ROAD TOWN, Tortola, VI- Just as first and accurately reported by Virgin Islands News Online on August 27, 2026, Scotland national Gordon Frame started on the job as the new Chief Executive Officer of the BVI Health Services Authority (BVIHSA) on September 1, 2026.

BVIHSA confirmed our information yesterday, adding that Mr Frame brings extensive executive leadership experience across the commercial and public healthcare sectors, with a career spanning more than three decades.

The 'focus' for Mr Frame

Commenting on his appointment, Mr Frame said: “I am delighted to join the BVI Health Services Authority and look forward to working with the Board, our healthcare professionals, staff and the wider community. My focus will be on building strong relationships, strengthening the delivery of quality healthcare and supporting sustainable improvements that ultimately enhance the experience and outcomes of patients across the Virgin Islands.”

Most recently, BVIHSA reported, Mr Frame served as National Director of Scheduled Care with NHS Scotland, where he was responsible for scheduled healthcare delivery and performance across Scotland and led transformational improvement initiatives.

Throughout his career, BVIHSA added, Mr Frame has focused on healthcare transformation, service redesign, operational performance, strategic planning, partnership development and improving patient outcomes. He holds a B.Sc. (Hons.) in Physiology and Anatomy from the University of Glasgow and an MBA from the University of Aberdeen.

The BVIHSA said it looks forward to welcoming Mr Frame and supporting him as he begins his leadership of the Authority.

I've already seen some locals comment's complaining why not a local

Listen we've tried our locals and look at the state of our public health care sectors..... All because of greed and incompetence

I hope you sir fix that place up. You will meet opposition but persevere to get that place into shape.

I don't care if he was asian Mexican or from Russia once you meet the qualifications and can do the job you have my support

To many barely qualified WOMEN in leadership position why the hospital failing. These women engage in petty behavior, clicking up and revenge(you will be surprised of the idiosyncratic nature of most of them). They cover for the wrong of the people they favour. I had one individual state to don't report anything to HR they are ineffective and allow the ones they favor to intimidate and disrespect coworkers.

If you think men aren’t the same way then you in trouble….yall see a white man and think he is the savior. Set of field and house slaves. Said leaders would be successful if you guys weren’t busy fighting them down, being jealous and sabotaging. BVI is crab in a barrel.

The problem is not locals. It's about the wrong person being appointed. People who do not have qualifications or experience in the field, as in the case of the last appointment of WSD yesterday and our former CEO for BVIHSA.

We will see what this man delivers. His race and creed are not most important now because the healthcare is a mess to much conflict of interest including with NHI but lets start here with the Hospital.

At this point, we don't need school leavers. We need persons with experience in this area. The school leaver/s can come in at a lower level and gain the knowledge and experience needed to take charge.

Based on my sources and collaboration with BVIHSA news articles revolving around STD/HIV i highly believe either 1 or more school child from ESHS has come in contact with an infected person...

Sir i wont expect a miracle or fast results but i must say please turn your attention to this potential outbreak or soon to be outbreak of HIV/STD amongst our young vulnerable population of school kids.

I can't place the blame fully on the kids bcuz we adults has promoted vulgar promiscuous behavior.

We promoted vulgar sexual songs and dances.

we dress like prostitutes' and shout lyrics like "she luv gun man / bad man"

we grind like animals on the public roads and accept all of this as normal.

we breed for men who clearly are unfit to be faithful partner and father with no ring. then 3-5yrs later them a single mother still partying and drinking.

so when the kids copy our behavior or grow up in broken homes with no strong morals, no decent role model and no self respect they become easy targets. so this environment make it easier for criminals and predators to pick them off.

as the young community continue to defend the current Oversexualisation culture and love for criminals.....the criminals will continue to laugh and feast off of our ignorance.

there are predators in the schools, operating transport services, in office environments etc we truly need a sex offender list. we need a to bring back morals and self respect or things like this will continue to thrive

parents the way or male figure dress says a lot about them and things they associate with as well. it does not always mean the case but more times than not it is likely that person is of bad character. dont matter there occupation if notice any red flags guard your kids from them. Parents please raise your daughters with self respect and support too many young minors dressing half naked and being caught up with dudes with tinted out cars, dude with big gold chains or numerous gold chains, dudes who party and drink a lot etc

You could not have said it any better and that change is coming. Our own blacks is oppressing us. They always think that we are going to get more than them or take away what they have. Any other race of people stick together and help each other except blacks, they are to damn bad minded and evil. Why do you think the Asians, Mexicans, people from the Philippines Arabs and other races do good because they help their people out, not blacks.

Please set up a few kiosks in the clinic area downstairs just for diabetic and hypertensive checks. Elderly persons are being taken to the private doctors for those things and not using the clinics and are paying an exorbitant figure. That is a service that Dr. D. Orlando Smith Hospital should offer for a minimal charge or for free like the clinics. Cutting costs for NHI is imperative at this time so that more assistance can be given to our public hospital.

We need to desist from using the Medical and Surgical wards in Dr. D. Orlando Hospital as the home for the elderly. Folks when your elders are being discharge from the hospital go and receive them, take them home and look about them, they looked after in the past.

Hear dis here! The Territory has not effectively trained , educated, and structured it workforce to meet its needs.. Consequently , a number of positions which Virgin Islanders should be able to staff required recruiting staff from overseas, ie, from About Round Rock to staff. In regards to staffing high level positions at the D. Orlando Smith Hospital, the CEO position had to be staffed by with some one from Briton.I’m not averse to hiring someone from manage Round Rock; it is the paucity of qualified locals is the issue. Major accredited universities and colleges offer courses of study in Hospital Management, Healthcare Administration,,etc. Hear dis ya! A piece of paper alone does not make one quality; one needs experience, which cannot be bought, it has to be earned with time.. Puttinh poorly qualified people in some critical positions results in the Peter Principle. The Minister of Labour needs to get to work.plan the work and work the plan. Is it poor leadership and management, poor training structure,,etc, the culprit in having to recruit people from the outside for jobs at RVIPF, HMP, etc. or it is something .else? Is crab in the bucket mentality, self-discrimination, appeasement, etc a factor(s)?

Just letting you know that your appointed to fail. You ever experience racism? Well this place is not the typical one where the whiteman is the racist. Its the other way around. You are in a den with pure vipers and best believe just like Mr. MENAL Former Managing Director of BVIAA your goose is roasted. I do hope however that you make some head way with this failing institution as Mismanagement and poor orgainizational practices has casued this Health Authority to fail its highly valued and skilled staff. Ultimately failing in providing valuable service to the VI Community. May God bless you as you take on Goliath. Best of luck.
