Alvin Christopher told the 2012 Standing Finance Committee (SFC) during a presentation by the Financial Secretary, Neil Smith when discussing the public debt and deficit that the Virgin Islands arrived in the financial circumstances because “we constantly made commitments based on Cabinet decisions”.
