CHARLOTTE AMALIE, St Thomas, USVI – Virgin Islands Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7) has led a delegation in support of the Dr. Norwell Harrigan Memorial Scholarship Luncheon held in St. Thomas, in the United States Virgin Islands (USVI).

The event held yesterday, March 3, 2023, featured 2024 honorees which included Mr. Aaron F. Parillon, Ms. Janice Stoutt Esq, Ms. Marjorie Smith, Mr. Clayton Emmanuel, and Mr. Carvin Malone (posthumously).

Attendees of the event included Legislators and Minister for Health and Social Development, Vincent O. Wheatley (R9); Minister for Communications & Works Hon Kye M Rymer (R5); Jr Minister for Agriculture & Fisheries Hon Carl Dawson (R1) and Jr Minister for Tourism & Culture Luce D. Hodge-Smith (R4). 

The League of British Virgin Islanders is a U.S. Virgin Islands-based non-profit organization whose purpose is to foster the continued improvement of the Virgin Islands community through scholarship, cultural exchange, and community involvement.

It was founded by visionaries to bring together [British] Virgin Islanders and Belongers in a social and cordial setting and according to the statement, the most important goal was to link the two Virgin Islands, positively impacting their communities and strengthening the inter-relationship.

The League continues to follow the same goals by offering community assistance and providing assistance to Virgin Islanders through education. The Norwell Harrigan Memorial Scholarship was established in memory of Dr. Norwell Harrigan. 

Among other achievements, he joined the then College of the Virgin Islanders in 1968. Dr. Harrigan became the Associate Director and subsequently director of the Caribbean Research Institute before retiring in 1984. 

The scholarship offers financial assistance for two years to British Virgin Islanders, who have graduated from a secondary school of the British Virgin Islands or the H. Lavity Stoutt Community College, to attend the University of the Virgin Islands.

    This was totally unnecessary. Usually only the spouse or a family member of the honoree attends the ceremony. Why are members of government wasting tax payers money yet again? Money we do not have to spare

      Prove that they didn’t spend their money??? Why you feel it’s tax?? Sometimes you’ll get a bit overwhelmed with certain things that ain’t fully worth it. When election time comes just do what you must.

    Why our black people do not appreciate our own people. For all of those people who are criticizing our ministers travelling, let us wait to for the British to be the ruler of this country and they will put their tails between their legs and remain quiet. People, it is time for us to respect our own people. Just look how the Israelis are doing the Palestinians. Do we want that to happen here. I am sure everyone will say no, however, if we do not show respect our own, we will suffer the consequences.
