HM Customs & RVIPF sign MoU for handling of contraband
According to an April 22, 2026, press release, the MoU was designed to enhance transparency, ensure legal compliance, promote public safety, and strengthen interagency coordination. This structured framework will support effective information sharing and operational cooperation, contributing to successful legal proceedings and improved enforcement outcomes.
The agreement is aligned with the HM Customs Contraband Policy – DSHD Policy (100) and reflects a shared commitment to best practices in contraband management.
The MoU and associated policy were implemented in accordance with Recommendation 45 of the HMICFRS Law Review, Volume 1, reinforcing both agencies' dedication to accountability and good governance.
HM Customs & RVIPF have always worked together
Acting Commission of the Custom’s Department, Mr Clinton Greg Romney expressed his satisfaction with the structured partnership, commenting, “The Customs Department and the Royal Virgin Islands have always cooperated in joint operations in the past. I am very pleased to see the signing of a Memorandum of Understanding which will structure and solidify the collaboration from these two key Government entities.”
Meanwhile, Acting Commissioner of Police Richard Ullger said, “Creating a safer community is in the best interest of the Royal Virgin Islands Police Force, and now that the MoU was inked, we are even more committed and further strengthened to continue to give the community full support.”
The Customs Department is one of the revenue-collecting departments of the Government of the Virgin Islands, and is also responsible for the protection of society by the prevention and interdiction of restricted and prohibited goods from entering the Territory. The mission of the RVIPF, meanwhile, is to keep the people, places, and communities of the Virgin Islands safe.
