ROAD TOWN, Tortola, VI– The Junior Minister for Culture and Tourism, Honourable Luce D. Hodge-Smith (R4), has announced that discussions will begin regarding changing the date for the Parade and the Rise and Shine Tramp, as the two events currently occur on the same day.

Hon Hodge-Smith made this announcement during Virgin Islands Voice, which aired on Facebook on Wednesday, August 13, 2025.

“There are, of course, some issues we need to address. Although it was a very successful festival, there are still some matters we want to discuss, and we will cover these during the official wrap-up. One important topic I want people to consider is that the Rise and Shine Tramp and the parade can no longer be on the same day.”

Both the Rise and Shine Tramp and the Parade are held on the first Monday in August. There have been concerns that the August Monday Parade does not get more participation because most of the revellers from the Rise and Shine Tramp are too exhausted or even incapacitated to return later in the day for the parade.

Parade likely to be shifted to another day

The Junior Minister emphasised, “We need to come to some kind of negotiation and agreement. My perspective is that the Rise and Shine Tramp should not be removed, as it symbolizes when the people took to the streets, jubilant upon hearing the news of our freedom. Along with the torchlight procession, there may be some differences, but the tramp also represents when the people celebrated their freedom.”

Hon Hodge-Smith added, “We need to decide whether to move the parade and where it would be relocated. I know there will be differing opinions, but I hope that when we have this discussion, we can bring it to the people for a final decision.”

She also expressed the hope that everyone will be open-minded enough to recognise that the two major events cannot be held on the same day.

"We will discuss the reasons for this when the time comes.”

Additionally, she highlighted that there should be discussions about the return of the Miss BVI pageant, stating, “We will be looking to form a committee in the near future to take on the challenge of getting our Miss BVI pageant back in order, as this is a significant priority for us.”

    The parade could probably be moved to August Tuesday, seeing that we don't have Horse Race on August Tuesday.

    Discipline your dam selves. The history of the parade and rise and shine is a same day affair. Start the Rise and shine at 4:00AM and end it at 8:AM the latest. Get ready for the parade at 10:00Am -10:30 AM the latest. No parade should be coming to the festival village under darkness. What is the REAL purpose of changing the rise and shine? Money, Vulgarity, slackness and vice. YOU ALL HAVE TO KNOW WHEN TO SAY WHEN AND STICK WITH IT

    I wouldn't change it, it's worked this way out entire lives and we used to have water sports and horse race the next day. So if you move parade to Tuesday, are you telling us that we can forget horse race forever? That is our culture you are talking about, not your inconvenience. Adjust accordingly.
    Fete Monday 4-8am parade Monday 2 -6pm after the ppl wake up. East Village opens Monday 8pm, water sports tues 8am horse race Tuesday 1pm East end Village 8pm east end tramp Wednesday 4am east end parade Wednesday 2pm, Carrot bay from Thursday so we celebrate from east to west til last lap and then the season is over. Rest up we'll do it again next year.

    Leave the parade as is. And do the Rise n Shine on Tuesday since there's nothing much going on. Same as the East End, leave the parade as is and do the J'ouvert on early Saturday morning.

    Our ancestors never took to the streets to celebrate freedom. They went to church! The parade is more indicative of the historical celebrations since the festival activities were centralized in town. Rise and Shine is not. Don't create a false history to facilitate debauchery.

    I highly disagree with this proposal because it’s the HISTORY of emancipation that should be considered here and not the fetting, partying, lewdness and the like. In 1834 as is documented, the slaves rose to celebrate their freedom (the rise n shine) and hence the jubilation (the parade) on the first Monday in August. It was NOT a two day activity; it was celebrated at the same time. We need to discipline ourselves and maintain what our ancestors fought for instead of being led away with all kinds of nonsense to please the chosen few. Let the true meaning of emancipation in the BVI be realized in its truest form. Leave it alone the way it is.

    Just like NHI we know its bad, very bad, there seems to be no one with the strength, fight and courage to change bad things. Just like having Jouvert and Parade on the Same day...Parade doesn't have to move..We have Satursay and Tueaday morning chose one for Jamming...As a matter a fact we can have Jamming Both Saturday and Tueaday, Jamming is the thing,,, Every country, every where you go, That's what people want...JAM. !!

    Here’s one possible schedule that could work while respecting both traditions and giving people time to rest:

    Proposed Festival Event Adjustment

    August Monday (public holiday)

    4:00–9:00 AM → Rise and Shine Tramp

    Day & night left open for beach, family gatherings, and rest.

    Evening could have smaller cultural or music events.

    Parade Day (2–3 days later) — e.g., Wednesday or Thursday

    Morning or early afternoon start, so it doesn’t clash with late-night concerts.

    This would allow participants to prepare costumes and floats without being exhausted from the Tramp.

    Could be paired with a food fair or village night to keep the festive momentum.

    This way:

    The Tramp keeps its historic emancipation symbolism.

    The Parade gets better attendance and energy.

    Festival week has more evenly spread highlights instead of everything crammed into one day.

    I think there are too many events happening back to back.. Village on Sunday night, J’ouvert Monday morning, and the Parade Monday afternoon. By the time the Parade starts, a lot of people are still tired. I agree it’s time for a change, but let’s keep the Parade on Monday and move J’ouvert to Tuesday morning or something. That way, both events can get the energy and participation they deserve without feeling rushed or exhausting for everyone

    since august tuesday have nothing either parade or jouvert should moved to that date.
    another thing east end jouvery should start from yep/car wash area to the bridge or beach this will get the entire fathogs bay area and east end area involved, going back and forth on that piece of highway aint mek no sense.

    Parade can stay on a Monday and rise and shine change to Tuesday. We complain about Politicians but many times we don't like to change either. It is not working as it is now, we cannot continue to do the same thing year after year.

    This consideration is insane. We have an already dwindling visitor/spectator at the parade. What about visitors who come from overseas and leave August Monday after the parade. Visiting Troupes have done this because it’s one day out of their vacation. Pushing parade to Tuesday is inconsiderate in ALL respects.
    Have Joubert on Tuesday and end it waterfront where water sports will start. NOTHING happens on Tuesday. What is the history of parade on Monday n are we prepared to erase history just for jouvert. Who is thinking rational here.

    Bring back the watersports on Tuesday. Due to the vast amount of seaweed plaguing us for the past years, it may need to be relocated from its original venue, but it was a great activity.
