STT man, with gun in hand, shot to death by USVI police

CHARLOTTE AMALIE, St Thomas, USVI - A man identified by his next of kin as 38-year-old Evan Ezekiel Joseph of Altona, succumbed to his injuries after an encounter with United States Virgin Islands Police Department (VIPD) officers on St Thomas, USVI, according to a press release issued late Saturday March 5, 2016 by Sakeeka Freeman, the force’s media specialist.

The release did not reveal the cause of Mr Joseph’s death, but Police Commissioner Delroy Richards told The Consortium this morning March 6, 2016 that Mr Joseph was shot multiple times by police. He said two weapons were recovered from the now-deceased man, and that police only fired shots after Mr Joseph, with gun in hand, turned towards officers.

According to the release, on Saturday at about 11:33am, the 911 emergency call center received notification from several residents of shots being fired in the area of Simmonds Alley.

Upon arrival to the scene, several residents informed officers that a black male in the vicinity of Simmonds Alley fired several gunshots in the area. After receiving a detailed description of the suspect, the officers located an individual fitting the description. After an encounter with police, the suspect, identified as Mr Joseph, later succumbed to his injuries at the Roy Lester Schneider Hospital.

In a statement, the VIPD expressed remorse to the deceased’s family and for the outcome of the incident.

“The department would like to express its remorse and sympathy to the relatives of the suspect in this incident, reads the statement. “We would also like to express that we are glad that no other individuals were injured during this matter. We express our concern for our officers, however none of our officers favor having to use force, especially force resulting in death or serious injuries.”

The statement also promised a “fair, impartial and thorough” investigation into the matter, but also warned that the VIPD has zero tolerance for criminal activity, and would act when necessary to keep the community safe.

“This community and the department having little tolerance for violent activity, [and] will act when necessary to ensure our officers and innocent members of the community or visitors are safe and protected from harm,” reads the statement.

The case is currently under investigation by the VIPD’s Force Investigation Team, comprised of members of the Criminal and Internal Affairs Bureaus.

And the force is asking anyone with information about what occurred on Saturday, to contact the Major Crimes Unit at 340-714-9823 ext. 5617, Criminal Investigation Bureau at 340-714-9807 ext. 5556, Crime Stoppers or the Office of the Police Chief at 340-774-2211.

      That would've been nice under ideal conditions dear friend. However officers are called upon to make life or death decisions instantly without the benefit of time to deliberate. Remember, at such instances it's either you, me or the public whose life is at risk. Who should it be, the suspect or the enforcer of our safety? May he not have suffered.

    Not taking sides but, it is very easy to say that. Everyone knows that if the police tells you to drop that gun or whatever weapon you have in your hand and you don't, we all know what the outcome is going to be. I don't think the police went to the scene with the intent of taking the man's life. Maybe the man committed suicide by cop or wanted to commit suicide by cop.

    Y'all had no to be there to hear the shots and see what's been happening. I was actually driving in that area, there was a funeral which the officers were maintaining surveillance to ensure victim's family are safe. Then this guy not to far away choose be misbehave in such manner. Civilians were in the area and the VIPD serves to protect. Let's begin this way, the RVIPF doesn't even provide protection nor surveillance during funerals of murdered individuals, so vision this happening on Tortola.

    An independent investigation is warranted in this case so no doubt the Feds will conduct one. If it proves that the shooting was justifiable then so be it. If it wasn't the VIPD will have to look at their policies and procedures governing the use of deadly force and make the necessary adjustments. They will also have to consider the way their officers are trained in that regard. The job of a police officer is never easy. The toughest decision any law enforcement officer will ever make during his/her career is whether or not to shoot a suspect. It often comes down to a split second decision which could cost the officer his/her live as well.
