ROAD TOWN, Tortola, VI- Senior sources in the Governor’s Office have confirmed that the Police Service Commission (PSC) has unanimously rejected Governor Daniel Pruce's recommendation to remove the Acting Commissioner of Police, Ms Jacqueline E. Vanterpool.

Mr Pruce, a United Kingdom (UK) appointed Governor, has recommended that she be reverted to her substantive post of Deputy Commissioner of Police with immediate effect. Ms Vanterpool, who has been acting for over a year, was praised by Governor Pruce for doing a “fantastic job” a few months ago. It is unclear why he no longer wants her to act as Commissioner, but there is widespread speculation that he wants a UK national to fill the post when there are so many qualified Virgin Islanders, along with Caribbean and regional nationals, who can take the top job.

‘Do not speculate’- Daniel Pruce

A spokesperson for the Governor’s Office, when asked about this matter, claimed that “we don’t comment on speculation on HR matters”.

In a carefully worded brief response, the spokesperson stated, “As set out in his swearing-in speech, the Governor’s top priority is the security of the people of the Virgin Islands, which he is responsible for in accordance with the constitution.”

However, there is no speculation on this matter, where the Governor is now interfering for the second time in the recruitment of a Commissioner of Police (CoP). Last year, Mr Pruce interfered with the recruitment process by stopping the PSC from making a recommendation to him for a new CoP (some legal experts said the move was illegal). Many police critics alleged it was because his hand-picked favourite, Ms Pam Trevillion, a UK National, did not make the final cut.

PSC still interviewing?

The recruitment process for a Cop is still ongoing; however, this is the second time Mr Pruce is trying to interfere in it. It is unclear if Ms Vanterpool has already been interviewed. Many are now asking if Mr Pruce is being truthful, claiming that his “top priority is for the security of the people” when some say it's clear that his interference shows he is not committed to the rule of law, due process, and good governance.

There is a new stalemate between him and the PSC. According to legal experts, this gives Mr Pruce a way out to use his discretion without consultations to appoint a UK National to the post of CoP.

Many residents have said that Ms Vanterpool, a qualified Virgin Islander, is best suited for the post and is doing an amazing job as the first woman. Many in civil society, including public activists, have written to the Governor in support of Ms Vanterpool.

Some police officers have also privately asked for her to be named to the post, according to reports.

    She can't even complete vetting of our POLICE FORCE. Anyone who complained about civil liberties in the Police Act should be equally concerned about who is out there using those powers. It all seems quite hypocritical. "It's ok for us, but it's not OK for them" type thing. Anyone who frustrates that process is clearly not cut out to be one of the major authorities in the application of those civil liberties.

    She is doing a great job but she is against cops being vetted so unfortunately not suitable as we don't want criminal cops.

    BuzzBVI. I am from here. You have to be a real @#$ to say Jackie is against vetting. She made it clear that she is not against vetting. It is how you all racist backside is going about the vetting. I don’t think Jackie ever been a corrupt cop, but I knkw corruption is in the force even done by white supremacies. So keep off Jackie. Jackie needs to start dropping her stories. You all think she don’t have stories too.

    So sad all you keep shouting about is keeping a local in the post, no matter what mess they make. The truth is the force is in turmoil, and many senior officers are desperate for somebody who can lead and deliver to be put in post. All of the bloggers here have no understanding of what the job requires just as long as it’s a local. What worries me is the PSC have no idea either and are just hanging to please local opinion. Well, carry on and watch the force completely
    implode under the current leadership. Don’t say I didn’t warn you!

    ACoP Jacqueline Vanterpool, a daughter of the soil, has the requisite skills, ie, knowledge, skill, ability, training and education, demonstrated performance, experience, interpersonal skills, professionalism, etc, to serve effectively as COP of the Virgin Islands (British). She has prepared, and is ready, etc., to serve effectively in position of increasing responsibility. Nevertheless, it is clear the UK-appointed Governor Daniel Pruce at Mount Olympus is putting his ‘ foot dem,’ both fists, etc,, on the scale of justice, preferring to select a fellow White Briton for the position over ACoP Jacqueline Vanterpool, a well-qualified local candidate; there have been only two(s) local CoP, ie, late Vernon Malone, and Renald Fraser. The folks from above Round Rock scold locals to pull themselves up by their bootstraps. Nonetheless, when fo they, the goal post is shifted farther back. Who is supporting Virgin Islanders?

    Moreover, Virgin Islanders should support locals as others support their own. If Virgin Islands don’t support other qualified Virgin Islanders, who will. Others other than locals are given the opportunity to fail in the COP position, so why should not a Virgin Islander be given the opportunity to excel?

    Further, Gov Pruce seems to be employing his reserve, special, assent, etc, unilateral power to put he ‘ foot dem,’ two fists, etc on the scale to thwart, disadvantage Ms. Vanterpool from being promoted to the CoP position. Is Gov Pruce emulating the egregious behavior and actions of former Administrator John Augustus Cockburn Cruikshank ( 1946- 1954) who some say was the worst UK- appointed rep.?

    Who are the qualified locals? And what qualification they have? You all need to let the Governor do his job, believe .me, he knows a lot more than we do...What we need now is for tbe HOA be suspended, either a take over or a new election...Things ain't going well.
