'Neighbours can live in peace as we have for years'- VI Premier

ROAD TOWN, Tortola, VI- "Our position is continuously clear. We remain committed to the duty of protecting and improving our environment and economy." This is according to Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7), speaking on the recently implemented Commercial Recreational Vessels Licensing (Amendment) Act, 2025, particularly the fee increase, which has infuriated maritime stakeholders in the US Virgin Islands (USVI).

On Wednesday, January 28, 2026, the Premier met with members of the local boating and marine industry to discuss the ongoing situation between the Virgin Islands and the United States Virgin Islands regarding Commercial Recreational Vessels Licensing (CRVL).

In recent months, tensions have increased between the two territories after the Virgin Islands implemented the Commercial Recreational Vessels Licensing (Amendment) Act, 2025. 

This amendment raised fees for foreign-based (primarily USVI) charter vessels, and the Virgin Islands government argued that this decision was necessary to address a "huge economic imbalance" and to ensure that the economic benefits generated from the use of Virgin Islands waters are fairly distributed.

The debate continues between the two territories

However, officials and stakeholders from the USVI characterised these actions as punitive and harmful to the USVI charter industry, valued between $92 million and $166 million. Some stakeholders in the USVI have expressed doubts about the Virgin Islands' ability to uniformly enforce these complex new regulations on all foreign vessels.

According to a recent article by VINO, USVI Governor Albert A. Bryan Jr. stated that he reached out to President Donald J. Trump to intervene regarding the Virgin Islands' recent increase in maritime fees. Many Virgin Islanders viewed this move as a betrayal and a stab in the back of the Premier.

Territory’s position remains clear 

In response to these developments, Premier Wheatley convened the recent meeting to gather input from stakeholders in the marine industry about the situation regarding Commercial Recreational Vessels Licensing (CRVL).

In a Facebook post, the Premier reaffirmed the territory's position, stating, "Our heart is also sure that neighbours can live in peace as we have for years, and we’re eager to bring the conversation between territories to a close with an amicable decision for all."

    Well natalio you want us to live in peace with your USA home territory since you are an American born, but we here must fight for our rights, I see betrayal in this by natalio, he can't be trusted as an American citizen here in this dispute, he will capitulate to his American president and country of birth which is the USA and put we the born BVI people at the shitty end of the stick. Someone that born in the BVI will put up a better fight in this maritime dispute.

      A lot of people don't prosper in life for a reason, often because of their "bad mind." They get pushed out of their homeland and can't even support themselves. It's like a punishment for their wicked ways. That's why helping everyone isn't always a good idea. Some people are under God's judgment, and if you try to step in during their punishment, you might get hurt too. Just leave them be because they won't learn. Someone opened their home to you, giving you and your family some comfort, but that's not enough for you. Your eyes are too wide, yet you can't see anything good in your own neglected backyard.

      Keep your mouth off of our children. Virgin Islanders need to stop being so nice and naive with some of these outsiders and their kids. When you have your kids in places like the BVI, USA, UK, and things go south, you'll be the ones running back home. And if your child decides to run for office to lead you and their community into hell itself, I bet you won't have anything to say about it. If you don't like how we select our leaders, then go back home and talk politics with your leaders who could not sustain your wicked lifestyle and evil mentality. You give some people a foot, and they want to always take a mile!

    To be honest, I agree with the implementation of increase fees, but why so high?
    USVI can retaliate with the Visa Waiver program. Watch yuh gon see..

    Have fair discussions. come to a conclusion soon and try lower the fees that all parties economy will flourish.

      Stop stirring up trouble. If USVI is fair, the fees are not high as they are trying to print. At highest is $87.00 per month. That is money when school children spending that in 2 days?

    Again, why they refusing to sail in their own waters? Oh, I just remembered, they don’t have it. If my memory is correct, it this the season for all their fishing tournaments? They are televised as being in their waters, when in actuality it around Anegada and Jost Van Dyke. Oh the afraid others will know if not their waters and those records belong to the true Virgin Islands. Also the millions we spend in their economy slowly dwindling. I see the uproar now.

    This commentator would suggest everyone is missing the point, it’s not necessarily the quantum, it’s the 3,000 plus percentage increase overnight, should have been phased in.
