ROAD TOWN, Tortola, VI - Although late in coming but maybe early enough for the thought to be considered for next year, Donald deCastro has lamented that the Emancipation Festival in the Virgin Islands has been transformed into a carnival-like affair and said this year’s celebration was disastrous and shameful.
