RVIPF not disclosing results of autopsy on Sgt Paul France

ROAD TOWN, Tortola, VI- It has been nearly two weeks since an autopsy was performed on the body of Sergeant Paul France who was pulled from a car submerged in the sea near Queen Elizabeth II Park on the morning of Saturday, October 7, 2023.

The autopsy was done on Monday, October 16, 2023; however, the Royal Virgin Islands Police Force (RVIPF) is not disclosing the results, until the end of the investigation.

Both Governor John J. Rankin, CMG and Police Commissioner Mark Collins had stated at a press conference on October 12, 2023, that there has so far been no evidence to suggest the death of the United Kingdom detective was a result of foul play.

“We must await the results of that postmortem,” Governor Rankin had nevertheless stated.

Autopsy results being withheld

However, police spokesperson Akia L. Thomas stated on Tuesday, October 24, 2023, that no information on the autopsy will be given until the investigation is concluded.

“We have received the autopsy results, yes. We are awaiting other test results,” Thomas stated, adding that she “cannot disclose” the results of the examination and that “more information will be provided once the investigation has concluded.”

Commissioner of Police Mark Collins said at the same press conference on October 12, 2023, that CCTV Cameras and interviews, including persons Mr France was with on Friday, October 6, 2023, produced no evidence of foul play.

"There is nothing to suggest to me foul play has taken place," Mr Collins said, adding that the police still have to rely on the medical expertise and the vehicle examiner.

    This is why I keep saying two things. 1) The position of Governor in the 21st century needs to be an elected position where they are accountable to the people. 2) The Governor should not be solely over the police force and he should not be above the laws of the land. This opens the door for organized abuse of power and hiding of the truth when it is dealing with them and anyone from the UK working in the BVI under their responsibility. Even the President of the USA have to adhere to the laws and can be Investigated and arrested so why not a Governor or UK Commissionerof Police. Something is wrong with this kind of rule over the BVI. This is wrong and it needs to be changed immediately.

    We will never know the truth on this one as the Commissioner of Police has challenges with the truth. He cannot be trusted especially if the evidence points to him or others around him of his kind. Also he is fully supported and back up by the Governor no matter what.

    If the Commissioner of Police and Governor can go after anyone and investigate them on mere gossip what they call Intel then based on what the street is saying on this one which is our Intel then we the people must be allowed an avenue to look into and investigate them now on this one. This is another well organized COI investigation where the recommendations will free them at all cost no matter what the evidence truly reveals.

    How can they tell us what happened if the investigation is not complete? You make a determination based on a complete set of evidence, not one individual piece. This is entirely normal and proper in the investigative process, regardless of how urgently we want information.

    The key word the COP said was "to me". How could a COP determine this or speak to it before the medical experts do their work and give their results? When the COP arrest local & Caribbean people he is quick to put in the public domain everything he thinks could corrupt the jury's mind to bring them guilty even before the case. Now he is doing this in the reverse for one of his kind who may not have been seeing eye to eye with the Head brass. This is not good at all at all at all.

    we all must come together in the national interest, to see how, in our own spheres of influence, within our own legal responsibilities separate from each other to fight misinformation by the police and governor.
