Premier Wheatley encourages new Belongers to embrace VI heritage

PARAQUITA BAY, Tortola, VI - One hundred thirteen residents have been granted Belonger status in the Virgin Islands (VI).

A ceremony to mark this significant event for these families was held on Thursday, January 29th, 2026, at the Eileene L. Parsons Auditorium, in Paraquita Bay. 

Premier issues call to belongers

During the ceremony, the Premier and Minister of Finance, Dr the Honourable Natalio D. Wheatley (R7), urged each new Belonger to embrace their heritage and to proudly display the flags of the Virgin Islands in their homes and hearts.

Belonger status in the Virgin Islands (BVI) is a legal designation that grants individuals the rights to live, work, vote, and own property without restrictions, similar to permanent residency or citizenship. It can be acquired through birth, ancestry, long-term residency, or a special grant, and requires the issuance of a Belonger card.

Belongers legislation passed in 2025 

In 2025, the Virgin Islands streamlined the Belonger status application process by launching a new online portal for electronic submissions, emphasising transparency and modernisation. 

In April 2025, the Immigration and Passport (Amendment) Bill, 2025, which clarified the path to Belonger status and defined what is meant by "ordinarily resident," as well as proposed benefits for immigration officers, was passed in the House of Assembly (HoA).

    The Premier is encouraging new belongers to embrace our heritage. We as a people has abandoned our heritage and is now just hollow and void of identity. Our Caibbean brothers and sisters who have migrated here from neighbouring islands keep their customs, their values, the way they speak, their customary foods and we gravitated to our invited guests customs. We have abandoned our own customs and embraced theirs.
    Let me quickly give a synopsis of what heritage means:
    Protecting and preserving;
    Values and traditions passed down to us from our ancesters
    Our history, our cultural identity show cased through our music our skills.
    Preserving, protecting and curating historical significance of where we came from our journey which will be our community's identity for educational and tourism purposes.
    What do we have and preserved as ours? We celebrate Halloween, Thanksgiving without knowing their inception or meaning. We don't have an authentic Local Restuarant. Our children the baby boomers,, Gen Z, millenlials and Gen X have no idea what build the foundation we stand on. This is why our young people behave the way they do. We failed them. We have lost ourselves in other cultural identities and relinqished our own. I am going to end here, as I think this short narrative is enough to stroke our memories to what and how it used to be. Our yester years.

    For those who don’t know, as long as you have your Certificate of Residency and 20 years in the territory you can move straightforward and naturalize as a British Overseas Territory Citizen which will allow you to get a Tortola passport.

    Belonger cards only are valid in this territory. Meaning they hold no weight when you are traveling abroad. Why invest in something that’s not worth anything outside of this country?

    Don’t take my word for it. Verify this information at the Civil Registry and Passport Office which is under the Governors office. Notice that he’s not present at this ceremony. Why?

      Little do you know, Belonger Status gives you more rights in this country than a Passport. It’s not a travel document but it allows you buy land, start a business, vote etc. These things are not always possible with a BOTC Passport, which is good for traveling yes. It depends on what’s more important to the person.

    To become a Belonger; used to mean your Parent or parents had to be BORN in Tortola BVI. What Happened! What Changed! When did the Law changed! Let a Tortolian try getting Belonger Status In the US VI, The United States, or any DOWN ISLANDS this easy!!!

      I wish I can give this Premier all.5 votes. VIP won't get all, He alone. He is such a nice guy, he always try to help, I reached out to him, he listen and he delivered on his promise. That's a real man .He is a very good listener and but he got so much people in his years daily, it's hard on him. He is the Premier but I see him as a good man.     The silliness in the comments like most don’t know how migrants benefit a country. Most country benefits from the government to the people.there are many skilled migrants who work for government civil servants,doctors,nurses,police,engineers,teachers, etc, and many local employers get fat with the migrants pay checks ,they include 10$ per hour on the projects and pay the migrants 7$ the other 3$ goes into their pockets building up their bank accounts,and the people that use their friends to build cupboards ,fencing,foundations,retaining walls for their homes and pay them little bits. They all benefits either one way or another, the migrants their little cash and the other their equity.

    We come up with spiteful ideas to always squeeze the migrants big time. Let them work for twenty years them release them from work permits,my God watches, some return to their home without been released from that burden.let them have the exemption with expiration date more money in the coffers.

    Keep the complaining about how small this island is, the growth has already reduce,and it will go further as people come two three years work and return to their country. Building a nation means that there will be a time people will need to actual live here as their home,get married, have children so the population can continue.

    No one is taking anything away,they cannot move the dirt under their feet,if they build a house and die and no relatives to occupy it then government take that asset. This land need to build,and business need to be made available to solve issues . This this island needs growth in medical field, counseling, education, health ,hospitality, recreation.Many of these areas are migrants employed. No one is coming to sit by the wayside,they put in more that the people who are complaining.

    I am waiting to read the comments when the Filipinos,would start getting their status. Everyone benefits and no one is taking away anything,everything they have to pay for.

The festival village that houses artists whose music is full of lyrics that are sexually sugesstive to our youth? We have no VI culture, we have lost who we are as a people. Gone are the days when we said good morning to each other in the streets, gone are the days when your neighbor would push in you window when it was raining and you were not home. Its all all gone with every bad, immoral behavior we turn a blind eye to. If you had any knowledge of VI culture you would know its rooted in heart, unity, and self respect.
