ROAD TOWN, Tortola, VI – Minister for Health and Social Development Honourable Ronnie W. Skelton said that the progress the territory has made in the tourism, including the controversial cruise pier development, has not been without challenges and detractors.

He was speaking in the House of Assembly yesterday July 14, 2015 during the debate on the Tourist Duty Free System Act of 2015.

"Madam Speaker all of this that we are doing here did not come without its detractors and the detractors are still around," he said.

"We need to understand that we who are here managing the affairs of the country most do so in the interest of the majority of people. We must listen to those who had concerns but at the end of the day a decision must be made to do what is good and right for this country Madam Speaker," he said.

He applauded the idea that the territory was moving towards establishing duty free areas as the Premier, who is the subject Minister, sees fit.

Hon Skelton said the definition duty free shopping means retail outlet exempted from the payment of certain local or national taxes and duties with the requirement that the goods sold will be sold to travellers who will take them out of the country.

He said that a level of duty free shopping has been happening in the territory for some time.

"Any goods that are sent out of this country to any other jurisdiction the customs usually gives you back the duty that was paid on those goods," he said.

He said that the passage of the Bill, the territory will be able to compete on a more equitable basis with the Us Virgin Islands and Sint Maarten which are territories that have well established duty free zones.

Throughout the campaign trail, the Virgin Islands Party’s members have been blasting the Government over the project for what they call lack of transparency with the spending of monies for it. However the party always made it clear that in principle it was not against the project as it was seen as needed.

The final outcome does not justify how the road was taken. The end does not justify the means and that is what some people are critical of. The jury is still out as to how successful this project will be and how much cultural and international identity we are losing to become more like St Thomas and St Marteen with their cruise ships and crowds. Are we going to look at gambling next? as always, please PROTECT historical sites. Don't give them a Disney flavour.

Mr. Know it All can say what he wants but he knows full well that he would never run his private & business finance the way his elected partner & nephew is running the monies for this project.

Mr.minister do you know there is a God? What have you done with the morals your parents taught you? You and your colleagues are behaving like criminals. You put your friend to head up the health service and he knows nothing about health care. All his interest is the money. He cares nothing about people. You brought a woman who was rejected by her own both in the U.S. Virgin Islands and Anguilla where her roots started.only the rejects are good enough for these Virgin Islands? What are you getting for this action? As for the port let us hope no one comes from Michigan to investigate. Too much greed and corruption in this territory. The goose will come home to nest.

two comments: Anguilla born are running the country and anyone coming from Michigan will probably stay at Oil Nut Bay with his friend. He would probably LIKE the pier and hospital making him part of the problem.

I monitor world affairs on a daily basis but I am still to understand the rational behind the appointments of our Ministers. We have two Medical Doctors in house but we have appointed an Electrical Engineer to head up our medical services. That make sense? Gee man. To top it off, we have appointed a "Doctor" to head up Airport development. Do you understand why in spite of the millions spent on these two projects we are no closer to a practical solution? One is "done deal" and the other has a mine of his own, "please do not confuse me, my mind is made up."
