CHARLOTTE AMALIE, St. Thomas, USVI- A St. Thomas woman was arrested on charges related to negligent parenting after police determined she repeatedly allowed her minor son to unlawfully operate an all-terrain vehicle on a public roadway, despite multiple warnings about the dangers involved, according to the V.I. Police Department.

The arrest stems from an incident on Tuesday, December 30, 2025, when Nicole Hazel appeared at the VIPD Juvenile Bureau at approximately 3:58 p.m. in connection with her minor son being placed into protective custody. Police said the child was taken into custody after officers observed him operating an ATV illegally on a public road.

Previous warnings ignored

According to investigators, Hazel had been advised on numerous occasions by both the Juvenile Bureau and patrol officers about the risks posed by her son’s actions. Those warnings, police said, included concerns about the danger to the child himself, other motorists, and the broader community. Officers also advised Hazel of her parental responsibilities and said she acknowledged having knowledge that her son continued to operate motor vehicles unlawfully.

Following the investigation, Hazel was placed under arrest and charged with Neglect of Parental Duty Contributing to the Delinquency of a Minor and Child Neglect, police said. She was booked, processed, and remanded to the Bureau of Corrections pending her Advice of Rights hearing.

VIPD said the case remains under investigation. Anyone with information related to the incident is encouraged to contact 911 or the Office of the Police Chief.

      Some children don't listen. Where did he get the ATV. Her saying she was aware does not mean that she did nothing to stop it. How old is the child? Past 12 and they are hard to control. I would like to know her side of the story. To me she looks like a mother who is accepting her lot with a handling a difficult child.

    Very ignorant mother, a woman can get pregnant and give birth but that does not make her a mother. ATVs were not or is to be ridden on public roads. Why would a parent allow a minor child to put his life and members of the public in danger? A parent that doesn’t care. Tortola needs to be struck on some of the underage scooter riders .

    If an arrest was made what further investigation is warranted? Or needed? Go to court with what you have. The evidence is there.

    It is interesting how everyone is quick to tear down the mother, yet there’s not a single mention of the father anywhere in this report. Single mothers carry the full weight of parenting in situations like this, and some of these comments conveniently ignore that while rushing to throw stones.
    Hold her accountable for the child’s actions, absolutely. But the personal attacks, the stereotypes, and the cheap shots say more about the commenters than about the case. Critique the behaviour, not the woman’s entire existence. We can demand responsibility without stripping someone of dignity.
