Education Minister wants shift from conversation of Protocols

Walwyn believes that part of the Territory's unemployment problem, arises in his estimation, through a situation whereby Virgin Islanders are not mentally conditioned to do certain jobs; something which has resulted in the introduction of expatriates to the Territory to fill these roles.
