ROAD TOWN, Tortola, VI– Confidentiality will be the policy as it relates to accessing assistance grants in the Virgin Islands (VI), according to Social Worker responsible for social assistance at the Ministry of Health and Social Development Althica Daniel- Dawson. Ms Dawson said, before now, person’s identity would be known throughout the process.

“With a new redesign of the programme, what it has allowed us to do is now present our cases to a committee. We have a committee that makes decisions on the applications and when it's presented to them, you're presenting a unique ID that is formulated by a new database system.”

Ms Dawson was at the time speaking on Government Business At Its Best Table Talk with host Karia J. Christopher aired on February 14, 2024.

"So basically, the persons within that space [committee], they do not know the individual. What they do have is a summary of what the situation is as it pertains to that individual. Prior to that, of course, they would have known the names of the applicants and one of the things I think I can confidently say is that we knew the importance of confidentiality,” Dawson added.

She said that even before the new system, staff at the department as well as the persons who sit on that committee knew the importance of confidentiality.

Confidentiality

“We try to keep people business right in that space. As it pertains to my colleagues, when you come into the department, you get to see a social worker in a private space, you get to have a discussion with your social worker in a private space,” Acting Permanent Secretary in the Ministry of Health and Social Development, Ms Tasha K. Bertie said.

Ms Bertie added that there is a perception that because someone is coming to access social services, their business is public; however, that is not necessarily what would have been happening even before the system was redesigned.

“At the end of the day, a social worker has the opportunity to go through training, which of course, confidentiality is our main element of that training,” Ms Bertie added to assure the public it can expect the highest level of confidentiality at the department.

I think the ultimate level of confidentiality should be one of an anonymous nature, say, perhaps, an online presence

The days of one having to come to an office, to speak to anyone, should be a thing of the past.

No name, no face, just an ID formatting, speaking to professionals online, renders, to me, the highest level of confidentiality.

And, I, think, this is where governmental and social systems in this country needs to go!
