ensure that all legal benefits owed to them by their employers should are paid in full.

      Yes we should leave all the apartments them empty and see how the greedy landlord get money to pay their mortgages. We should park up cars and leave our loans left unpaid for you to deal with because unlike most of the BVI people who just buy expensive cars and still live home in their parents houses. We have our own house to go home to. We forget when the men use to go off to other countries to look for work, that's why there are so many santo ppl here living because the men left seed over in Santo Domingo and now they are here claiming their birth right. Tortola is not good enough to give birth to your own children you have to run off to the US to get your babies. Last I remember the BVI is in the Caribbean and we live on an island. If island people didn't come here you would be still be making babies with your cousins . Your own people don't employ you because you don't come to work always call in sick and little productivity is seen on the job. You vex when outsider's buy house and you don't have one. All your money going in the hairdresser pocket, nail shop, bar and clubs. Please have several seats.

    We all know that the BVI lander's are out numbered in their own territory. It is clear in any territory or island government should look out for the indigenous people first. Jobs everything should be directed toward them first. Every thing and every one else comes second.

    If not careful and if the VirginIslands dont stand up they will become the door mats. Expats will walk on them as if this territory belongs to them. This Government needs to stand up for its people and do what is right.

    Don't get them wrong they need the expats but they must not feel they can do what they want and the people must just hush. Its wrong. Work together not again. Treat The indigenous people fair and you the expats will get a fair share simple.

    Black Caribbean people would be targeted to send home.. Why? Hope they are doing fear and honest vetting asking the companies the status of those that they laid off and the status of those that stayed on....OF Course they are going to say they like those on work permits better thats why they keep them all kind of excuses...I do hope it doesnt come to the sending home of anyone..People should want to leave if nothing is going on for them..

    As a BVIslander I am so disturbed by the level of hatred that we exhibit towards fellow West Indians. It's really shocking. Is this the legacy that we are leaving for and teaching our children. This is truly sad. How do you think that we are perceived by our foreign neighbours whether from the West Indians, Europeans, Americans or elsewhere. Sometimes we need to look down the roas before we speak. We come accross as a hostile, hateful people with short memories, Caribbean nations came to our aid after Irma when we desperately needed it, Caribbean nations provided alternate avenues for food and medical supplies due supplies complications from the USA arising from COVID. Please be mindful of teaching our children to hate and boxing ourselves into a corner, because of it. When disasters fall we call for repentance services, but when things settle we go right back to nasty attitudes. There is nothing wrong with protecting our base, but the hate has gone too far.

Virgin Islanders do not hate anyone because they were not born here, it is the bad minded and nasty habits that some expats display is what is irritating. Because of this the Virgin Islander realize that given the opportunity the expat wil trample them as some already are doing. Every country have things in place to protect their own. Why is it wrong for the Virgin islands to have laws to protect the Virgin Islander. The expat spew hate and feel that because they pay rent or are employed it make them more privileged and indispensable than a virgin Islander.     I commend the government for this decision. There is no need to force people's hands, it will become a purely economic decision that those that can't afford to keep themselves and have no status will leave.

    Why can't these bloggers understand that there are so many reasons people come here. Maybe they aren't running from something but to something better at the time. Calling down people's homelands is exactly what you are claiming expats do to the BVI!

The economy has tanked.We have no money and they are keeping added burdens on this territory.Let them return to their home countries.The other Caribbean islands are doing so.     About a decade residing here on work permit. I got married. I went through the Irma madness and now all this palaver. But I’ve never felt settled here. My entire rights, limited though they are, depend on my employment. Businesses go up and down. I had to queue up for permission for my child to live here. Child was born here. We are not ‘one BVI’ in these beautiful Virgin Islands. I try to remember my place. I feel cynical whenever there’s some community fundraising or the like. I’m not part of your community. What they’re doing to the poor people who use Western Union is the lowest thing I’ve seen on my time here.

If your child us born here you must request permission for the child to reside with you. The child cannot take care of themsek. 3. You made a conscious decision to accept employment and relocate to the Virgin Islands for employment purposes. 4. You planned to have a child knowing that you will need permission for the child to reside with you. 5. You have no right to belittle my country/government as a foreign national who was given an opportunity to live and work here temporarily. You can join any fundraiser you wish to support. The nerves of you.
