SEA COWS BAY, Tortola, VI- An attorney-at-law is convinced that the reputation of the Virgin Islands (VI) has been tarnished by the negative press in the announcement of a Commission of Inquiry announced recently by outgoing Governor of the VI, Mr Augustus J. U. Jaspert.

On Tuesday, January 19, 2021, Premier and Minister of Finance Honourable Andrew A. Fahie (R1) and his team of Ministers were on their Sea Cows Bay leg of the ongoing community meetings when Attorney-at-Law Michael J. Fay, QC took to the microphone to question the motive of the Governor’s media splurge when announcing the Commissioner of Inquiry.

Was intention to damage reputation of VI?

Mr Fay said that, while ignoring for the moment the question of whether His Excellency the Governor believes he has good reason to call for a Commission of Inquiry, “I want to ask you a question about how the announcement was made.”

He stated that it was his understanding that the Hon Fahie government was not given any advance notice that an announcement of a Commission of Inquiry would be publicly made that Monday morning, January 18, 2021.

“However, it appears that the English press, but apparently not any press outlet in the BVI, were given advance notice so that they were able to run the story before the Government here was aware of, or had time to respond to, the story. An announcement was also made by the UK Foreign Secretary on Monday morning.”

Attorney Fay, speaking at the community meeting at the BVI Seventh-day Adventist School, said he was not able to think of any legitimate reason why the Government of the Virgin Islands had to be kept in the dark about the announcement of the CoI. “I cannot think of any manner in which the proper conduct of the inquiry would have been compromised if the Government had been given notice, and prepared to respond.”

“In the circumstances, I wonder why the announcement was kept secret and then made so dramatically. Absent any good reason for the secrecy and the surprise, I wonder whether the secrecy was intended to achieve two purposes (i) to be as dramatic as possible, (ii) to damage the reputation of the BVI as much as possible. It certainly achieved those ends.”

Well-coordinated ambush

“So my question is to ask you whether the Governor has been able to provide you with any good explanation for the secrecy,” Mr Fay asked.

Responding to Mr Fay, Deputy Premier and Minister for Education, Culture, Youth Affairs, Fisheries and Agriculture, Dr the Honourable Natalio D. Wheatley (R7) said, “I can say without a shadow of a doubt, leaving no uncertainty what-so-ever, we found out about this commission of inquiry, I can’t say same time as everyone else because obviously there were entities in the media in the United Kingdom and elsewhere which were informed about this well before we were informed.”

“I can only come to the conclusion that this was a well-coordinated ambush designed to do exactly what you said, damage the reputation of the territory and certainly seek to damage this administration.”

      Then the QC Fay doesn't know what he is talking about , the Governor wanted to use the GIS that is the Government Information Service , you know that entity that didn;t know what was happening , but the Premier had stopped the Governor from accessing the service and IGNORED the request fom the governor to get onto the service. That is the reason, perhaps the QC Fay could read

      Attorney Fay asked the Governor the same question today, and the Governor could not suggest any reason for the secrecy or drama of the announcement, or any reason for not giving the Government 7 days notice..

    It was a deliberate strategic plan. He came here with a specific intention and we played right into his hands. Busy infighting and not seeing the Global picture. Divide and conquer. Colonization all over again. History will repeat as we seemed not to have learned lessons from the past.
    To say that he did what he did in the interest of the people of the BVI is hogwash. The intent is to destroy what remaining international standing we have and demolish our financial economic potential.
    Those who consider him a friend need to stand back and reevaluate the lens through which he viewed and used them.

    It’s sad that some of our local people are so blind they can’t see the BIG picture.
    The governor has not done us good with this.

      It’s not that they are blind rather spiteful . It’s mostly locals who didn’t get their way . So they are opposing against the current administration knowing very well Jasper have an agenda .     The governor started the propaganda machine of a corrupt BVI in the UK and international news. They know that a commission of inquiry was going to take place before people of the BVI.

    He then hand picks a judge and brings him here to do an inquiry into corruption after he started and or aided to fuel the corrupt BVI propaganda world wide.

    Tell me based on this knowledge, how can anyone with common sense not see that this inquiry will not be un-biased?

    This commission of inquiry is part of a calculated plot to undermined BVI integrity, push a corrupt BVI agenda and pave the way for UK to make statements that they have to step in and stabilize the corrupt BVI; and the world will easier support it because of the filth that the governor and his associates have put out to them.

    Look at the head lines being propagated into the world "PARADISE LOST Millions of pounds of taxpayers’ cash feared stolen in ‘corrupt’ British Virgin Islands"

    I challenge anybody to show me where the lost paradise is... because it definitely ain't this British Virgin Islands that I am Living in right now!

    Think way bigger. The UK Govt has vast resouces to dig into whats going on and they have obviously been at this for a while and what ever they found is well past the point of accetable corruption because its not like people here have only just started enriching themselves. A past Chief Minister was called the cookie monster afterall. If you are all happy with 1% getting richer while the BVI still has shit roads, no sewage infra structue, no high school etc then keep wailing about the UK taking over and all the colonial stuff BUT if you realise that those in power have little regard for doing whats right for the small poorer than them people in the BVI then let this commission do its job and lets get rid of the people theiving our money.

    The BVI is not the first country to have a commission of inquiry for possible corruption and abuse of resources and it won't be the last.The point is as the governor states there has been complaints made to him from the public and this is one of the actions that is usually taken in instances like that.If anything it should show a zero tolerance for corruption and therefore paints a positive picture,instead of turning a blind eye and continuing in the wrongness just because persons are afraid to rock the boat. Just because you get accustomed to doing wrong and got comfortable with it l,dosent make it right!

    Nothing is wrong with having the inquire. It is what happen in the process of informing our government and the people of the territory. In my opinion informing the Government first was the right thing to do. Not every media all over UK and elsewhere to know before the territory is informed.
