Ad Hoc Virgin Islands Economic Advisory Council established

ROAD TOWN, Tortola, VI- As part of the Government of The Virgin Islands’ plans to achieve its vision to be a leading economy through entrepreneurship, innovation, foreign and local investment by 2025, Premier and Minister of Finance Honourable Andrew A. Fahie (R1), in consultation with members of his Cabinet, has made a decision to establish an ad hoc Economic Advisory Council to the Premier (EAC).

According to a press release from Government Information Service (GIS) on October 30, 2020, Premier Fahie explained, “At this stage in the Territory’s constitutional and economic development, it is in the best interest of the Government and the people that the EAC, a non-constitutional and independent body be established to provide economic advice specifically to the Premier.”

The EAC, according to the release, is expected to highlight key economic issues facing the Territory to the Government of the Virgin Islands from an objective viewpoint. 

"It will advise the Premier on economic issues including industries, diversification/development of industries, regional and local business opportunities, inflation (e.g. cost of doing business and cost of living), finance and foreign investment, in an effort to ensure that the economy of the Virgin Islands continues in an upward mobility and that the Virgin Islands keeps its competitive advantage regionally and globally," the press release informed.

Terms of reference

The Terms of reference as defined by the EAC are as follows:

1.  Analysing any issue, economic or otherwise, referred to it by the Premier and advising him thereon;

2.  Addressing issues of macroeconomic importance (whether on its own cognisance or on a reference from the Premier) and presenting views thereon to the Premier;

3. Creating sub-committees of the EAC to look at specific economic categories of the economy including but not limited to foreign investment, national strategic planning, social restructuring, digital transformation/innovation and the environment. Each sub-committee of the EAC shall include representation from the sister islands in the various industries as such representation is determined and approved from time to time;

4. Submitting periodic reports to the Premier on macroeconomic developments and issues with implications for economic policy; and

5. Attending to any other task as may be directed by the Premier from time to time.

Role of EAC

The primary role of the ad hoc EAC, according to Government, is to provide an objective viewpoint on economic policy matters that are referred to it by the Premier of the Virgin Islands.

Additionally, the EAC will prepare periodic reports of economic developments that need to be brought to the attention of the Premier. Hence, the EAC will closely monitor national and international economic developments and trends and will develop appropriate policy responses and points of action for the Premier. It may also publish annual reports on the economic standing and outlook of the Virgin Islands as well as general reviews on the economy of the Virgin Islands.

      I see the only two hotel representatives are from locally owned hotels. The vast majority of hotels are owned by non locals and or white belongers. No representation for them.

      This is an excellent initiative...Dont like the make up...What happen to the grass roots common sense people, just recycling the same falures...Its time to give common sense a chance intelligence has failed us over and over, Surprise neither Myett's or Quotto's , and Some one from JVD and, or VG Isn't on it..This Process needs practical, common sense and unselfish participation... Not a discussion as to who is more intelligent hindering the process of compromise and progress...

    Five from financial/professional services, two from hospitality and just one representative for marine? Similar to the protocols for reopening - the critical marine sector is being ignored. 60%+ of the beds, large % of revenue, drives substantial revenue in many other segments (restaurants, bars, groceries, etc.) Premier Fahie needs to be considering the marine segment in more of his actions.

    We need ppl with innovative thinking, to rebuild our economy focusing on expanding our Tourism and Agricultural sectors, we cannot survive without sustaining ourselves. We must embrace the technology in farming and fishing, building more hotels and villa and improving our road network. For example we must consider using our water ways for land base transportation getting ppl conveniently in and out of the Capital city, building a modern ferry terminal in both RT and WE for the future, creating more jobs in the private sector and reduce govt sector will be a big plus our economy. Let me see what u guys will come up with for the gov't.

    To put people in position to come up with policies and ideas that’s not directly being affected by the decisions made is a bad move. Most if not all of the people mentioned here can only see as far as their own pockets.let’s get some of the what you would call the small man on the ground to be part of some of these forums they can speak from a personal level their input here may just be what’s needed.

    The marine sector may have only one representative, but he is a very good one. If the rest are half as good, this team will be a big help to the Premier and the Territory. We have been complaining long and hard that Government hasn't listened. This move is way overdue, but let's get behind this and hope for the best. And, this committee should NOT be built on anything other than competence and knowledge of their fields. Not politics. Not race. Not social positions.

    Undoubtedly, the EAC is good idea that can bear fruit for the VI. Wish the EAC had a more more inclusive of actual share holders. Currently, it comprise mainly of elites; leadership of an organization matters. Why does the BVI keeping going to the same small cadre of people to populate committees, boards......etc? If at election time politicians can go throughout the length and breadth of the territory to find voters, why can’t they do the same to engage more people? Not averse to the Premier and MoF (Executive Branch) having an EAC but the HOA, the policy making body also needs an EAC. The HOA EAC should report and make presentation to the HOA on a periodic basic on economic matters.
