Is Daniel Pruce committed to the rule of law? Wants Ag CoP ousted

ROAD TOWN, Tortola, VI- Many members of civil society, the political and legal class, social media influencers, talk show hosts, the local mainstream media, and members of the Royal Virgin Islands Police Force (RVIPF) are openly questioning whether the UK-appointed Governor Daniel Pruce is serious and committed to the rule of law, justice, and good governance.

His credibility continues to be undermined on crime and good governance, especially over the handling of the post of Police Commissioner (CoP).

Last year, Mr Pruce interfered with the recruitment process by stopping the Police Service Commission (PSC) from making a recommendation to him for a new CoP (some legal experts said the move was illegal). Many police critics alleged it was because his hand-picked favourite, Pam Trevillion, a UK National, did not make the final cut. 

He wants Jacky out!

Now that the process has resumed and it appears that the PSC and the National Security Council (NSC) are poised to support Ms Jacqueline E. Vanterpool, the most qualified Virgin Islander for the top job, Mr Pruce has once again interfered with the process.

According to multiple sources at Government House familiar with the matter, Governor Pruce recently recommended to the PSC that Ms Vanterpool, the Acting Commissioner, be immediately reverted to her substantive post of Deputy Commissioner. It is unclear what led to this decision when the process of recruiting a CoP is still active.

This means it now gives him the authority to bring in another UK national to take up the post of Commissioner. According to the same Government House sources, the PSC has allegedly rejected his latest move at an emergency meeting, held yesterday, October 13, 2025, of interference by the Governor with the process and getting rid of Ms Vanterpool, whom he praised a few months ago, as “doing an outstanding job.”

Under Ms Vanterpool's leadership for over one year as Acting Commissioner of Police, swift arrests and successful prosecutions for the uptick in robberies and illegal gun possession have been applauded and recognised by the community and the NSC. It is also said that morale is up in the force because of her leadership. Calls to Ms Vanterpool up to publication time were not returned.

Rejection from Police Service Commission?

With the reported rejection by the PSC of Mr Pruce's recommendation, it is unclear what his next move will be, regardless of the ongoing process, good governance, and the rule of law, in his alleged determination to remove the very qualified first local woman Acting Commissioner and install a UK national. 

Our News Centre has reached out to the Governor's Office for comments.

The tenure of the last police commissioner, Mark Collins, a UK national, ended in disgrace and scandal. Some 55 allegations were brought against him by his own police officers. After some alleged bogus review, where the police officers themselves who brought the charges were never interviewed, Mr Collins was allowed to leave the jurisdiction without an arrest or facing the courts.

DPP office compromised?

It was also alleged that Mr Collins worked closely with the Commission of Inquiry (CoI) imposed on the Virgin Islands in the midst of the COVID-19 pandemic, along with the Governors. There was reportedly a target list that included the media, talk show hosts, political activists and public officers, whose only issue was fighting for the preservation of the rule of law and justice.

Charges were against persons on the target list even when there was no evidence of wrongdoing.

Meanwhile, the CoI had found no strong evidence of corruption.

Over the past two years, many of the CoI cases have been lost in the lower courts, others have been tossed out for lack of evidence (DPP has appealed), and some are ongoing with frequent adjournments requested by the Prosecution. Bishop John I. Cline of the New Life Baptist Church has warned the Office of the Director of Public Prosecutions (DPP) to stop wasting taxpayers' money on these cases and stop allowing her office to be weaponised to go after her own people, engineered by the UK Police Officers and Government House.

It doesn’t belong to the governor and the decisions he makes will certainly affect us in time to come. He will not be affected because his tenure will soon come to an end. We must rise up as a nation and defend the cause. We must protest and march and let our voices and actions be heard and seen like Noel Lloyd, Lindy deCastro, Wilfred Smith, Lu Harrigan and all the other brave men and women who stood up for their rights against injustice. Because of their actions, the BVI has gained recognition. We must do likewise.

    It is an open secret that Gov Daniel Pruce, UK - appointed on site Crown Rep, along with appointed reps who preceded him, are highly focused on securing jobs for UK nationals in the RVIPF, judiciary, etc. On paper, the BVI is supposedly self-governing. Is Governor Pruce putting his fists on the scale to supposedly/allegedly benefit his fellow Britons, disadvantaging qualified locals in their homeland; is this truly self-governance? The self-governance missive is fake news, for the UK still wields heavy unilateral power through reserved, special, assent, etc., power.

    The constitution too is a fake missive, for it grants the UK-appointed Governor unilateral power. The UK uses a boiler plate process for negotiating constitutions with all its OTs, giving what they want them to have and still control them through unilateral power. . Why no local cannot either be elected or appointed governor in any of the UK’ s OTs, especially in the Caribbean where the majority of populations are of African descent. In the supposed division of responsibilities with OTs, it retains for itself,ie, defence,,external affairs, internal security , including RVI PF, civil service , judiciary, and His Majesty’s Prison. Maintaining these responsibilities for itself is not an accident but rather a deliberate action of control.

    Moreover, my fellow Virgin Islanders are failing to acknowledge that colonialism is about racial hierarchy, control, exclusion, exploitation,abuse,, etc..Virgin Islanders are a group of people who scatter, failing to unite , group their effort around their common interest. Instead they engage in Neville Chamberlain style shameful appeasement, Benedict Arnold behavior,,meritorious manumission, etc., This egregious behavior is putting them at a disadvantage and an advantage for the colonialists at Mount Olympus who gets a hearty laugh over tea perhaps at Virgin Islanders idiotic actions and behaviours. We have convinced ourselves that Mount Olympus are into us, got our backs. Here is a news flash. Mount Olympus don’t give a rat’s ass about us. For example, where was Governor Pruce for the 2024 and 2025 Emancipation celebrations? Not in the BVI. We have not learnt a thing from the Great March of 24 November 1949, and Noel Lloyd and Positive Action Movement (PAM) advocation to retrieve Wickhams Cay and Anegada lands given away to Kenneth Bates -Hiil by Mount Olympus.

    Further, in regards to filling the vacant Commissioner of Police (CoP) position, ACoP Jacqueline Vanterpool has the requisite knowledge, skills, ability, experience, etc and has impressively demonstrated the performance to effectively serve in the position. She has prepared to effectively serve in this position of increasing responsibility. Nevertheless, it seems as if UK -appointed Governor Daniel Pruce, a wolf in sheep’s clothing,, is using his unilateral powers/influence to put his ‘foot dem’ and ‘fists’ on the scale to prevent ACoP Vanterpool from being appointed to the position, preferring a fellow Briton for the position. Virgin Islanders must unite, peacefully protest, agitate, and advocate against this miscarriage of justice as 1500 from the length and breath of BVI came out in 1949 against the autocratic rule of commissioner John Augustus Cockburn Cruikshank. It is not a time for scattering, but coming together. If Virgin Islanders do not stand up and support qualified and deserving Virgin Islanders who will?

    Racism is normally.pointed at a minority so is bullying. Does anyone think that some of the minority white police officers may come to the virhin islands with a genuine wish to improve policing and protect the people.     the UK's FCDO wants the next COP in the BVI to have no living relatives resident in the BVI. UK is responsible for internal and external security of the BVI therefore the next COP will be a qualified person with no familial connection to the BVI. The UK will NOT repeat their mistake in the late 90's to early 2000.s with a local CoP.

    Why many of you are so uptight with the governor. He doesn’t have to agree with what recommendations the PSC brought forward. The governor has the authority to revert Ms. Vanterpool. Yes many of you would want to see the first female commissioner. Ms Vanterpool is at the retirement age. The force needs an individual with a four year plan. Ms. Vanterpool name maybe mention on press releases but the Jamaican are running the organization at the moment not Ms. Vanterpool. Governor has the last say as to who should be commissioner.
