ROAD TOWN, Tortola, VI- Noting that the issue weighs heavily on the national conscience, Minister for Education, Youth Affairs and Sports Honourable Sharie B. De Castro (AL) has raised the alarm about the rise of serious and extreme misbehaviour among students in the public secondary school system.

Speaking during the Fifth Sitting of the Second Session of the Fifth House of Assembly (HoA) on Tuesday, June 3, 2025, Hon de Castro said over the past year, the territory’s schools have witnessed an alarming increase in incidents that go far beyond typical adolescent misjudgment.

85 suspensions

She continued that in the first two months of this year alone, over 85 suspensions were recorded across the Territory’s four public secondary schools, the majority stemming from drug-related offences, violent altercations, and inappropriate sexual behaviour.

“We have encountered weapons on campuses, students suffering hallucinations from THC-laced edibles, and even instances involving sexual enhancement products found in the possession of children as young as twelve.

“These are not isolated events. They are evidence of a deeper, systemic challenge that no school system can address in isolation,” Hon de Castro said.

‘Troubling data’

She added that in February 2025, the Ministry of Education presented this troubling data to the National Security Council and this was followed with a joint meeting with senior officials from the Ministry of Health to foster greater cross-ministerial collaboration— particularly in the areas of identifying at-risk students, improving information sharing, and establishing preventative systems of care.

“With the support of His Excellency the Governor, these discussions expanded to include top officials from the Royal Virgin Islands Police Force. Out of these engagements, two critical mechanisms were agreed upon: the formation of a Steering Group on Student Wellbeing, and the creation of a multi-agency Task Force on Student Support and Intervention. I am pleased to report that both bodies have been established, and the Steering Group will convene its first meeting this week.”

She said to inform the work of these bodies, the Ministry of Education has developed a comprehensive Framework for Student Support and Wellbeing, which outlines a multipronged strategy to address the root causes of student misconduct while promoting resilience, student empowerment, academic progress, parental support and social development.

Hon de Castro explained that this framework includes the expansion of school-based counselling, the implementation of social-emotional learning across classrooms, the training of teachers in restorative justice and child safeguarding, and the strengthening of re-entry pathways and alternative education options for students at risk of exclusion.

It was also noted that affected schools themselves have been actively developing and implementing their own behaviour support initiatives.

    We are dealing with an institution with over 1200 students aged 12-21, what do you expect? The teachers and officials are in there on an extended vacation and the best you can do is blame the students? The leaders need to LEAD and stop the ^%$* complaining. ESHS is no different to 20-30yrs ago, the only thing is everything is being recorded and posted for all to see. You know what the problems are, DEAL WITH THEM. LEADERS LEAD!

    Juvinile monkeys do what monkeys feel, and see, cats, rats, and other creatures too. Juvennile human children do what they feel, sexually, and do what adults human do sexually, and more.

    What has been promoted, and accepted as freedom celebrations every first Monday each year in early morning juvea, and close to bedrooms activities on Road town street openly, paid for by our tax dollars, of vulgar xxx eroric winding, stwisting, pushing, trow back bottie, and simalar moves, how else do you think else school children nowadays in 2025 will behave Jr. Minister, Hon Sherie de Castro? Stop foolig yourself in expecting appropriate behavior of children that have been raised by parents that daily behave inappropriate, and happy to show off the vulgar adopted moves for entertainment purposes, so-called good wives, and husband included, not to be excluded, some church members, too.

    Stop pretending that you are ignorant of this knowledge, hypocrite. You are an intragual (involve) part of these problems, in my honest opinion

    I have 3 siblings from mommy side and I have 6 from daddy side. Is me alone from my mudda and fada. I watch mommy with 4 different men and I watch daddy with 6 different women. I don’t know where home is. Cause fada always busy chasing the next woman and mudda, the next man. And everybody happy happy eno. 100% accepted situations amongst 80% of BVI population.     In Reference To The Topic Issue;

    Part 2. Drugs And Violence In The shhools

    Since the 1960s eligal drugs use was been intake, and on the rise in the B.V.I. Violence too has accomplished eligal drugs us.
    Hon. Sherie de Castro responce to this high spiked of drugs, and Violence is in the schools, as if she has just awakening from a comma after many years, and like suddenly she is surprised, but no, she is not. As usual, as the others political leaders do, she is acting ignorant. Of a truth she is ignorant, because she has ignored, though she has been informed of its negative effects among school children youth, but only now has she eared her concerns, and posible want the drugs, and Violence stop or discontinue.
    Sadly, though, the same pattern will continue, until first it be stopped among adults parents that spearhead its contuation. But it can be curb by actions of love manifest for each others well-being.

    It is probably a good idea to have a police presence on Elmore Stoutt and Bregado Flax a few times a day. Just he Police dropping by and speaking with the children. Telling them to do the right thing. When they know that police are going to show up, they might think twice about bringing their drugs and weapons to school. There could be random searches on entry a few times a month staggered. This is 2025 and while I accept that students have been exhibiting similar behaviour now on school campuses for over 40 years, this is a different world. The end game is different. Guns were not brought to school back then and tha should be curbed, even if metal detectors are needed. Sexual misconduct can be curbed by having the security that are prevalent on campus move around from class room to class room and all the nooks and crannies of the campus hourly. They should not be sitting by the entrance of the school watch the traffic go by while these things are happening on their watch. We have to be proactive. It is not good enough to just hire security, they have to secure the children who are sent to school to learn. As parents, we will continue to pray. Tik Tok, Instagram, FaceBook and Cable TV are destroying some of these children and the way their parents are behaving, dressing and carrying themselves does not help either.
