MIAMI, Florida, USA- The saga of cocaine conspiracy that resulted in ex-Premier of the Virgin Islands Andrew A. Fahie, former BVI Ports Authority Managing Director Oleanvine Pickering-Maynard and her son Kadeem S. Maynard be arrested by US authorities in April 2022, reportedly started when Kadeem approached his mother for assistance in helping a ‘member’ of the Mexican Sinola Cartel to smuggle cocaine to the US through Tortola.

This is according to documents entered in the United States District Court Southern District of Florida on June 12, 2023, in relation to the guilty plea by Kadeem on Conspiracy to Import Cocaine in the US.

His Mom, Oleanvine, has also changed her plea to guilty and have agreed to cooperate fully with US authorities.

According to court records, between March 16, 2022, and April 28, 2022, Kadeem and co-defendants Andrew A. Fahie and Oleanvine Pickering-Maynard conspired with each other and a DEA confidential source (CS), who the Defendant and his co-defendants believed was a member of the Mexican Sinaloa Cartel, to allow the CS to ship thousands of kilograms of cocaine through the Island of Tortola to the United States in exchange for a percentage of the proceeds from the cocaine sales.

The Defendant and his co-defendants used their connections with, and positions of authority in, the government of the VI to facilitate the CS's drug trafficking scheme.

Kadeem introduced scheme to mother- Court documents

The documents stated that Kadeem introduced the CS to Pickering-Maynard, his mother and then Managing Director of the BVI Ports Authority. Pickering-Maynard then introduced the CS to Fahie, who was then the Premier of the VI.

During various meetings between the CS, Pickering-Maynard, Fahie, and the Defendant, the defendants agreed to allow the CS to port vessels containing 3,000-kilogram loads of cocaine in Tortola for 24-48 hours until the cocaine could be shipped to Puerto Rico en route to the United States.

According to the court document, Fahie agreed to bribe officials managing the ports and airports in furtherance of the scheme, and Pickering-Maynard and Kadeem agreed to obtain the necessary licenses and paperwork authorizing the CS's vessels to port in the VI without suspicion.

Fahie and Pickering-Maynard were arrested in Miami on April 28, 2022, and Kadeem was held in the USVI on the same day.

Maynards expected to be sentenced in August

Earlier this week, the prosecutors removed charges of conspiracy to commit money laundering and attempted money laundering from the indictment the Maynards faced and agreed to recommend leniency at sentencing.

The agreement, however, hinges greatly on his full cooperation with prosecutors in their case against the former premier.

According to the plea agreement, prosecutors determined that Kadeem was a “minor participant” in the criminal activity, and therefore should receive a two-level reduction at sentencing.

He further agreed to forfeit to the United States any property constituting, or derived from, any proceeds obtained, directly or indirectly, as a result of such offence, and any property used, or intended to be used, in any manner or part, to commit, or to facilitate the commission of, such offence, pursuant to Title 21, United States Code, Section 853.

The document further advised that the court may also impose a statutory maximum sentence of up to life imprisonment, followed by a term of supervised release of at least five years and up to a lifetime of supervised release.

Kadeem and his mother each face “a mandatory minimum term of imprisonment of 10 years” unless the judge determines they are “safety valve eligible”, as stated in their plea agreements.

They are now expected to be sentenced on August 21, 2023.

A Premier, the highest position in the B.V.I., a Ports Authority woman with a well-respected position in the B.V.I., has fallen from grace very quickly. Why did they feel they were above the law and should have so much more than everyone else? How many murders were the result of their actions? GREED and SELFISHNESS took over their minds and souls. Now look, the Premier cannot falsely pray to GOD anymore, or he might get struck down by GOD'S anger. When you play your games to the public to look good but used GOD's name in the process, you will suffer greatly! So many people feel let down and deserted by him.       As for slavery, there were slaves before Christ was born and they were not only African ancestry. There were and still is slavery today of all races.

        Persons directly and indirectly linked to crime. Persons with immediate family members who have been linked to crime and dishonesty in key positions.

        Persons who did not follow any ethical onboarding process. Jobs were created and handed to them with an inflated salary to basically be the guardians of crime.

        Can a review/audit be done on all persons employed during “Rose’s” tenure? It would be surprising to see if these persons were even interviewed for these jobs. Were the jobs advertised, were there qualified board members to even conduct interviews in tbt various disciplines at the time? Who reviewed the scoresheets ? How many rounds of interviews were done ?
