Minister for Health and Social Development Hon Vincent O. Wheatley (R9) did not respond to our request for his comment on the alleged appointment of Mr Gordon Frame as the new CEO of BVI Health Services Authority. Photo: GIS/File

His name is Gordon Frame, a national of Scotland. Other officials at the Ministry of Health and Social Development and BVIHSA Board Members are tight-lipped about the appointment.

Mr Frame, according to information online, was the Director of Scheduled Care Performance and Delivery for the Scottish Government and NHS Scotland, where he oversaw planned care programmes, elective care recovery and waiting time improvement plans.

Is Frame in hiding?

It also appears that Mr Frame has removed all images of himself from online, as many searches came up with nothing and it was stated that “there is no publicly available official photograph or press image of Gordon Frame.”

It further stated, “because he works in national strategic and operational roles rather than a public-facing political position, his corporate headshot is restricted to internal NHS Scotland staff directories or his professional networks.”

His compensation package and other terms and conditions of his contract are unknown up to press time.

Meanwhile, Minister for Health and Social Development Hon Vincent O. Wheatley (R9) did not respond to our request for his comment.

Dr June M. Samuel did not apply

It was on Talking Points on Monday, May 11, 2026, on ZBVI 780 AM, that Honourable Wheatley (R9) stated that a candidate had been selected by the BVIHSA Board for the position.

Hon Wheatley had also stated that the BVIHSA received 104 applications for the CEO vacancy; however, the current acting CEO, Dr June M. Samuel, a local, did not apply for the role.
