Nanny Cay Marina expansion a ‘declaration of confidence’ in VI- Premier Wheatley  

- Premier said 91 new jobs will be created & VI economy stimulated

NANNY CAY, Tortola, VI- Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) has said the expansion of the Nanny Cay Marina will augur well for the Virgin Islands (VI).

The official groundbreaking ceremony for the over $30 million expansion at Nanny Cay Marina was held on Friday, October 31, 2025. 

Premier Wheatley, who gave remarks during the ceremony, described the event as the start of an exciting new chapter in the story of the VI

“This marina expansion represents the first of three phases in a broader reimagining of the Nanny Cay Resort and Marina; a transformative project to be completed over approximately three years with an overall investment of between 30 and 40 million dollars in new works and amenities…that’s investment our economy needs.”

He called it more than a construction project but a declaration of confidence in the VI’s economy, its people and the Territory as a premier destination for tourism, maritime excellence and sustainable growth 

Locals & residents to benefit too

The upgrades include:

  • New 112-Slip Marina – Constructed to the south of the Nanny Cay peninsula, designed to accommodate the latest generation of catamarans and mega yachts, along with supporting infrastructure to maintain Nanny Cay’s position as a world-class destination
  • Enhanced Boatyard Facilities – Upgraded boatyard and lifts capable of handling larger vessels
  • Visitor Amenities – A new beach, high-end restaurants with panoramic views, a luxury swimming pool, a beach bar, and a retail village
  • Community Engagement – New classroom facility for the H. Lavity Stoutt Community College maritime training programmes, numerous job and business opportunities for residents, dedicated spaces for the Royal BVI Yacht Club’s dinghy programme

91 new job opportunities 

These upgrades, Premier Wheatley said, strengthen the VI’s capacity to welcome more vessels, larger vessels, and to host bigger regattas. 

“It will attract more visitors, more crews and more opportunities. It reinforces the VI's well-earned reputation as the undisputed sailing capital of the world, expanding our reach, deepening our capabilities and enhancing experiences for sailors and visitors alike.”

According to Dr Wheatley, 91 new jobs will be generated and economic activity in the VI is expected to be stimulated across multiple sectors, from taxi operators and tour guides, to food vendors, provisioning companies and marine technicians. 

He also lauded the new Marine Hub Development Partnership with H.  Lavity Stoutt Community College (HLSCC), which will train the next generation in sailing, marine repair, swimming certification and environmental stewardship

“This ensures that our young people are not merely observers of progress but active participants and leaders in it.”

      I think what he was trying to say but did not complete was "declaration of confidence in the BVI despite the fact that my government is absolutely hopeless"

    When were the public consultations regarding this development conducted to respond to our concerns? Will there be any environmental impact on our waters? What further areas of our seabed have been proposed for dredging in relation to this development? What is the additional extension to the oceanfront? Is this community designed to be inclusive, or does it reflect an apartheid structure with extensive covenants and high-value homes aimed at preventing the local population from buying or leasing properties? Will the public continue to have access to the grounds?

    A private company’s primary fiduciary duty is to its shareholders. The government’s duty is to its citizens. In this partnership, the private sector brings capital, operational expertise, and market discipline. The government provides the stable regulatory environment, critical infrastructure support, and, most importantly, acts as the guardian of the public interest. It ensures that a $40 million private investment doesn’t just create a luxury enclave, but a rising tide that lifts all boats quite literally, in this case.
    The success of the Nanny Cay expansion is a testament to a collaborative model. It proves that the ideal is not an absent government, but an enabling one a strategic partner that ensures private investment doesn’t just build a better marina, but a better, more resilient and inclusive British Virgin Islands for generations to come.
    We should use this model for Prospect Reef and not let that sit any longer, but my question is what has the Government really done, why is the premier so boastful about him not doing anything to make this happened?

    Bet them rich folk livin in their massive waterfront houses down there are going to be real pleased to have so much noise on their doorsteps while its being done. Shouldn't laugh but cant help but feel a little smug that they will suffer for a while.
