UPDATE: Sister upset 'Noel' was given ‘weed’ to smoke
GREAT HARBOUR, Jost Van Dyke- “I can’t understand people over here, they know he was not supposed to smoke weed and they used to still give it to him,” lamented a tearful Selvina Chinnery, the sister of Noel Chinnery who was discovered hanging by a rope in a tree on the morning of April 21, 2013 in Jost Van Dyke.
