PARAQUITA BAY, Tortola, VI – In offering memories of Former Chief Minister of the Virgin Islands Hon. H. Lavity Stoutt on March 4, 2013, Premier Dr The Hon. D. Orlando Smith recalled that Former Chief Minister Stoutt’s time was characterized by persistence and described the period that Stoutt took office as a time of learning for himself and other Ministers.

Dr Smith expressed that when Mr Stoutt was asked what he thought was the secret of his success in politics, Stoutt reportedly replied “it was doing the people’s business and delivering the goods.” The Premier further noted that Mr Stoutt had a drive for education and the college that bears his name today was also his brainchild.

According to Premier Smith, Stoutt owed much of his success to the fact that he surrounded himself with good people who wanted to work with him and were willing to go the extra mile. He also relied heavily on a second set of advisors to make up his mind on key decisions. The fact that he did some preaching may also have added somewhat to his political successes, Dr Smith suggested. Dr Smith stated that because of his numerous efforts towards achieving a masterful job, Stoutt would always be recognised as the political father of the Virgin Islands.

Former Chief Education Officer Mr Elroy Turnbull revealed that the British Government tried both “overtly and covertly to block Mr Stoutt’s dreams”.

He recalled a story of an emissary being sent to deliver a letter from the UK Government indicating that there would be no funding for the local Community College now named in Stoutt’s honour. Stoutt reportedly “slammed the desk like Mohammed Ali” upon hearing the news before the emissary was ushered out of the former Chief Minister’s office.

H. Lavity Stoutt was appointed the first Chief Minister of the Virgin Islands in 1967 and served in three non-consecutive terms .

The occasion today was the 12th Annual Celebration in honour of H. Lavity Stoutt held on the lawns of the H. Lavity Stoutt Community College (HLSCC).

At one point after a consultant had advised that two schools be closed down, Turnbull recalled that Stoutt had told him, “Turnie old boy… that was the British Government, they have a plan to make sure I don’t get re-elected but I caught them.”

Meanwhile, Former Minister for Education and Culture and First District Representative Andrew A. Fahie said that Stoutt fulfilled the purpose God created him to fulfil while describing him as a modern day Moses who led his generation to the brink of the promised land. For the People of the First District, Hon. Fahie said, Stoutt was “larger than life”.

Hon. Fahie explained that true success was when we would have fulfilled our God given purpose for existing and concluded that Hon. Stoutt lived a successful life. Hon. Fahie advised that today, in the Joshua and Caleb generation, persons should discover their purpose much like Hon. Stoutt did and try to fulfil this.

The Celebrations also saw cultural presentations from the Elmore Stoutt High School Drama Society, dances by the BVI Heritage Dancers and the Enis Adams Primary School as well as a performances by the HLSCC Choir among others.

    I have a gut feeling that had it been possible for Lavity to lissen to some of what was said, he would certainly have asked "Were they speaking about me?" OH how we have perfected the art of re writing history.

    Dr. Smith is perfectly right, Lavity's success was directly linked to the fact that he was sourrounded by intelligent and well meaning folks who had the BVI at heart. No need to name them as they are well known. What Dr. Smith needs to do is to make a quick comparison between Lavity's advisors and those who he is presently listening to and make a judgement call. It is crystal clear that this bunch, including most of his ministers are self seeking and will eventually leave him with sad memories of a lost opportunity.

      Stoutt governed in a simpler time when opening the doors to cruise ships meant ONE in the harbour- not five. He was not surrounded by businessmen who had their own self interest in mind, nor was he of an era of first class flights to dubai and hong kong and trying to make Road Town into a CITY. Pressures are different now and we have lost the primary focus for the people, that of upgrading the infrastructure, education, electricity, water, sewage and all other factors contributing to a quality of life that only a few enjoy today because they can afford it for themselves. They are the island's 1% and are elitist. Stoutt, even though he had his personal real estate projections, thought of the people first. This government has to get back to the basics and not chase the shiny ball and fantasy before laying a firm realistic foundation.

        So you telling me this country is for a few who want it to stay in the 18th century? How the HELL taxi men and vendors suppose to make it with just one cruize ship a week? You ll with your old ways and forget it have young people living in this country who dont want the country to stay stagnant. If you think the people around Lavity did not have their self interest in mind, think again my brother. No one hs lost sight of what needs to be done on our island. You all want the government to fix everything in one day. Fixing things equires money and with people like you who only want one cruize ship a week, ont want a bigger port or airport, dont want investments, how do you think the government will get the money to fix what needs to be fixed. Government does not have a money tree. I am baffled at how some of us really think. We are the youths and we need to see some changes in or country that will want us to stay when we finish our education. We will continue to ralley around the NDP for they know what is needed in this country to keep or interest and to make us want to stay. This is not a retirement country

          Goonsquad, I hear what you are saying however the problems we face as a Territory is POOR financial management. During Lavity's time we did more with less and there was not so much waste and theft going on in Government. Furthermore, we were not operating at a deficit. We can have the bells and whistles but we need to be prudent about how we do things. The cruise ship industry we are not even maximizing cause a majority of the guests on the ship do NOT come onshore. Instead of expanding for larger ships there should be a development of our overall product to entice the not interested to come onshore. Bigger ships are not going to solve the problem; that is the LIE that is being pushed on the people through propoganda. Our elected officials need to tell us the truth and not only look for the 6 million off the top on this project.

    What nonsense you come on here trying to put in people's mind about Fahie? The man is sitting where they put him to sit for the ceremony. His speech was the best one to me and he is a man that I admire whose heart is in the right place despite the few haters and malicious people like yourself.

    Look at that Eile....., ask her if she remember what she did to Lavitty Stoutt. In 1995 after the elections the VIP sat in Lavitty house in Long Bay calling and looking and waiting for that same Eil.... to join them to form a government from after the last ballot was counted the night of the election till 6 am the following morning. She dissed them and Lavitty.

    Instead she went to McNamara in Gordon house to form a government, which they failed at doing. That same morning O'Neal her friend went to convince her to join the VIP to help Lavitty form a government, and he said she told him only if he was going to be Chief Minister. She would not work under Lavity. Then as soon as he died, she found herself over in the VIP government. Hmmmm, what do you think?
