ROAD TOWN, Tortola, VI- Mr Paul D. Bayly, the man who came from New Zealand to head the Virgin Islands Recovery and Development Agency (RDA) and was paid some $300,000 plus a year, which is more than the Premier and Minister of Finance makes, more than what the Speaker of the House of Assembly (HoA) earns and even more than his boss the Chairman of the RDA Board Dr Robert A. Mathavious collects, is reportedly leaving the Territory tomorrow, Tuesday, March 17, 2020.

Bayly, who still enjoys the support of his pal, the United Kingdom appointed Governor August J. U Jaspert, had been busy "looking for flights out”, according to our newsroom’s sources familiar with the issue.

It was in January of this year that Mr Bayly resigned from his post, ending his lucrative contract at the RDA, where he has stacked the agency with many United Kingdom nationals who are reportedly being paid fat salaries.

Separate & unequal wages?

It is our understanding that Mr Bayly refused to supply the salaries information of the persons he hired to the House of Assembly. He also reportedly claimed that the skill set could not be found in the Territory, which is why he had to hire expats.

Information reaching our newsroom is that Mr Bayly's date of departure was made known following a meeting of the RDA today, March 16, 2020. The National Democratic Party (NDP) Cabinet had approved his hiring in July 2018.

One of Mr Bayly’s mandate was to help raise money for the Virgin Islands recovery programme after the devastation in 2017 by hurricanes Irma and Maria; however,  it is believed that was not achieved and he was only allegedly able to raise “a few thousand here and there,” according to an RDA Board Member speaking over the weekend to our news centre on condition of anonymity. 

It was also reported that Mr Bayly was unpopular  amongst his staff and last year he asked employees to anonymously put their issues/suggestions in a box in the reception area of the RDA.

Locals disrespected by expats?  

His Human Resources Manager then compiled a summary and one of the issues that was consistent, according to persons familiar with the survey, was that local staff felt they were treated with disrespect by the expat British staff.

In a meeting with his staff, Mr Bayly reportedly offered an apology on some issues, but stayed clear on others, according to information obtained by our newsroom.

Race matters?

Meanwhile, his interim replacement- Mr Anthony S. McMaster- is not making close to the $300,000 plus earned by Mr Bayly.

Many persons have dubbed it as double standard and racist, as both persons were former Permanent Secretaries, and have more or less the same experience.

Talk Show commentator Claude O. Skelton-Cline raised the question on his ZBVI 780 AM show Honestly Speaking, a few weeks ago and said he was waiting for answers, as to whether Mr McMaster is being compensated at the same rate and if not, why not.

Meanwhile, Mr Bayly could not be reached for comment and the Head of Communications at the RDA, MS Colene A. Penn, had promised to revert to us but had not done so up to time of publication.

    maybe the chap was occupied counting his money he will never make those funds in New Zealand where he is from some folk cussing over skelton & other local when we get a contract while mr gray up in bvi making triple and that is well and good

    The RDA is an alternative government. Why did the RDA refuse to provide the HOA with the salary of its staff? Who had the greater level of responsibility the Hon Premier Andrew Fahie, Dr. Robert Macthavious or Paul Bayly? Hon Premier Fahie. So how could Paul Bayly be earning more than the Premier and Dr. Mac? How can the self haters pay Paul Bayly more than the Premier? If the going rate for the job is indeed $300K, why is McMaster being paid less? Is it because one is of the Negroid race and the other of the Caucusoid race? Does the Guv makes more than $300K? Are high level officials preferring people of one race over the other?

    so you hire white people to treat you like slaves. so basically he got 350k for the color of his skin and didn't earn his keep. He basically had an all-expense-paid vacation to the BVI with nothing to show for it. only raised a few thousand dollars. PATHETIC! and hired his buddies from the UK to get a piece of the pie while they laugh at our slave mentality sipping drinks on the beach. Trust if you had the same qualifications and was brought into his country for the same job you wouldn't even get a quarter of his salary. Scratch that, they wouldn't even consider a foreign black man for a crucial role in their country.

    McMaster should not be paid that figure either, another wrong wont make things right.

    Anyway we need to make sure we are not scammed like this again. There should have been a penalty in Bayly's contract for non-performance.

      Is not the BVI tired of getting scam? It was scammed by BVI Airways, a bruk airline. Now it was probably scammed PB. It seems as if you are White you are right, revered, privileged and put on a pedestal; and if you are Brown stick around; and if you are Black get back. Black people behave like crabs in buckets;crabs at the bottom pulled those at top down. The lasting slavery conditioning cause Blacks to behave in a similar manner. They self hate. It is sickening.
