ROAD TOWN, Tortola, VI– Government contracts awarded to Mr Claude O. Skelton-Cline under the past Premier Andrew A. Fahie administration were labeled a mistake by current Premier, Dr the Hon Natalio D. Wheatley (R7) when the House of Assembly debated an Auditor General's Report on the examination of public contracts issued to Mr Skelton-Cline.

During the Third Sitting of the Fifth Session of the Fourth House of Assembly on February 21, 2023, Legislator and Minister for Natural Resources and Labour Hon Melvin M. Turnbull (R2) recused himself from the debates on the basis that the report was on his cousin.

Mistakes must be acknowledged - Dr Whealtey 

Premier Wheatley added that while Mr Skelton-Cline was his friend, legislators are subject to scrutiny and that he initially supported the contract when it first came to Cabinet, but now must acknowledge it a mistake.

“I am here to say to you, Madam Speaker, that I believe that my support for these contracts was a mistake, and I believe that the former Premier made a mistake in engaging Claude Skelton-Cline with these contracts,” he said.

The Premier added that if the VI is to grow, people must look within themselves and admit to some harsh truths.

“The period that we are in, is a period of reform, a period of self-restriction and if we fool ourselves into believing that we have nothing to fix, we will not improve this territory for the better,” he said, while admitting that Skelton-Cline is his friend.

Contribution to success of projects marginal @ best - AG Reports 

According to the Premier, the Report from the Auditor General has concluded that in the three consultancy contracts given to Skelton-Cline with an income of roughly $16,000 per month, he was paid exorbitantly and that his contribution to the success of the initiatives was marginal at best. 

The Premier added that persons in the VI must learn to ‘speak honestly’ to friends and family because the territory is a small society and that friends and family must tell each other the truth.

Meanwhile, the Premier said that he thinks the resources given to Skelton-Cline would have been better used.

      This man who was brought by the Governor to head the RDA just a few years ago made three hundred thousand dollars a year and produced nothing for the money. He was never audited nor was it ever questioned. The local guy who has now been placed over the RDA by the insistence of the now VIP government has produced plenty and is not paid nowhere near three hundred thousand dollars a year because the Governor and the then Board did not agree to pay him that kind of money because he is local and black. People stop letting the Governor and the auditor programme our minds with the games they are playing to only target who they hate so that the majority of the public can hate them also and see things the way they want them to see them so it can enhance their devious cause.

    Wasn't Natalio part of the government when Andrew gave the contract to Claude. Wasn't he a part of the house. I guess he didn't know that it was a mistake then. He didn't have the ghuts to stand up against rite from wrong. This is samething that continues to happen government after government.

    But you Natalio was the Deputy! You helped by agreeing to all those contacts. If they were a mistake, then you to are a mistake. These mistakes costs the taxpayers 2.3 million!!! These mistakes that you facilitated caused the COI. These mistakes almost cost us our country!

    Let us not be too quick to condemn CSC although he is not a favorite of mine. His contracts were just before covid and during covid. This brings into question if he is really at fault as the audit and others are suggesting. Could it be the tasks he signed to perform were impeded from fully manifesting given that the government and country had shut down. Also, it could be that he did his part, but government failed to do their part to allow the initiatives to come to fruition. This is not an open and shut case as some may think because most of us hate the guy.

      You're so anxious to defend. It has been justified that the man did not deliver. If it was during covid, all he had to do was refuse the payment because he could not carry out the contracted assignment. But nah, the money was too sweet.

    I am amazed what audits the Governor orders through his COI and how one sided the audits are done. If we are going to audit contracts, then let us go to the Tourist Board during the NDP Administration for a certain man that name rhymes with hussel. Let us go by the RDA and audit the many UK nationals making huge sums of money on the pay roll every month but working from the UK and doing nothing for the money. Let us not target one person for political and grudge reasons. Let us tackle all.

    I have lost confidence in the system, auditor general, and the Governor, because it is about lynching who they want to get and not about fairness, truth and balance. Case in point, did any of us ever see an audit for the handling of Irma and Maria by Government and where the resources went and why people did not receive them? The answer is no. Did anyone ever see an audit for the handling of the business loans and grants to friends and family after Irma and Maria that were never paid back or utilized properly? The answer is no. Did anyone see an audit of the Governor's poor handling of the public service? The answer is no. I could go on and on with so many contracts and questions outside the target group of the COI, auditor general, and Governor/UK. This whole thing is about getting at who the status quo wants to get out of the way by tarnishing them even if they prove their innocence afterwards.

      Everything is wrong with anything that is wrong, no matter who does it. You need hard evidence? Call it out and demand an investigation and an audit. Do not sugar coat one to balance another.

      Heard 8District rep yesterday on the radio and I felt so ashamed that we put this dunce in the legislature. His mom, a dear woman, taught me in school when I was a child. She gave me couple rulers and pinches along the way. Was she not suppose to correct me because other children were doing the same thing too? Hey, today i thank her for those corrections else I could have turned into a jail bird. Because he is one who getting milk off the treasury tee tee he feel the wrong should not be exposed. This is why we suffering and we will continue to suffer until these set of idots are removed from office.

    After the first Skelton Crime contract produced nothing , he then approved the next two contracts for the same man

    I am amazed at all these smokes and mirrors by the Governor and UK to protect their local house slaves as well as other UK officials among other high level country officials involved in the eight-million-dollar plane heist that conveniently has gone quite while trying to keep our attention on other matters that will eventually be explained. Listening to the set of fools trying to justify that it is the UK trying to turn us against each other and run away from issue makes anyone want to throw up. Kick backs by every minister, now and before is practiced. if you can't hand back some of that money, you and them will fall out. CSC is so greedy, I doubt anybody would have gotten a dime out of him.

    He paid no payroll tax and I'm sure he did not tithe on none of his luxurious income. But yet he preach to his so-call foolish flock that they must give their 10% to the church, while that part of the bible don't apply to him.

    This article will get lower and lower down the thread and evenutally come off the screen in a few days and we will forget. BVI people only talk for 2 days and then go back to sleep. Set of people afraid of their own shadow. They stand up for nothing that will be a benefit and ramp and rave over other mess. Carry on

    so you trying to tell me this man was collecting 192,000 a year from the government. More information needs to be given. HOW LONG DID THIS CONTRACT LASTED FOR. Was he being tax from this contract because according the numbers from the first payment tax should of been deducted from his pay.

    Government you guys really drop the ball on this one big time. This man offered nothing to him the youths and only cared about building his mansion and buying fancy car. And now he even have a contract to sell food in the high school. How much this man want to eat of the government head. And he call himself a man God. Then again Head Coach did as well.

    I am sure that this was brought to the house for approval! Who all agreed that it was a great idea to give away our money to this man and receive nothing in return? The other thing is that, they knew he wasn't doing anything and they continue with this contract...wow...
    Just like the Airplane that we still waiting to see or return our money. U can't make these things up. Smfh....Only in BVI...Until we get serious and start demanding for people to be lockup for their wrong doings, these sorts of injustice to us the people will continue.

      I really don’t know why people call for the end result in such issues / problems be the person to be locked up. Moreover,it is one of the most disturbing way I see that society deal with consequences. Now, if this guy is locked up by the government, the government then have to feed, clothes and give medical attention to him, and that’s according to the UN Declaration of Human Rights.     where on earth in the bible refers to senior and junior pastor, first lady, deacon-ness, man of the cloth, acting elder, Dr reverend and all this unscriptural flatery. We live in a time where mankind want to have names bigger than Jesus and his apostles. This limelight in the church need to stop or God will stop it.

    The office of a deacon is played down to the role of the water boy for the bishop or carry his briefcase. No. the only difference between a deacon and a bishop is that a bishop is given to no wine, and a deacon is given to litte wine.

    Now on the subject at hand. Because the D2 rep is a cousin, hey, you are also a so-call pastor or minister. You should be the first one to call him out. Family or not. Stand for rightousness and holiness in every corner and call wrong wrong and sin sin. Stop the blumming sugar coating. As a so-call man a God you cannot excuse yourself from any moral issue. The church should not be about family, and the government should not be about family either. The church is the bride of Christ and nobody owns no church. If it don't belong to God, then call it something else.

    People everywhere and everyday are being face with choices, the employment of Claude Skeleton Cline by the VIP Government no less.
    After all that has happened gone wrong since CSC employment, how come now appeared to be the right for our current Premier to and now admitted that it was a mistake? Most of the times when people got caught for actions they have done wrong or wrong that they did agreed with, rather than accepting blame, they blamed mistake. Allowed me, please, to explain what I know to be the true definition of a mistake, bellow:
    Two persons two different countries entered Terrance B. Lettsome Airport. Both of them are owners of a suitcase identical to the other. The wrong was taken up, and placed on the scale.
    The wrong tag number was put on it. After flight landing, on of the passenger took the wrong suitcase, without knowledge that the owner was another. In other words it was take by error.
    What our current Premier has claimed is mistake is not a mistake, but in facta deliberate judgment decision made by the former Premier, agreed to by him, the current Premier.

    Mistakes is a commonly used word said after a person got caught, not before.

    How come when a person want to buy a bicycle the don't pay for a back hoe and go bicycling?
    Honesty is still the best policy, everytime. But mistakes do happens From time to time, but not according to the topic matter. No. No. No., rather than mistake Bad management, in many, and mine honest opinion.
