TRELLIS BAY, Beef Island, VI– As first reported by Virgin Islands News Online (VINO) on challenges encountered by American Airlines Flight 3988 from the Virgin Islands to Miami, Managing Director of the BVI Airports Authority Mr Kurt A.G. Menal has added that prevailing winds and high temperature sparked the challenges.

The Managing Director in a statement today, June 5, 2023, said American Airlines operates at Terrance B. Lettsome International Airport with restrictions on passenger loads on departure as a result of the current runway length constraints.

“The airline also has further restrictions that are required to be incorporated into their operational planning should they have to depart from a different direction than normal.”

As such, he said there was a delay encountered prior to the departure of the flight from the T.B. Lettsome International Airport Sunday, June 4, 2023, where all aircraft operating at the airport were forced to depart using runway 25 from the east instead of runway 07 from the west.

“Runway 25 is approximately 295 feet shorter than runway 07 and the temperatures and winds were not favourable at the scheduled time of American Airline’s departure,” Mr Menal added.

Weight of aircraft had to be reduced – BVIAA Director

He said as such, after careful consideration, the pilot in command of flight #3989 made a decision to reduce the weight on the aircraft ahead of take-off to ensure the safety of all passengers on board and its safe operations as it was departing from another direction.

“The payload was reduced when the airline removed all passengers’ luggage following which it departed the Territory.”

Additionally, Mr Menal said American Airlines Client Service Department was in contact with the affected passengers and has since undertaken the necessary steps to have all luggage depart the Territory today, June 5, 2023, and delivered to their respective owners.

The statement also added that American Airlines sincerely apologises for any inconvenience caused to passengers as a result of the required safety measures that were undertaken.

AA flight reportedly faced delays over short runway, heavy plane @ Beef Island

Officials at the BVI Airports Authority (BVIAA) and American Airlines are working to assess the reason behind an American Airlines flight to Miami being delayed at take-off at Beef Island sometime yesterday, Sunday, June 4, 2023.

The BVIAA in a statement today, June 5, 2023, said as it relates to AA Flight 3989, an assessment of operation is underway over ‘Irregular Operation’ on the date in question 

The Authority added that a full statement will be released to the public following the conclusion of the assessment.

Meanwhile, sources at the BVIAA have since confirmed that the matter is related to issues that arose before take-off, where it was realised that the plane was reportedly too heavy for the short runway at Terrance B. Lettsome International Airport.

Our news centre understands that passengers and cargo had to be removed from the aircraft in order to make the flight possible, in an ordeal described as scary by a passenger on the plane.

The passenger also alleged that the plane had to burn off fuel ahead of the take-off.

Sources within the BVIAA told our news centre a more plausible expiation will be released as soon as word is received from American Airlines on what happened.

      Now people will become skeptical and start questioning themselves before booking 1/ is the flight full, 2/ Is the wind high,...I do believe that Airlines and Cruise Ships do all the necessary Arrival and departure studies in relations to length, depth, load, wind, when decided to go to a new destination.. Something is missing here..

    Issues arose upon take off, realized the plane was to heavy for short runway take off? Did they not have a test flight before they started transporting passengers to and from the BVI to Miami? A BIG NO THANKS FOR ME, I WILL CONTINUE TO TAKE THE FERRY OVER TO ST.THOMAS AND CATCH DELTA AIRLINES. NOT TO RAIN ON ANYONES PARADE, DELTA AIRLINES IS MORE SAFER THAN AA.

      I hope all the issues be worked out. Like you, when I have to take a plane to the US, I will continue to utilize the ferry to pick up a flight to the US. I saw a video where tape was applied to the wing of a spirit Airlines just before take off. Like you, I only fly Delta or United Airlines.

      This issue has been happening with other airlines or Operators at TB Lettsome International Airport For Many Years, The Envoy / American Eagle Captain made the right call or decision to offload bags and pax bass on SOP or FMC/ FMS Dater. Have you or anyone who is reading this wondered why your baggage is missing?

    Short runway + big jet + jet engines + hi temps and humidity = less passengers and bags onboard in order to get off the ground safely.

    Fully agree, but they had to know that before loading what the maximum load would be , they checked bags, passengers 2 hours before, they also know how much fuel is needed. to tell people the plane cant take off unless they get off is scary and amateurish. Their explanation of this fubar is going to be interesting.

      Not going against what your saying but a leader who is over hundreds of people should know how and when to pray if it's of God it should of work very well dont you think.     It was always known that taking off with a full load + baggage + fuel would have been an issue for any aircraft on this short runway. This is one of the reasons why NDP was hell bent on extending the runway. I see the VIP Govt realizes the same. The longer we take to do it, the further behind we get with our economy, and the costlier it becomes to get it done.

    Let's stop fiddling while Rome is burning.

    BTW get on with doing West End Ferry Terminal, but with a footprint that is less dense and less costly!

    Only because they were not using the standard runway departure direction due to the southerly wind direction. Result is reduced payload. Inter Caribbean also affected. Same happened in St Thomas recently

      Extend to where and how? It need at least 4000ft more for a large plane to land. That would be half way to VG

    i had to chuckle when i read that in one direction the run way is too short......?? its like saying a 12" ruler is shorter in one direction than the other.
    what they mean is the useable ru way is different in one direction than the other...not sure why that is....something to do with the construction ???
    cant believe that when they were deciding if this aircraft could take off from here that they didn't take into account having to take off in the abnormal direction ( towards the West).
    maybe each passenger should be weighed along with their bags..there should be a maximum combined weight that each individual is allowed to travel.

    Just like the other aA flights between the bvi and Mia were aborted, so will this one because passengers will soon be few and far between and AA will realize it’s not a profitable venture. Perhaps a smaller plane with one stop in Sju will work.

    This politicking don't make sense, it has repercussions., Just do a real runway extension on Tortola and virgin Gorda as a back up in case emergency arise an international aircraft can still land on BVI and don't divert to st Thomas. I could remember when st Thomas airport was in a warehouse building.

They knew all these problems existed, they knew, they usually do all their studies of New Airports...Maybe the Govt was so desperate, they went along for the money.       when most people travel they wish to be on the same flight as their luggage(hello)

      look at the example u using(from PR to here) because the beef island runway needs to extend

      out of the same PR, fights goes to all other caribbean destinations without any issue(ample runways)

      when it comes to business development one should not put the cart before the horse

      here we have an administration going to spend substantial tax payers money; all excited however there are some serious short comings

      the safety of the passengers comes first

    Landing and taking off an airline may seem simple and routine but it is complex operations, depending heavily on all systems being sync. In addition to crosswinds, tailwinds, approach and take off obstructions or no obstructions, landside/airside requirements, etc, an aircraft weight(weight of empty aircraft, payload (people, cargo), and fuel, and balance are critical are critical factors for a safe takeoff and landing. ???? Can AA refuel at TBLIA? If no, that lessens the weight that may add some challenges.

    This has been a concern for many years. As summer approaches it will get worst as the humidity makes it hard for an aircraft that size to take off . Once we add passengers and their bags and fuel ,it's a disaster waiting to happen. I really hope the B.V.I government act sooner than later with extension of the runway.
    I am extremely happy to see Envoy/ Eagle once again in the B.V.I ; but safety should be our main consideration. I would love to see fast improvement with this temporary flights ,as it's tedious travelling via St. Thomas and becoming just as costly as travelling through Tortola.
