CDB gives go ahead to procurement process for WE Ferry Terminal construction
As a result, the four shortlisted firms have officially been issued the bid documents, marking a significant step forward in the project’s progress, the RDA stated in a press release on August 23, 2024.
4 shortlisted firms invited to submit bids
According to the RDA, bidders now have until 10:00 AM on Friday, October 25, 2024, to submit their bids. Prior to this, a Site Visit and Bidder’s Conference will be held for the four shortlisted bidders on Friday, August 30, 2024, to get a firsthand view of the conditions and possible challenges at and around the project’s location as well as to pose questions they may have based on the site visit.
RDA’s Director of Procurement Mr John Primo shared that, “The RDA is pleased to have arrived at this point in the process and appreciates the CDB's support. I encourage the shortlisted firms to thoroughly review all documentation to ensure that their bids meet all the required specifications and offer a competitive price”.
Busiest seaport prior to Hurricane Irma
The West End Ferry Terminal was the busiest seaport in the Virgin Islands prior to the 2017 hurricanes, clearing over 40-percent (40%) of all arrivals by sea into the Territory. The destruction of the terminal has affected travel between Tortola, Jost van Dyke and the US Virgin Islands (USVI) impacting both residents and visitors, whether arriving by ferry, water taxi, private yacht or charter yacht.
The Construction of the New West End Ferry Terminal Project is being implemented within the “Resilient Infrastructure” Sector and as part of the CDB-funded Rehabilitation and Reconstruction Loan (RRL).

All very good questions. Most importantly: where are audits for the last nine years? My suspicion is the issues are linked. Are contractors being paid? Is there any money to pay them? Are dedicated funds, like the $10 environmental tax, truly ring-fenced?
The procurement go ahead for West End Ferry Terminal is good, but only a face lift ploy. Money will be made some, but for other none.
True, a person can wash their face daily and style their hair to draw attraction to self, but if hadn't daily been washing or bathing the whole body daily, does that mean that they deserve the attention they seek? Is that pleasing? To God no, to some people yes, to others no, to the VIP government, in reference to the Topic Issue, yes, yes, yes, we are the best.
The BVI infrastructure is badly lagging behind most Caribbean Countries that envied us year ago. Because of greedy politicians mismanaging of our finances. That same practice is ongoing hastily without shame.
Our traffic roads that we use daily 24/7 are terrible condition, potholes here their, jagged pavement here and there. Our sewer inadequately kept, water shortage is also a major problem.
Please be patient with me a longer.
Many of the tourist that came to visit our country for yacht charter came via the usvi. Lately, many more are now coming to the BVI via Terence B. Airport. Things are fastly changing. The gap between rich and poor, finally speaking is widening because of the lack of good governance. The evidence of this is factual to who care to see.
I am discouraging a modern ferry Terminal at West End, but it is transparently clear that the VIP government now running our country, named British Virgin Islands is very impotent in doing so in 2024 and beyond. Only greedy, blind, selfish and this that don't care about a better present living condition for all the people of the BVI will disagree (dislike).
God is Love and Love is God.
An error was made by by me. A modern ferry Terminal at West End is welcome, but not before other urgent infrastructure need are being work on.
Thank you VINO
I am not against a modern ferry Terminal at West End, but....
Additionally the faster foiling ferries will not need WE as a stop or turnaround port. The only vessels needing a terminal in WE are the old JVD ferries and the yachts clearing in and out of the BVI.
