ROAD TOWN, Tortola, VI- As first and accurately reported by Virgin Islands News Online (VINO) on September 3, 2025, Mr Jeremy W. Hodge has taken up a new position with the Recovery and Development Agency (RDA).

He stepped into the role of Manager- Project Planning and Management, effective Wednesday, October 1, 2025, according to a press release from the RDA. 

Mr Hodge, the former Director of the Public Works Department (PWD), was seconded to the RDA position. The release stated that he joins the RDA at a “critical juncture” as the agency continues its mission to deliver sustainable development initiatives across the Virgin Islands (VI). 

“His secondment reflects the Agency’s continued commitment to strengthening its internal capacity and enhancing project delivery outcomes while also developing capacity in the public service,” the press release explained. 

New role at RDA

At the RDA, Mr Hodge will assist in leading the planning, coordination and delivery of major development projects, including the procurement processes, ensuring alignment with national priorities and stakeholder expectations.

His efforts are expected to play a key role in advancing the Agency’s strategic objectives and delivering impactful results for the Territory, while ensuring exposure to the Agency’s approach and practices, the release added. 

RDA Chief Executive Officer, Mr Anthony S. McMaster, said the agency is pleased to welcome Mr Hodge to the RDA team. 

“His extensive experience and proven  leadership in the public sector will be invaluable as we continue to build a stronger,  smarter, greener, and better Virgin Islands.” 

The RDA stated the team looks forward to working with Mr Hodge and is confident his secondment will bring a positive contribution to the agency’s ongoing efforts in the VI’s development, particularly during the RDA’s envisioned transition to the Virgin Islands Development Agency (VIDA).

A career of strategic planning

According to the RDA, Mr Hodge has had a career marked by a strong focus on strategic planning, human resource development, and public sector leadership. 

His career spans numerous senior roles in the public service, including Human Resources Manager at the Ministry of Finance, Deputy Permanent Secretary in the Ministry of Transportation, Works and  Utilities, and Director of the Public Works Department (PWD).  

Hodge holds a Graduate Diploma in Management from Manchester University, an Executive Diploma in Management from McKechnie Institute in the  United Kingdom, a Bachelor of Arts (Hons) in Human Resources  Management from InterAmerican University in Puerto Rico and an Associate of  Science in Business Administration from the H. Lavity Stoutt Community College.

    Who has been in charge of infrastructure works in the Territory for the last 3 years?

    How has that been going?

    RDA's transition from RDA to VIDA also seems to be a transition from effective to VI business as usual.

    Hope I am wrong.

    I need to know how much the money the RDA director is being paid.

    We all knew how much the white director was being paid so we need to know how much the black director is being paid. Why the big secret? Where is the transparency?

    As for this appointment. Nothing more than a ceremonial retirement position to push the retirement package and social security into a higher bracket.

    Did Mr. Hodge performance at Public Works was a “ Bang Up “ job, earning him a promotion at RDA? Is this a @ Peter Principle” promotion, ie, promotion from a level of competence to a level of incompetence at a new job. The Peter Principle is often used to get someone out of the way.

        @@Mustang , seems as though you are giving the gang bangers, drive killers, etc creds. We must demand more from our people than better than the worst among us ,,who are a drag on us. Our promotion system must be based on knowledge, demonstrated performance, experience, merit, etc, not not on RoD ( retired on duty), Peter principle, cowboy/cowgirl , etc nonsense. We must stop moving our problems to others. Instead, supervisors,,managers,,etc,,must effectively lead and develop their people, getting the best from them. Failure of their subordinates are also their failures. They must coach, counseled, progressive discipline , part way when and where needed..Let’s promote who earned it to positions of increasing responsibility; stop putting round pegs in square holes. Why keeping putting non-technical, admin peeps to lead Public Works, technical position, expecting the delivery of the best services to the most people.?

    Public works need be in east end two days week cause most pot holes omg not to mention tourist coming from the airport have to experience a roller coaster,an the other thing is most time they come an do patch it’s either to much or to less never a smooth fix where is the supervisor government raising cost on the public we demand better roads an infrastructures ain’t no game

    Same way it have it a department manager at BVIEC that will walk the whole of Johnson hill at least ones a week. And you can tell me almost all the HV poles are either over grown with bush or the Trees are i inches from touching the lines. So to you sir. As the head of the distribution department get one of your subordinate to drive around and see how best you can utilize the men them and clean up the poles of overgrown trees. The pass GM was very good at Micro managing that place which some use to love but others hate.
