Richard Ullger against firearms for business owners but open to debate

BAUGHERS BAY, Tortola, VI- Interim Acting Commissioner of Police (ACoP) Richard Ullger has said a debate should be held to discuss whether or not business owners should be allowed to have licensed firearms.

Some in the business community in the Virgin Islands (VI) have brought up the possibility of being allowed to have firearms as a means of protection from criminals. 

These discussions are always brought up following armed robberies of business entities. 

In October 2025, the Royal Virgin Islands Police Force (RVIPF) revealed that it was investigating a series of major robbery incidents throughout the Virgin Islands (VI). 

House of Luxury in Cyril B. Romney Tortola Pier Park was robbed on Tuesday, December 2, 2025, during the day by individuals armed with high-powered weapons. 

Debate is needed- Ullger 

In 2011, then Deputy CoP David Morris suggested businesses install security cameras instead of a gun, as it does not help, and there is a risk of harming an innocent person. 

In October 2025, three business owners spoke to Virgin Islands News Online anonymously and disclosed that it was difficult for business owners to obtain firearm licenses, and that "this is wrong". 

During Talking Points on Monday, February 23, 2026, Ullger was asked his views on the matter of business owners wanting to be allowed to have licensed firearms. 

“I think there needs to be a debate about it, a debate always brings the views of different people and [can help make] informed decisions.”

Ullger added that his personal views are that this is something he would not want to see, but is open to a debate to “listen to the views of others and to see where we can take this forward. 

An ‘adequate police force’ needed- Ullger 

While the Interim ACoP said debate on the matter of firearm licenses for business owners is needed, he also gave another suggestion to curb crime in the VI. 

“I think what we need to be doing is have an adequate police force to make sure that criminals feel threatened to be operating in the Virgin Islands.”

He said if this is achieved, there would be no need for business owners to have guns to protect themselves and their properties.

    I Agree to a degree, we've seen multiple "Business men" being violently gunned down for unknown activities, atleast unknown to the average Joe, but the killings resembled narco type stuff, maybe because those same businessmen with no job history...let me stop there

    Plenty business owners here especially the young ones.... are into a certain trade and already have access to illegal firearms... while this may be good for the few honest clean business with no dirty money... it will mostly benefit the dirty ones.

    plus so much women sleeping with our bvi "businessmen" only to make criminal offspring's and those reckless offspring's who wont be raised with morals, standards self respect will get access to their criminal father firearms easy....only then we will here about school shootings.. and much younger kids going to court for firearm crimes.. it done happening now but allowing all business to get will open the flood gates

    Your immature police officers carry guns. They too can harm innocent people.

    If guns do n.ot help then NONE of your police should carry guns.

    You only want a debate so that you can amplify the voices of those who might not be in favor. You will silence the voices of those of us who are actually in favor. People only ever say that there needs to be a debate, when they want to get support for the position they already hold.

    I am a licenced firearm owner in the USA and I am sure I have had more training, including psychological, than your officers.

    Indigenous, Native and Local business owners NO you can't have a legal firearm to protect yourself. BUT expat police officers who couldn't make it as police officers in their own home countries? YES you get a gun and you get a gun and she gets a gun. But lets leave the Virgin Islanders helpless to defend themselves.

    Think about the message being sent and this open up the community for gun violence. The community is seen as safe, let’s keep it that way for as long as possible. One or two crime cannot be an indication that we need to give business owners a gun.

    I'm against it as well. We should definitely keep that pandora's box closed. Do you honestly believe it would stop at business owners getting gun licenses? We've got parents riding around with their toddlers on motorbikes, and they aren't even wearing helmets! Just think about how reckless some of these parents could be with guns near their children. It's like babies are raising babies all over, and so many people are so easily angered. And let's not forget the domestic abuse issues we have here.
